Regular Meeting of
Monday April 6, 2015
Council President LaRae Horgan called the regular meeting of the Walhalla City Council to order, 7:08 P.M.,
Monday April 6, 2015 at City Hall.
Alderman Present: Steve Gapp, LaRae Horgan, Myrna Styles, Erin Brusseau, and Mike Belanus.
Absent: Mayor Jackson and Deirdre Lee
Also Present: Brian Mathison, Adam Dearinger, John Reimer, and Larry Dubois.
Moved by Belanus to approve minutes of Monday March 2, 2015 and Special Meeting Tuesday March 3, 2015,
second by Brusseau. Ayes: All, Nays: None. Motion carried.
Moved by Belanus to Transfer $13,492.10 from Sales Tax Fund to the Clinic Fund, second by Styles. Ayes: All,
Nays: None. Motion carried.
Moved by Belanus to approve the Financial Report as presented, second by Gapp. Ayes: All, Nays: None. Motion
carried.
Letter from the Chamber of Commerce regarding the fireworks this year. Moved by Gapp to approve $500.00 for
the Fireworks Fund, second by Belanus. Ayes: Gapp, Styles, Brusseau and Belanus. Nays: None. Motion carried.
Letter from the Department of Health commending the City Water System Staff with this accomplishment on
receiving the Safe Drinking Water Act Certificate of Achievement.
Brian spoke to the Council regarding the landfill and the problems with people putting things in the landfill that
should not be there or in the wrong area, this could cause the landfill to be shut down by the State Health
Department. Brian also informed the Council on the loader being sent to Grand Forks to be repaired.
Moved by Belanus to approve the building permit for Jacob Penner, second by Brusseau. Ayes: All, Nays: None.
Motion carried. Moved by Belanus to approve the building permit for Ary Bennett pending call to ND one call,
second by Gapp. Ayes: All, Nays: None. Motion carried. Moved by Belanus to approve the building permit for
Tim & Ralae Kalis pending call to ND one call, second by Gapp. Ayes: All, Nays: None. Motion carried.
Moved by Belanus to approve the building permit for John Reimer, second by Gapp. Ayes: All, Nays: None.
Motion carried. Marty Kalis permit is put on hold until Mr. Dubois checks on the city policy regarding firepits.
Dan Nelson permit was denied & can be resubmitted if measurements are changed.
Mr. Dubois informed the Council that a follow up on Erin Bennett and Mark Johnson properties have to be done.
Moved by Belanus to approve Glen Danielson fixing the Library Door and Mark Gendreau fixing the lights in the
Library, second by Gapp. Ayes: Gapp, Styles, Brusseau and Belanus. Nays: None. Motion carried.
Moved by Belanus to have Glen Danielson repair the Chamber Roof, second by Styles. Ayes: Gapp, Styles,
Brusseau and Belanus. Nays: None. Motion carried.
Moved by Belanus to pay Thorlakson Construction on two bills and assess to owners taxes, second by Gapp. Ayes:
Gapp, Styles, Brusseau and Belanus. Nays: None. Motion carried.
Moved by Belanus to pay all bills presented except the Bio-Sunn bills, second by Styles. Ayes: Gapp, Horgan,
Styles, Brusseau, and Belanus. Nays: None. Motion carried.
Aldermen Horgan informed the Council that Jill Johnson will be pool manager this year and for the auditor to place
ad in the paper for Lifeguards.
Mr. Dubois spoke to the Council on the ND Community Foundation and getting a new committee for the
Foundation and the Walhalla Economic Development Corp.
Council reviewed the information on Cities under 1000 for the sewer rates. Moved by Gapp to raise the sewer rates
to $10.00 per month, second by Brusseau. Ayes: All, Nays: None. Motion carried.
Choice Financial Appreciation Day will be in the park July 31 st from 4-8. Mr. Dubois informed Aldermen Horgan
that the establishment handling the bar in the park would have to come to the Council for a transfer of their license
for that day.
