I.
ANNOUNCEMENT OF THE COMPETITION
The Fryderyk Chopin Institute announces an international competition for the concept of exhibition
at Fryderyk Chopin Museum in Warsaw. The competition is patronised by the Minister of Culture
and National Heritage of the Republic of Poland.
1. COMPETITION ORGANISER
The Competition is organised by the Fryderyk Chopin Institute, a State cultural institution entered
in the register of cultural institutions maintained by the Minister of Culture and National Heritage,
under number RIK 51/2001, NIP (tax identification number) 525-22-14-269.

2. TYPE AND FORM OF THE COMPETITION
One-phase international competition for the concept of museum exhibition with elements of a design.
3. GOAL OF THE COMPETITION
The competition is aimed at selecting the concept of permanent exhibition at Fryderyk Chopin
Museum in Warsaw.
4. COMPETITION TASK
The competition task includes preparation of a concept of exhibition giving directions for developing a respective design.
5. EVALUATION CRITERIA
1. Compliance of the concept with guidelines presented in the key programme assumptions
– up to 25 points;
2. Project originality – up to 40 points;
3. Reality of implementation of the exhibition concept within the planned scope and set
deadlines – up to 25 points;
4. Cost of implementation of the concept – up to 10 points.
Maximum sum of points – 100.
The best project is the one which scores the highest total number of points, however, not less than
70 points.
6. PRIZES
The 1st prize for the best project in the competition amounts to EUR 50,000. The number and
amount of the remaining prizes and distinctions are set by the competition jury within the limits of
the fund of prizes and distinctions. The total fund of all prizes amounts to EUR 100,000. The author/authors of the project awarded with the 1st prize will be invited to undertake negotiations under a free order procedure, aimed at preparing a more detailed design of the exhibition and exercising author’s supervision over its implementation.
7. COMPETITION JURY
The competition jury is composed of two teams:
Determining Team whose tasks include substantive evaluation of the submitted projects in view
of their fulfilment of substantive criteria set forth in the competition Terms and Conditions, decisions on awarding prizes and their amounts (except for the 1st prize whose amount is fixed) and
distinctions. For the purposes of observing the anonymity of the competition, the Organiser
should ensure that members of the Determining Team will not be members of the Formal Evaluation Team.
Formal Evaluation Team whose tasks include technical services for the competition jury, including but not limited to services connected with opening of envelopes with the submitted projects
and depositing identification cards with a notary, as well as formal evaluation of the submitted ap-

plications for participation in the competition. For the purposes of observing the anonymity of the
competition, the Organiser should ensure that members of the Formal Evaluation Team will not be
members of the Determining Team.

9. REQUIREMENTS FOR PARTICIPATION
The Competition participants include natural persons, legal entities or organisational units without
legal personality as well as entities acting jointly if they meet the conditions set forth in these
Terms and Conditions.

GENERAL PROVISIONS
1. LEGAL BASIS
The competition is held on the basis of the Act of 29 January 2004 – Procurement Law (Journal of
Laws of 2004 No. 19, Item 177, as amended).
2. TYPE AND FORM OF THE COMPETITION
This competition is a one-phase international competition for the concept of exhibition with elements of a design.
3. OBJECT AND GOAL OF THE COMPETITION
3.1. Object of the competition
The object of the competition includes preparation of a concept of exhibition at Fryderyk Chopin
Museum in Warsaw, meeting the requirements set forth in Chapter III – Competition Task.
3.2. Competition task
The competition task includes preparation of a concept of exhibition providing for directions for
developing a respective design.
3.3. Competition goal
The goal of the competition is to prepare a concept of permanent exhibition at Fryderyk Chopin
Museum in Warsaw.
3.4. Maximum planned cost of preparation of the design and implementation of the exhibition based on
the design
The maximum planned gross cost of preparation of the design (including the implementation design), tender documents and other auxiliary studies may not exceed PLN 1,400,000.00 or
10% of the gross value of implementation work concerning the exhibition prepared based on the
design.

