WORK EXPERIENCE:

A full knowledge of the structure and interrelationships of laws, rules, regulations, and policies within
the Federal Government as they related to the programs within INS were tantamount in the position I
held within the Internal Audit Branch. I determined the objectives and scope of all the studies I was
responsible for, conducted all investigative reviews, analyzed results and prepared final reports
containing recommendations for improvement to top management. I delivered entrance and exit
briefings to District and Regional Directors at the start and finish of all on-site investigations of each
review and or study. I also prepared all formal correspondence that accompanied every final report. I
researched issues for potential future studies and provided expert legal audit advice and guidance
involving special program projects. I prepared and delivered training to the subject matter experts prior
to each site visit. I prepared monthly summary reports on QA results, and functioned as a liaison
between various INS offices and Justice Management Division in support of numerous projects.
Since retiring from INS I was hired as a contractor to develop legal brochures on Domestic Violence
for their VOWA (Violence Against Woman Association) Worldwide.
1987 – 1992: Department of Navy – Headquarters Naval Sea Systems Command
Arlington, Virginia
Logistics Management Specialist – GM 11 – 12, Material Support Division.
I was a Charter member of the investigation into the Accident aboard the IWO JIMA Assault Carrier
Ship. I initiated meetings between NAVSEA and NAVSUP addressing the committee’s involvement
and provided technical data and historical background in support of the on-going investigation.
Logistical support included the review of all Naval education and training programs and implementing
changes in training for all Naval Surface Ships.
As sponsor for the Level I Submarine safety program I was the coordinating manager that provided
overall direction with NAVSEA on technical issues, engineering questions, and quality matters. I also
ensured program, logistic and legal compliance with NAVSEA directives and policies.
I served as an audit team member for Level I functional audits. I developed position papers on Sub
Safe logistic issues. I was the coordinating manager for Technical Logistics Reviews and Industrial
Support Conferences.
