Indicative Measure: 2.3 Enhancing good management of cultural and natural heritage, valuable
landscapes and natural resources
Main Project - Problem and Objectives: Forest industry is one of the most important
economical sectors in the Barents region. However due to lack of resources for
regeneration after logging and necessary subsequent stand management, as well as
structural and organizational reasons forestry has evident weaknesses concerning
sustainability. Long-term timber supply for the forest industry will therefore be less than
possible, which restrains industrial development and potential increase of prosperity for
society. There is also a need for developing forestry so it better meets environmental and
social demands.
The project aims at establishing a network of model forests (well-documented efficient
tools for developing a large array of forest related issues) in the Barents Region (a
Barents Model Forest Network) and uses this network as a basis for developing
responsible use of the forests in the region, primarily in the Russian part.
Seed Money - Activities and Expected Results: In close co-operation with partners to
deepen discussions with partners about expectations and outcome of the project, to
develop the application for the main project including definition of the main project
objectives, working packages and activities, etc. throughout the discussions and
meetings. With the forest enterprise in Archangelsk define the actual model forest area.

Indicative Measure: 3.0 Transnational promotion of institution building, strengthening the
capacity for spatial development activities
Main Project - Problem and Objectives: Business innovations and new enterprises
concentrate to large cities leaving remote regions with few options to maintain or even
increase the number of enterprises or working places. The central objective of the project
is to strengthen the medium-sized cities as engines for development through strategic
cooperation. To develop measures in order to stimulate and enhance the innovation
activities and the use of the potentials of R&D results and innovations where the regions
have competitive edges. To develop the performance and service models for network
type incubators and innovation activities on specific business areas and industrial
branches. The industrial branches especially studied are chemical, mechanical and
woodworking industry. Special focus is also put on secondary sources of livelihood in
agriculture offered by these branches.
Seed Money - Activities and Expected Results: To prepare project application with the
potential participants in order to use all the competence and experience in the network
and in order to commit the participants to the challenges in the main project. A clear
picture of the state of art situation of the innovation processes is drawn. The main areas
of development are defined and all the elements for the main project application are
defined. All the necessary partners to fulfil the goals of the project have been involved,
with balanced geographical distribution.

Indicative Measure: 3.0 Transnational promotion of institution building, strengthening
the capacity for spatial development activities
Main Project - Problem and Objectives: Rational and cost effective waste management
today requires larger waste volumes, a raised level of competence among officials and
increased transregional and transnational cooperation. Larger scale solutions are also
required in order to attract international funding and financing of investments. This gives
an excellent opportunity for cross border cooperation and harmonization across the entire
BSR. The central objective of the project is to improve waste management infrastructure
thru cooperation between local municipalities and improving the capacity on waste
management issues.
Seed Money - Activities and Expected Results: Supporting the development of Regional
Institutions for Waste Management in Estonia.
In Latvia and Lithuania regional Institutions for Waste Management cooperation have
already been created. In order to be able to carry out an efficient waste management
project like RECO in the Baltic countries, the formation of similar institutions in Estonia is
crucial. This approach enables each region to customize their participation based on their
present situation, development phase and level of competence. Partners in Russia,
Belarus and Ukraine will also be tied to the project.

Indicative Measure: 2.2 Creating sustainable communication links for improved spatial
integration
Main Project - Problem and Objectives: With the great potential for economical
development for the region, it’s a challenge to take up and enhance the former good
connections between the nations and regions in the area. In this context effective
solutions for transport and communications are of particular importance, both to
stimulate trade and other economical activity between regions and to make it easier for
people to meet across regional and national borders to develop cultural, social and
educational connections. The project idea is well anchored within the multimodal
transport work group of the Baltic Sea Commission and aims to find coherent transport
policy for the whole Baltic Sea area based on international cooperation between regions
and between regions and national authorities
Seed Money - Activities and Expected Results: Examining previous and running projects
in order to learn from earlier conclusions concerning the subjects to be covered, and
prevent overlapping with other projects;
Discussions with CBSS / National authorities in countries involved; Invitation to
infrastructure owners, transporters, forwarders, cargo owners and other possible private
partners to take part in refining the project ideas; Further/concluding discussions of
visions, objectives and strategies for the main project(s).