4. PRIZES AND DISTINCTIONS
4.1. 1st prize
The amount of the 1st prize for the best project is EUR 50,000 and may not be changed. No exaequo awarding of the 1st prize is possible. The 1st prize will be awarded to the project which
scores the highest number of points, however, not less than 70 points.
4.2. Invitation to negotiations
The author (competition participant) of the project which was awarded the 1st prize will be invited
to negotiate under a free order procedure aimed at detailed preparation of the exhibition design
(including among others, preparation of the exhibition design, implementation designs, tender
documentation as well as exercise of author’s supervision upon preparation of the exhibition).
The author of the project which was awarded the 1st prize is obliged to undertake negotiations in
order to be awarded a free order immediately after the Organiser issues such invitation. A failure
to undertake negotiations within the above deadline by the author of the project awarded with the
1st prize will be treated as a reason for non-execution of the agreement due to the fault of the author. If the agreement is not entered into due to reasons on the part of the competition participant,
the participant is obliged to return the awarded prize.
4.3 Agreement
Appendix No. 14 includes a form of the agreement which is to be entered into in connection with
preparation of the exhibition design and exercise of author’s supervision during the implementation of the exhibition.
4.3. Number of prizes
The competition jury determines the number and amount of the remaining prizes, i.e., prizes other
than the 1st prize and may award distinctions within the limits of the fund referred to in Item 4.5 of
this Chapter. The prizes may be awarded exclusively to projects meeting the mandatory requirements set forth in Chapter III – Competition Task.
4.4. Prize fund
The total fund of all prizes and distinctions amounts to EUR 100,000. This amount may not be
changed.

CONDITIONS OF PARTICIPATION
6. ADDRESSEES OF THE COMPETITION
6.1. Range
The competition is an international competition addressed to all persons and entities meeting the
requirements for participation, having knowledge on space organisation and capable of implementing the competition task and its presenting in the form of a project meeting the requirements
set forth in Chapter III – Competition Task.
6.2. Requirements
The competition participants may include natural persons, legal entities or organisational units
without legal personality as well as entities acting jointly if they meet the conditions set forth in
these Terms and Conditions, where such person/entity is the author or co-author of the project
submitted for the competition and specifies (in the identification card) all persons co-operating upon performance of the project and the nature of such co-operation.
The following persons may not participate in the Competition:
1. persons participating in preparation of competition materials;
2. persons participating in preparation of the Terms and Conditions of the competition;
3. persons participating in the organisation of the competition ;
4. natural persons, legal entities or organisational units without legal personality as well as entities acting jointly who are excluded from participation in the tender for awarding procurement
under the Polish law – Appendix No. 16 to the Terms and Conditions of the Competition (being an integral part of these Terms and Conditions) includes an extract from the Procurement
Law setting forth the bases for exclusion.
The participants may include any group of persons and entities meeting the participation requirements (each person/entity should meet the requirements of the competition) provided
that one of the co-authors is designated to represent the group and the prize division remains
the internal task of the group.
The qualifying condition for participation in the competition is to have experience in the area of designing at least one implemented museum exhibition on no less than 500 square metres, certified
with documents proving that the entrusted work was properly performed (for example, references).
In the case of persons/entities acting jointly, at least one of the team members should have experience in the area referred to in the preceding sentence.
6.3. Exclusion of participants
Any persons who:
1) is subject to exclusion on the basis of the provisions of Polish law – Appendix No. 16 to the
Terms and Conditions (being an integral part of these Terms and Conditions), includes an extract from the Procurement Law setting forth the bases for exclusion;
2) does not meet the conditions set forth in Item 8.2 of this Chapter;
3) participated in organisation of the competition or preparation of the Terms and Conditions of
the competition;
4) breaches the anonymity or independence principle before the competition results are announced;
5) participates in preparation of more than one project submitted in the competition. The competition participant who acts in more than one project submitted in the competition will be excluded
from the competition and all projects prepared with his/her participation will be rejected,
may be excluded from the competition (including, in consequence, exclusion of his/her project).

