Engineering and Project Management Services
Twin Bridge Replacement Project
The Town of Bayfield requires the services of a Professional Civil Engineering firm (the “Consultant”)
to provide civil engineering, environmental, and project management services. This project will include
federal funds through the Colorado Department of Transportation (CDOT) Off System Bridge Program.
SITE WALK-THRU – November 15, 2013 (Friday) at 3 p.m.
Submittal Due – November 29, 2013 at 4:00 PM Mountain Standard Time
Eligibility -- The Consultant will assist the Town of Bayfield throughout the design and construction of
the project. Candidates will be evaluated based on experience, technical merit, construction
management, environmental permitting experience, familiarity and experience with Colorado
Department of Transportation (CDOT) off-system bridge program, and qualifications. Qualifying
applicants should have experience on projects of a similar size, complexity and scale. The project is
funded (estimated $3.0 M) but not permitted. The targeted start date is mid-summer of 2014.
1. Site Description – The Town of Bayfield is located in eastern La Plata County, Colorado. The Town
of Bayfield recently acquired the ownership, and consequently the maintenance responsibilities, of
former US Highway 160B, now referred to as Bayfield Parkway. Bayfield Parkway crosses over the
Los Pinos River just west of downtown Bayfield. The river crossing consists of two bridge structures;
one structure over the main channel of the Los Pinos River, and a second structure over an overflow
channel of the River. The overflow bridge is located at mile post 0.96 on Bayfield Parkway and has a
main span of 100’ with two 40’ approach spans utilizing a half through truss configuration. The bridge
has a width of 24’ from curb to curb and a pedestrian walkway on the south side of the bridge. The
bridge that crosses over the main channel is 325 feet to the east of the overflow bridge. The main bridge
is a half through truss configuration with a 100’ main span and two 30’ approach spans with a 24’ curb
to curb width. Currently there is a gas line, sewer line, and a telecommunications line hanging from the
bridge structure. A 14” water line and a fiber optic line were recently installed under the river bed within
the road right-of-way.
These bridge structures, built in 1931, have reached the end of their design life and as a result would
need significant improvements to bring the structures up to current standards and require significant
maintenance on a regular basis in the future to maintain safe and reliable river crossing structures. The
Town commissioned Souder Miller & Associates to prepare a Hydraulic and Structure Evaluation
Report for the Los Pinos River Bridge Crossings completed in September of 2012. The Report
recommends the replacement of the existing bridges with CON/SPAN structures.
2. Scope of Work –The work requires management of a multi-disciplinary team for the design,
engineering, construction, plans and specifications, construction management, cost estimating,
environmental permitting, grant tracking, monitoring and reporting and all work required to complete
the construction of two new bridges on time and within budget.
1. The Consultant will be responsible for the overall management of the project.
2. The Consultant will be responsible for design of the project.
3. The Consultant will be responsible for implementing permit conditions.
4. The Consultant will be responsible for meeting budget(s).
5. The Consultant will be responsible for monitoring, tracking and reporting the requirements for
the use of CDOT Off-System Bridge money.
ASSUMPTIONS / ADDITIONAL INFORMATION

The Town would like to keep traffic on the bridges open for emergency vehicles, and Town
residents during construction, but willing to consider closure. Consultant would help evaluate
options for closure.

An Army Corps of Engineers permit is required.

Bridge will be re-constructed within the 100 foot existing ROW.

Town desires to include a 10’ bike/walking path under the main channel bridge to tie existing
parks together.


3. Evaluation Criteria -- The consultant will be evaluated and ranked based on experience and
technical merit. Added consideration will be given to those applicants who have successfully completed
similar projects. If an acceptable work plan, budget, schedule, and contract cannot be developed, the
selection panel will meet and select another consultant from the original RFQ submittals and re-start
negotiations.

qualified and capable of effectively accomplishing the project.

Town of Bayfield reserves the right to enter contract negotiations with more than one proposer, and to
select whomever the Town of Bayfield determines qualified to provide the most cost-effective
professional services. The Town of Bayfield will have no financial, contractual or other legal obligation
to any proposer until a written contract is fully executed by both parties.
5. Pre-Proposal Meeting -- A PRE-PROPOSAL site walk-thru is scheduled Friday, November 15 at 3
p.m. beginning at Town Hall, 1199 Bayfield Parkway, Bayfield, CO 81122
6. Schedule – Representatives from the Town of Bayfield will interview finalists in December. A final
recommendation will be presented to the Board of Trustees for approval on January 7, 2013. The
consultant may be asked to attend a special meeting prior to finalizing the agreement.