Indicative Measure: 2.3 Enhancing good management of cultural and natural heritage, valuable
landscapes and natural resources
Main Project - Problem and Objectives: Immediately after the break-down of Soviet
Union a big number of historical sites from pre-war/Cold War period were destroyed or
closed down, both in Eastern and Western Europe: military bases, prisons, prison camps
and locations on which historical events took place. The protection of the historical sites
is – as time goes by – going to be more and more difficult because of destruction and
falling into disrepair. Therefore, it is important to promote awareness about newer
historical heritage and to protect the most valuable sites, mainly in connection with
tourist development and with newest history as a thematic theme.
Seed Money - Activities and Expected Results: The seed money project is necessary
because of innovative partnership and an innovative approach. It is especially needed
that partners find a project consensus. Preservation of historical sites from pre-war
period is a theme with many feelings involved, and there is probably different point of
views among people and authorities in the Baltic countries. The seed money will be used
for - searching of relevant key persons in all Baltic countries interested in protection of
sites from pre-war period. Each country must be presented by at least one person from
responsible national/regional authority and one person working with the theme in
practise.

Indicative Measure: 1.3 Strengthening integrated development of coastal zones, islands and
other specific areas
Main Project - Problem and Objectives: At present the population of the coastal areas
of the Baltic Sea Region are at the beginning of a comprehensive use and utilization of
the Baltic Sea itself and its coastal areas, which shall improve the quality of life in the
coastal regions and shall preserve the sea as a sustainable life supporting system. Since
12 years Local Agenda 21 strategies were developed and implemented, but transnational
participatory strategies for sustainable coastal zone development are rare, even though
participation is a key element of ICZM (acc. EC-recommend. 2002/413/EC) and LA 21.
Thus, "Baltic parti-SEA-pation" shall create several Regional Participation Units and one
Main Baltic Transfer Unit to fulfil this missing link. The main is to initiate ICZM processes
and link stakeholders, NGO´s, investors and decision makers for cooperation to achieve
sustainable coastal lifestyles.
Seed Money - Activities and Expected Results: The seed money activities (SMA) will
develop a concept how to implement public participation within ICZM activities (as
demanded in the EU recommendation 2002/413/EC) and how to establish the RPU´s and
the MBTU as motors for regional development. The seed money activities should hence
develop a concept for an integrated strategy implemented by those Units to start in pilot
regions with good practice projects or measures for sustainable coastal orientated
production and consumption patterns.

Main Project - Problem and Objectives: For thousands of years, trade has led to
intensive and interactive exchange and dialogue of ideas, crafts, goods and traditions
between coastal areas of the Baltic Sea region and their hinterlands. The project main
aim is to ensure that history and modern development are in dialogue - to contribute to
developing better communities by exploiting the potential of the experience and results
of past generations, and by making modern man aware and conscious of the openness
and multicultural character of the past, adopt several of these historic strategies to
modern society. The awareness of common roots and a more conscious use of dialogue
will contribute to a renewed identity strategy, creating a joint and inclusive Baltic
identity.
Seed Money - Activities and Expected Results: To focus the project idea and to develop
the cross-sectorial approach with planners, port managers, historians and tourism
officers will be invited to attend. They will prepare a project idea description for the main
application. This will include a draft description of all parts and components of the main
project.

Main Project - Problem and Objectives: As identified in EU Lisbon strategy, innovation
is the key driver of competitive economic growth. Recent European research has
identified “regional innovation paradox” which refers to the apparent contradiction
between the comparatively greater need to spend on innovation in less favoured regions
and their relatively lower capacity to absorb public funds earmarked for the promotion of
innovation, compared to more advanced regions. The main objective of the project is:
Bridging of the Innovation Divide between Eastern and Western Baltic regions through
creation of innovation support infrastructures in less favoured regions. The activities will
combine research, training needs analysis, development of curricula, delivery of training,
exchange of experience, demonstration and business networking events and will be
carried out in all the participating regions.
Seed Money - Activities and Expected Results: Main goal of the planned activities of BID
seed money project is creation of the partnership focused on promotion of innovation and
development of necessary infrastructures for the innovation support in Less Favoured
Baltic Regions. The project will build on the experiences and extend the methodologies
developed in bilateral project sponsored by Danish National Agency for Enterprise and
Housing and implemented by DTI, “Support to the Innovation Structure in Lithuania
(SINO)”.