7. ANONYMITY REQUIREMENTS
The Organiser guarantees the anonymity of the evaluated projects. A competition project should
be marked with the identification symbol only, in a manner set forth in Item 10.3 of this Chapter.
8. APPLICATION FOR PARTICIPATION
8.1. Admittance to participate in the competition
The application for participation and admittance to participate in the competition takes place
through sending, to the address of the competition secretarial office, by 16 May 2008, a properly
completed and signed application for admittance to participate in the competition, in the form attached to these Terms and Conditions as Appendix No. 11 with enclosures. The applications
which reach the secretarial office after 16 May 2008, 4.00 p.m., will not be examined. The competition projects may be submitted exclusively by participants who were admitted to participate in the
competition and invited to submit projects.
8.2. Application for admittance
The form of application for admittance to participate in the competition is attached to these Terms
and Conditions as Appendix No. 11.
The application should be accompanied by the following documents:
a) Power of attorney – if the application is signed by a representative/representatives;
b) Document certifying the required experience in the form of an implemented museum exhibition
on no less than 500 square metres (maximum five pages in A4 format, description of parameters and photos or drawings) as well as references concerning the above work or other documents certifying proper performance of the work.
The application should be signed by the competition participant or a person authorised to make statements on behalf of the participant. In the case of persons/entities acting jointly, the application should
be signed by all such persons/entities or by a person authorised under a power of attorney/powers of
attorney in the form attached as Appendix No. 15 to these Terms and Conditions, granted by all persons/entities acting jointly.
8.3. Invitation to participate in the competition
By 21 May 2008, the Organiser will send to any person who filed an application for admittance to
participate in the competition a decision on admittance or non-admittance to participate in the
competition.

9. RIGHT OF ACTIVE PARTICIPATION
9.1. Visit at the exhibition site
Any competition participant has the right to participate in the visit at the exhibition sight and to file
inquiries with the competition Organiser within deadlines set forth in Item 5 of this Chapter. The
Organiser’s replies will be publicly announced at the Organiser’s website (www.nifc.pl), subject to
observance of the anonymity principle as to the source of such inquiry). The dates of visits at the
exhibition site will be determined individually with the competition Organiser.
9.2. Inquiries
The participants may submit inquiries to the Organiser in order to clarify doubts concerning the
interpretation of the Terms and Conditions of the competition.
9.3. Replies
The Organiser will reply to all inquiries concerning the Terms and Conditions of the competition.
The Organiser’s replies will be publicly announced at the Organiser’s website (www.nifc.pl), subject to the observance of anonymity principle as to the source of each inquiry).
9.4. Legal protection measures
The competition participants as well as other persons and entities, if their legal interest in the
awarding of procurement is or may be prejudiced due to the Organiser’s breach of the provisions
of the Procurement Law, are vested with legal protection measures set forth in the Procurement
Law. The legal protection measures are not vested with respect to the verdict of the competition
jury as to the evaluation of competition projects and selection of the best project (Article 179 Section 1b of the Procurement Law). Any protest may be filed exclusively in a written form.
COMPETITION RESULTS
10. SUBMISSION OF PROJECTS
10.1. Address and date of submission
Each participant may submit only one project. A complete competition project should be sent by
mail to the address of the competition secretarial office or delivered to the secretarial office within
the deadline set forth in Item 5 of this Chapter, subject to the observance of anonymity principle in
a manner set forth in Item 10.3 of this Chapter. The Organiser will examine and evaluate exclusively such projects which are filed with the Organiser by the date set forth in Item 5 of this Chapter, by 4.00 p.m. The participants will bear the costs connected with preparation and submission of
the project. The Organiser does not see any possibility of refunding the costs of project preparation.
10.2. Projects submitted after the deadline
Any projects submitted or delivered after the deadline set forth in Item 5 of this Chapter will not be
evaluated by the competition jury.
10.3. Submission of competition projects
The projects may be filed exclusively by the participants who were invited by the Organiser to participate in the competition. The project, together with description, should be anonymous.
The participant should number its project with two letters and six digits. The number should be
placed (right-hand upper corner recommended) on each element of the project, i.e., description,
charts, and enclosures as well as in the confirmation of submission of the project and the envelope presenting the authors’ team as attached to the project, and on the packaging of the project. .
The projects should be submitted in packaging making their undetected opening and reviewing
impossible. The packaging should be marked as “Competition project submitted in the competition for the concept of permanent exhibition at Fryderyk Chopin Museum”. The above specified
marking (numbering) should be placed on all elements of the project.
The competition project should be accompanied with an envelope (inside the packaging) marked
with the number allocated by the participant in accordance with the above instructions, including
information on the project authors and other elements required under these Terms and Conditions.
The project packaging may not include the name of the participant submitting the project or any
other information enabling identification of the author before announcement of results by the competition jury. If the project is sent via Poczta Polska (National Post) or any other courier firm, the
address and name specified on the envelope may not be the address and name of the competition participant.
The projects will be coded by the Head of the Formal Evaluation Team of the Competition Jury
through allocation of a three-digit code for each project. This activity will be recorded in the form
of minutes which will be subsequently furnished to the Orderor’s Head.
After the lapse of the deadline for submission of the projects, the Formal Evaluation Team of the
Competition Jury, in the presence of a notary, will open all packaging with the submitted projects.
Envelopes included inside the project packaging and identifying the authors will be deposited at
the notary (without their opening) and the competition projects will be furnished to the Determining
Team of the Competition Jury.

