INTRODUCTION
Migrant Information Centre (Eastern Melbourne) (MIC) provides support to people from
culturally and linguistically diverse backgrounds residing in the eastern suburbs of
Melbourne. The region covers the Local Government Areas of Boroondara, Whitehorse,
Manningham, Maroondah, Knox, Yarra Ranges and Monash.

The centre’s objectives include:
 provide poverty support and emergency relief programs to migrant families and
individuals suffering financial crisis, destitution, misfortune, helplessness and
sickness;
 deliver post arrival services relevant to new migrants and refugees in the Eastern
Region, as to ensure effective local settlement and orientation;
 enhance direct provision of settlement services to migrants in the Eastern Melbourne
Region;
 provide a primary focus for settlement planning, co-ordination and delivery in the
Eastern Region with the objective of ensuring effective and culturally sensitive service
provision to migrants by mainstream agencies.
The Centre is managed through a Board of Directors.
2.
OVERVIEW OF PROGRAM
The Migrant Information Centre (Eastern Melbourne) (MIC) has recently been funded by
the Victorian State Government Department of Health (DH) to auspice the HACC
Diversity Adviser (HDA) position.
The HDA role will support the implementation of diversity planning and practice by
supporting Home and Community Care (HACC) funded organisations in the Eastern
Metropolitan Region (EMR) develop and implement HACC Diversity Planning and
practice.
Diversity planning and practice recognises the different characteristics of groups and
individuals, including, (but not limited to) diversity of age, gender identity and sexual
orientation, faith and spirituality, and socio-economic disadvantage. Planning to ensure
that diversity is understood, respected and reflected in appropriate service delivery
models is central to quality service planning and delivery. Diversity planning will include
a particular focus on the needs of the five HACC special needs groups:
Aboriginal and Torres Strait Islander peoples
People from culturally and linguistically diverse backgrounds
People with dementia
Financially disadvantaged people
People living in remote or isolated areas

promote HACC diversity planning and enhance stakeholders’ understanding of

strengthen the capacity of the HACC service system to deliver quality services that

continuous quality improvement of HACC funded agencies in relation to the quality
improvement initiatives of HACC Diversity planning and practice, the HACC
Assessment Framework and Active Service Model.
HACC DIVERSITY ROLE (HDA)
To support HACC funded agencies with Diversity planning and practice the HDA will
work in close collaboration with DH Eastern Regional HACC Program staff including the
Active Service Model Industry Consultant and Program and Services Advisers. Whilst
this position reports directly to the Manager, MIC the HDA position will work from the DH
Box Hill office two days per week to facilitate this collaboration.
Specific responsibilities of the role include:
 Promoting HACC diversity planning and enhance stakeholders’ understanding of
Diversity planning and practice, through leading and facilitating change and practice
improvement in the region and funded sector
 Proactively develop positive relationships with the range of HACC funded agencies
and other key stakeholders in the region to achieve a collaborative approach to
implementing Diversity planning and practice
 Collecting and interpreting diversity related information for distribution to HACC
service providers, and collate and interpret diversity access and equity issues in the
region
 Promoting the development of HACC agency diversity plans, through information
provision, advice and support to underpin evidence based agency level Diversity
planning and practice service responses
 Providing advice to the DH Eastern Regional Office on barriers and enablers, risks

and solutions and practice learnings relating to HACC funded agencies moving
toward Diversity planning and practice
Using diversity knowledge to facilitate networking, forums, and partnerships (where
these do not exist) to enable diversity and access issues to be identified and
actioned
Creatively addressing issues and seek out new opportunities to facilitate Diversity
planning and practice
Strengthening the capacity of the HACC service system to deliver quality services
that respond to the diversity of client needs, including the five special needs groups,
by facilitating inter-agency and/or systemic methods of engagement
Providing implementation support and facilitating partnerships between organisations
to respond to priority access issues and facilitate appropriate responses to identified
issues and needs
Working within the context of parallel HACC program quality improvement initiatives,
such as the Active Service Model, incorporating person-centred care and service
coordination practice standards
Providing advice and informal professional development and work with training
coordinators to initiate diversity training for the sector
Maintaining awareness of developments and policy initiatives relevant to Diversity
planning and practice at a regional and state-wide level, including exploring
opportunities for synergies with related initiatives
Working within the region to contribute to continuous quality improvement of HACC
funded agencies in relation to the quality improvement initiatives
KEY SELECTION CRITERIA
Personal qualities
Change management. As a leader and facilitator of change, build rapport and trust to
promote and achieve change through communication, diplomacy and consistency in
actions; develop solutions to achieve improved outcomes for the diverse needs of HACC
clients.
Conceptual and analytical ability. Highly developed conceptual and analytical skills
and the ability to conceptualise and translate HACC Diversity planning and practice
information into achievable strategies; deal with concepts and complexity comfortably;
use analytical and conceptual skills to identify logical sequences and reasoning; can
engage stakeholders to facilitate solutions, reason through problems, and develop
practical solutions.
Stakeholder and relationship management. Ability to establish and maintain
relationships with people at multiple levels; provide effective advice and informal
education to influence thinking and action; resolve issues and influence outcomes.

Demonstrated knowledge and experience in the community care sector and related
service systems in Victoria.
Desirable Qualifications:
Tertiary qualification in a relevant discipline.