Indicative Measure: 2.1 Promoting balanced polycentric settlement structures
Main Project - Problem and Objectives: Misbalance in the development of urban- rural
settlements has created the situation where in metropolitan regions the offer in
healthcare services exceeds demand whereas the less developed rural settlements lack
professional services and sense the drain of routine medical services to bigger medical
centres. Telemedicine can offer services in areas where health care is either often limited
or with relatively low quality. The central objective of the main project is to enhance
Telemedicine as a strategic, innovative tool for facilitating the delivery of equitable
healthcare and medical education services irrespective of distance and availability of
specialised expertise and reduce the isolation of rural health care practitioners regarding
the BSR and thus contribute to more balanced, sustainable economic development and
demographical situation of the region.
Seed Money - Activities and Expected Results: The project will focus on developing
further and strengthening of the already existing team. Partners will develop the main
project concept, visuals and content: establishment of transnational cross-sectorial
partnership network; analyses of development plans and spatial planning examples in
Telemedicine context.

Indicative Measure: 2.2 Creating sustainable communication links for improved spatial
integration
Main Project - Problem and Objectives: Economic integration of Baltic States and
Poland with Western Europe leads to growing trade and traffic. While cross-sea ferry
traffic is growing fast, coast-parallel transport on sea or rail stagnate in contrast to
rapidly growing road transport. Via Baltica, road and rail, is a priority in the TEN network,
but only road improvements are progressing so far. Rail Baltica will develop a
transnational concerted strategy for reviving railway transport link of the W-European
network from Berlin through Poland, Lithuania, Latvia to Estonia and further to Finland.
Seed Money - Activities and Expected Results: - to specify partner institutions for the
main project and to create a partners' network; assessment of current situation in
partner regions to specify the most topical needs and most realistic activities of the
future project; co-ordination of Cohesion fund project and INTERREG project preparation
- definition the scope of works for each study.

Main Project - Problem and Objectives: The demand for efficient, safe and
environmental friendly transportation of goods and people is growing in pace with
increased competition on the global markets. The trans-national transport corridors
connecting regions from new and old member states are today inadequate. Bottlenecks
in these corridors have negative environmental and economical impacts. Available
resources for investments in infrastructure are scarce and recent trends shows that not
enough investments will be made in order to meet the transport need.
The project aims to demonstrate how agent based simulation can be used for detecting
bottlenecks an inefficiency in a transnational and intermodal transport corridor.
Seed Money - Activities and Expected Results: The seed money will be used for building
a strong and innovative partnership involving research institutions, public authorities,
entrepreneurs and private stakeholders (in line with the Triple-Helix theory for regional
innovation and sustainable development).

Main Project - Problem and Objectives: Trade in illegally logged timber has been
acknowledged to be a hold back for sustainable development in the forest sector, with
negative economic as well as environmental effects. Discrepancies between import and
export statistics is often used as an indicator that trade in illegally logged timber is wide
spread in the region. There is thus a great need to improve knowledge of major timber
flows in the region, and to analyse scaling and conversion factors, custom procedures,
classification, definitions and nomenclature.
More in depth knowledge and cooperation between countries in the region would help to
close this gap of uncertainty and thereby raise the capacity of Governments and other
relevant stakeholders to device suitable interventions. The project will improve
transparency in timber flows in the region by identifying and reducing sources of errors in
export/import statistics. The project will institute a framework and procedures for closer
cooperation between organisations which are monitoring the timber trade in the region.
Seed Money - Activities and Expected Results: Suitable partners and experts will be
identified with the help of the national contact points of the Baltic 21. List possible
explanation factors: In cooperation with the partners the PC will prepare a tentative list
of explanation factors to discrepancies in trade statistics which will be investigated
further in the main project; Commission two pilot studies in Russia and Latvia to analyse
import/export statistics.

