Summary of the meeting of April 20, 2006
1.
Report of the Chair of the Working Group to Prepare the Draft American Declaration on the
Rights of Indigenous Peoples on activities during the 2005-2006 term
(GT/DADIN/doc.262/06 rev. 1)
The report on the activities of the Working Group in 2005-2006 was presented to the CAJP
by its Chair, Ambassador Juan León Alvarado, Alternate Representative of Guatemala to the OAS.
The delegations expressed their appreciation of the preparation and distribution of the report
contained in document GT/DADIN/doc.262/06 rev. 1, and of the work performed by the Chair of the
Working Group, Ambassador Juan León Alvarado, and the Vice Chair, Counselor Ana Peña Doig.
Both the officers of the Working Group and the delegations thanked the following for their
support: Mr. Alejandro Aristizábal, the Secretary of the Working Group, and the advisors to the
Working Group, Dr. Luis Toro (attorney in the Office of International Law), Dr. Isabel Madarriaga
(Specialist in the Executive Secretariat of the Inter-American Commission on Human Rights) and
Mr. Jorge Sanín (Specialist in the Summits of the Americas Secretariat).

Draft resolution “American Declaration on the Rights of Indigenous Peoples”
(GT/DADIN/doc.250/06 rev. 2)
The Committee on Juridical and Political Affairs considered this draft resolution but was
unable to reach agreement on the text.
3.
Report of the Chair of the Working Group to Prepare a Draft Inter-American Convention
against Racism and All Forms of Discrimination and Intolerance on activities during the
2005-2006 term (CAJP/GT/RDI-24/06 rev. 1)
The report on the activities of the Working Group in 2005-2006 was presented to the CAJP
by its Chair, Mr. Silvio José Albuquerque e Silva, Alternate Representative of Brazil to the OAS.
The delegations expressed their appreciation of the preparation and distribution of the report
contained in document CAJP/GT/RDI-24/06 rev. 1, and of the work of the Chair of the Working
Group, Mr. Silvio José Albuquerque e Silva, and of the Vice Chair. Counselor Margarita Eliana
Manjares.

“Draft Inter-American Convention against Racism and All Forms of Discrimination and
Intolerance” (CAJP/GT/RDI-23/06 rev. 1)
The Committee on Juridical and Political Affairs considered this draft resolution but was
unable to reach agreement on the text.
5.
Presentation of oral report on mandate issued in operative paragraph 2 of resolution
AG/RES. 2074 (XXXV-O/05): Examination of periodic reports pursuant to Article 19 of the
Protocol of San Salvador
Mr. Eduardo Acevedo Díaz, Alternate Representative of Argentina to the OAS, gave an oral
report on the consultations headed by Argentina in 2005-2006 regarding this General Assembly
mandate.
In addition, Mr. Eduardo Acevedo Díaz announced that the delegation of Argentina would
soon be submitting a draft General Assembly resolution on this topic.
6.
The Committee had the opportunity to consider the following draft General Assembly
resolution (and the amendments to it proposed by the delegations), but did not reach final
agreement on it:
