(A) No person shall willfully obstruct or
interfere with any person employed or instructed by
the city to place such numbers as aforesaid, or tear
down, remove, cover or deface such numbers.
§ 97.52 NUMBERING PLAN.
The numbering shall be on the following plan
and these streets shall be the base line from which all
numbering shall begin: College Street shall number
from the square west; High Street shall number from
the square north; Broad Street shall number from the
square east, and Main Street shall number from the
square south.

§ 97.53 DUTY OF OWNER; FAILURE TO
COMPLY.
(A) The owner of any building upon any street
shall place or cause to be placed the street address
number assigned by the City Engineer in a
conspicuous place on the front of such building. The
number must be within ten feet of the front door of
any building for which the building permit is issued
after October 1, 2000. The number shall be a
minimum of three and a half inches high, shall be in a
contrasting color with the front of the building and
shall not be in script. If the building is more than 50
feet from the curb, the number shall also be numbered
at the driveway within 20 feet of the street right-ofway. Except as otherwise provided in this section,
(B) It is a defense to prosecution under this
section that the hindrance, obstruction, or interference
alleged consisted of constitutionally protected speech