Main Project - Problem and Objectives: Baltic Sea area, especially after the
enlargement of the union is a highly developed part of EU in terms of science and higher
education. However, in innovation creation and in economic terms internal cooperation
networks, i.e. innovation systems cross the national borders are less developed
especially in the Baltic Sea area than in the heart of EU. Metropolises, as heart cities of
their regions, are the key players in formulating regional and even national innovation
strategies. The main aim of the project is strengthen the Baltic Sea area innovation
environment and the joint knowledge based economical area. The activities will take
place in all of the Baltic Metropolises Network member cities: Berlin, Copenhagen,
Helsinki, Malmö, Riga, St. Petersburg, Stockholm, Tallinn, Vilnius and Warsaw.
Seed Money - Activities and Expected Results: The aim of the seed money is to put
together a report of the outcome of the survey on the metropolitan innovation
environments in the BSR. The workshop will identify and crystallize those measures
which the city management can have in supporting innovation creation. The workshop
will benchmark the best practices found on base of the survey made, process them
further and discuss the objectives of the main project.

Main Project - Problem and Objectives: Up to now numerous projects, partly also
supported by EU-funds, aiming at sustainable tourism in spatial planning and regional
development has been carried out or are still going on in the BSR. Unfortunately there is
no real overview available on Pan-BSR level regarding specific tasks, trends, results,
prosperities, problems or contact persons. Thus cross-border information and
communication have to be improved. The aim of the project is to strengthen the existing
co-operation on sustainable tourism and involvement of practitioners of the local/regional
tourism industry, spatial planning authorities, public administration, NGOs,
environmental, agricultural and social-cultural experts; linking together ‘green and blue’
networks, creating a focal and coordination point; exchange of experiences.
Seed Money - Activities and Expected Results: Seed Money activities will be: to adjust
the project to scientific knowledge and international agreements; (Helcom, Baltic 21,
VASAB 2010, Agenda 21 for Tourism in Europe (EC), Guidelines for Sustainable Tourism
in vulnerable Ecosystems (UNEP), Tour Operators Initiative For Sustainable Tourism
(UNEP), International Network on Sustainable Development of Coastal Tourism
Destinations (WTO/UNED) and to look for strategically necessary partners Already
during the Seed Money project co-operation will be started with partners from ongoing

Main Project - Problem and Objectives: The rural landscapes in the BSR of today are
characterized by changes of use of land and by shifts of population. In western countries
rural areas are becoming urbanised, farming demands less labour and the population is
diminishing or shifting to urban commuters and tourists, while in the Baltic countries land
re-privatisation and other altering policies are changing the landscape. In both cases
traditional landscape values are threatened by changes in maintenance and in use.
According to the European Landscape convention 2000 it is urgent to protect existing
landscape values in all countries around the Baltic see. How is this to be done under
existing demographic, economic and social changes?
Seed Money - Activities and Expected Results: The aim of the seed money project is to
develop contacts with experts and researchers: landscape architects, geographers,
sociologists and spatial planning authorities in order to set up cross-scientific groups in
each country. It is also to find strategic regions and administrative districts for case
studies and establish contacts with the local board and local physical planners,
entrepreneurs or other important local actors. Another aim is to plan common research
and individual strategies for each country regarding their specific situation.

Main Project - Problem and Objectives: The Baltic Sea Region (BSR) has a unique
potential for sustainable tourism (ST) both in realm of Eco-tourism and urban tourism. ST
could be one important tool to preserve those ecosystems instead of exploiting them for
other purposes. Today very little is has been achieved and there is a need to establish
capacity building in this sector by establishing new networks between different
stakeholders. The present study will establish concrete pilot projects and solutions to
implement a sustainable tourism. An united network management mechanism of
sustainable tourism development will be developed on the basis of network
environmental management.
Seed Money - Activities and Expected Results: Crucial for the main project (MP) will be
a strong and well defined partnership for creation a concept of network management,
which is an innovative approach, and effective implementation it in sustainable and
ecological tourism in BSR. Development of the project content, budget plan, investment
opportunities and finding out relations between the INTERREG, TACIS parts of the
project. The transnational aspects of the project will also be developed through the
setting up of transnational working groups.