10.4 Announcement of results
The competition results will be made public on the date set forth in Item 5 of this Chapter, among
others, at a press conference of the Determining Team of the Competition Jury and subsequently
at the information board in the registered office of the Organiser and in its website.
The place where the competition results are to be announced will be specified by the Organiser in
its website and on the information board in the registered office of the Organiser.
The Organiser reserves right to change the date of announcement of the competition results.
In case of such change, the Organiser will announce it in its website and on the information board
in its registered office.
After the competition results are announced, the notary will provide the Competition Jury with the
deposited identification cards, and the Jury will open them and will present the authors of particular projects.
11. PROTECTION OF COPYRIGHTS
11.1. Purpose and scope of use of submitted projects
a) The author/authors permit the Organiser to present the competition project in the form of a
post-competition exhibition and publication (among others, in the Internet and in own publications of the Organiser) and to save the entire or parts of the project in a computer memory in
order to publish them in the periods specified in these Terms and Conditions.
b) The author/authors, upon payment of the prize awarded by the competition jury, transfer the
ownership of the submitted copy of the project to the Organiser.
12.
PUBLICATION OF RESULTS
12.1. Competition exhibition
The exhibition presents all submitted projects for at least two weeks. The Organiser reserves the
right to extend this period or to change the place of the exhibition, as well as to resign from public
exhibition of projects if a catalogue presenting all projects is published.
12.2. Publication of projects
All submitted projects will be published in a competition catalogue and/or in the Organiser’s website in order to promote the competition for a period of up to three years of the date on which
competition results are determined.
The awarded projects will be published in magazines and own publications of the Organiser in
order to promote the competition for a period of up to three years of the date on which competition
results are determined.
13. RETURN OF NON-AWARDED PROJECTS
The projects which were not awarded with prizes or distinctions may be collected by the authors
within six weeks of the end of the exhibition. After the lapse of this period, any project not collected by its author/authors may be destroyed by the Organiser.

COMPETITION TASK
1. SUBJECT OF THE COMPETITION TASK
The competition task assumes preparation of a concept of exhibition at Fryderyk Chopin Museum
in Warsaw, meeting the requirements set forth in this Chapter.
SCOPE AND FORM OF THE PROJECT
2. THE PROJECT
2.1. Display charts
The graphic solution should be presented in any graphic technique on not more than six vertically
oriented display charts in A0 format or horizontally oriented charts in A1 format. .
a. Chart No. 1 should present the concept of “Mikołaj Chopin Room” – cf. Appendix No.1 to the
Terms and Conditions;
b. Chart No. 2 should present the concept of the “Composer” meaning field – cf. Appendix No. 1
to the Terms and Conditions;
c. Chart No. 3 or the description part should present the concept of integration of the exhibition
according to the “Events” narration line – cf. Appendix No. 1 to the Terms and Conditions.
2.2. Dossier and project description
The submitted project should be accompanied by two copies of a dossier in A3 format
(210x420mm) including the title page, A0 (or A1) chart reduction to A3 format, two-page description of the exhibition scenario, two-page description of assumptions, principles and implementation solutions, one page with specification of technical devices and installations, including multimedia recommended for use in the implementation of the exhibition, one page with information on
the costs of preparation of the exhibition design and estimated costs of its implementation, and
one-page description of economic feasibility of the design, implementation process and schedule
of implementation. Each page of the dossier should be marked with the project identification
number.
2.3. Film or multimedia presentation
The submitted project should be accompanied by a CD, marked with the project identification
number, containing a film or multimedia presentation presenting the concept of the museum exhibition. The duration of the film or presentation should not exceed three minutes in AVI or MOV
format. The dossier included in the CD should be in PDF (A3) format, 300 dpi.
3. MATERIALS FOR PUBLICATION
The CD should additionally include a folder with files of the dossier intended for publication, with
descriptions in TXT format and A3 chart reduction in TIFF RGB format, 600 dpi and 72 dpi. The
files in the CD may not include any data enabling identification of the project author.