Main Project - Problem and Objectives: Biomass production for bio-energy use in the
Baltic area is becoming increasingly a complex spatial planning issue especially in view of
the EU agro-reforms in 2005 which should promote alternative crop production. Local
authorities and biomass producers throughout the Baltic region and especially in the
accession states need to be supplied with optimal biomass production schemes for
deciding for the integration of alternative crop production in traditional crop systems. The
planned case studies will identify suitable biomass product lines for specific regions in
accordance with land-use plans, environmental restrictions, market requirements and
production costs. The network will work closely with local administrations and biomass
producers promoting spatial-planning know-how transfer for introducing optimal biomass
production methods especially to the accession states, regions on the threshold of bioenergy development.
Seed Money - Activities and Expected Results: The seed money will be used to clarify
the specific barriers to ensuring long term biomass resource security in the Baltic regions
represented and specify working methods of the proposed Baltic Biomass Network. It
will serve to finalize participation in the network, methods, financing, application and
project time tables. Through the workshops a high quality application should be
prepared. The project tasks will be synchronised with the thematically similar INTERREG
IIIB project North Sea Bio energy. The project will also be synchronised with the
RENSMASH project application (INTERREG IIIB BSR) for the development and
demonstration of the use of renewable energy in small-scale heating systems using
domestic fuels in Estonia, Latvia and Lithuania.

Main Project - Problem and Objectives: After the collapse of the Soviet Union many of
the Baltic industries lost their market. As a result skilled labour force and large industrial
premises were left unused. Today, the Baltic economies are among the fastest growing
ones in Europe and enjoying inflow of foreign direct investments. The information on
industrial infrastructures is fragmented and therefore not easily accessible for potential
investors. There is a risk that several urban centres will develop oversupply of industrial
infrastructure, whereas the other areas (rural and sub-urban) are not realising their
industrial potential; the experience from current EU states is poorly used. The main
objective of the main project is to strengthen the cooperation between the industrial
parks in the Baltic States and in the old EU member states in BSR.
Seed Money - Activities and Expected Results: Mapping out public and private projects
dealing with the development of industrial parks in the Baltic States and establishing
networks between the developers; searching for partners from the EU member states
that would share their experiences and competence in the field of developing industrial
parks. The seed money initiative provides the developers of industrial parks with
excellent opportunity to prepare and to establish good grounds for a long-lasting
partnership. The seed-money project will seek to involve partners with special
competence who have not been involved in INTERREG III B projects so far and lay a firm
foundation for public-private cooperation by involving private sector partners.

Main Project - Problem and Objectives: Considering the EU enlargement and growing
interest towards the new member states, there is a clear potential for sustainable
tourism products such as thematic routes of yacht tourism and coastal villages.
Currently, the development of small harbours is not sufficiently integrated with
developing local tourism products. In particular, there is a need for reviving the unique
culture of the small coastal villages. Also, the absence of safe yacht harbours with
reasonable distance along the coast of the three Baltic states and Russia has impeded the
realisation of the Baltic Sea Circle) in boat tourism. The central objective of the project is
to strengthen sustainable development of boat tourism products in the Baltic States
through transnational spatial planning. The partners involved in the network will devise
an integrated strategy and action plan for the sustainable development of the harbours
involved in the network.
Seed Money - Activities and Expected Results: The seed money activities involve: a)
finding partners from both public (local, regional, transnational level) and private sector
who would be interested in being part of the small harbours network of the Baltic States;
b) finding synergies with other similar projects within INTERREG and other programmes.

Main Project - Problem and Objectives: Nowadays many of culture heritage objects
(c.h.o.) in BSR are endangered or even ruined, mostly due to the lack of financial support
and low perception of their significance. C.h.o. in BSR are in many cases managed and
owned by local governments possessing little funds and that lack of experience in
development and redevelopment of c.h.o. as attractive tourism destinations, maintaining
and emphasizing historical value of the objects.
The main aim of the project is develop a special scheme for passing the ownership of
c.h.o. from public to private sector in order to ensure better and economically justified
development of c.h.o. by the best industry practice implementation in pilot objects.
Seed Money - Activities and Expected Results: Pre-feasibility study and partner
networking to specify more precise locations of potential sources of information as well as
locations of receivers of expertise, who are in most need. Pre-agreements about
cooperation within the project between partners will be discussed and agreed; focusing
on partners from Kaliningrad (RU), the area with extremely high density of c.h.o.
Possible integration with other existing and planned INTERREG projects will be sought.