4. KEY PROGRAMME ASSUMPTIONS – CHARACTERISTICS OF THE MUSEUM, ITS FUNCTIONS
AND EXHIBITION STRUCTURE
The characteristics of the museum, its functions and exhibition structure are presented in Appendix No. 1 to these Terms and Conditions and constitute an integral part of the Terms and Conditions.
5. CHARACTERISTICS OF THE FACILITY
Seat
The Fryderyk Chopin Museum in Warsaw is inseparably associated with the Ostrogski Castle located along the Vistula embankment. The castle, reconstructed after the World War Two according to original architectural plans of Tylman of Gameren, .as one of the most precious historical
heritage of Warsaw, is subject to the monument and heritage conservator protection (Decision of
July 1965, L.dz. 382/0-573/581-65, register No. 581, issued by the Municipal Heritage and Monument Conservator in Warsaw), and together with the historical complex of the King’s Road, was
classified as a historical monument (§ 3 of the Order of the President of the Republic of Poland
dated 8 September 1994 (historical city complex with the King’s Road and Wilanów). More information is included in Appendix No. 3 to these Terms and Conditions.
Location
The unique location of the Museum is connected with neighbouring facilities located next to the
Castle and constituting a unique architectural complex of tourist importance and a strong educational role. The triangle of streets in the city centre (Tamka – Ordynacka – Okólnik) hosts:
 the building and patio of Fryderyk Chopin Musical Academy; and
 Bohdan Wodiczka park.
A building of the Chopin Centre is being constructed in the direct neighbourhood of the Castle.
This institution is logically connected with the Museum through functional links and will constitute a
back office for tourists. It will host a café, a shop and a gallery. In addition, the building will host a
specialised Chopin library with a reading room and music listening room. The office part of the
building is the future seat of the Fryderyk Chopin Institute and other off-governmental Chopin institutions.
Walking towards Nowy Świat we reach the King’s Road where numerous places connected with
the youth of Chopin may be found. Chopin reached his artistic and intellectual maturity in the elite
of the 19th century’s Warsaw.

Organisational structure
The Fryderyk Chopin Museum has separate organisational rules within the statutory operations of
the Fryderyk Chopin Institute.
The tasks of the Fryderyk Chopin Institute are set forth in Article 5 of the Law of 3 February 2001
on Protection Fryderyk Chopin’s Heritage (Journal of Laws No. 16, Item 168).
These tasks are implemented through:
1. organisation of international and Poland-wide Chopin piano competitions;
2. building of a positive image of the country in international relations through cultivation and protection of heritage of Fryderyk Chopin, i.e., the person symbolising the highest achievements
of the European culture;
3. ensuring permanent presence of Chopin’s music in the cultural life of the country, increasing
the level of its performance, including, in particular, making the best concert creations available to the Polish and international audience;
4. assistance to most talented young musicians in developing their international concert activity,
increasing the importance of Fryderyk Chopin’s international piano competitions;
5. promotion of research aspects in order to draw the attention of young scientists to Chopin’s
music, preparation of a programme of CD publications, music and books guaranteeing
maintenance and making the output of Fryderyk Chopin, its best performances and scientific
studies available, as well as popularisation of its educational roles;
6. integration and strengthening of environments involved in the protection of Fryderyk Chopin’s
heritage, including establishment of a common building back office, access to archive resources and the centre of current information, stabilisation of sources of financing specialised
institutions and social organisations, regulating ownership aspects connected with museum
resources and monuments associated with Fryderyk Chopin;
7. organisation of state-of-the art museum of Fryderyk Chopin to meet international museum
standards with well-developed educational programme and promotional influence on international scale;
8. revitalisation of jeopardised monuments connected with Fryderyk Chopin all over Poland and
their adaptation for cultural purposes; and
9. proper use of Fryderyk Chopin’s heritage for building new order as a consequence of Poland’s
accession to the European Union, which will focus on cultural issues, the related identity aspects, and experience of joint cultural traditions establishing inter-generation ties and international dialogue.
The activity of the Fryderyk Chopin Museum is regulated in:

description accompanying the project of revalorisation of Ostrogski Castle together with designs.
7. FUNCTIONAL AND UTILITY PROGRAMME
7.1. List of required space
The list of required space is included in Appendix No. 6 to these Terms and Conditions (being an
integral part of the Terms and Conditions).
8. TECHNICAL REQUIREMENTS
The technical guidelines for the exhibition - in compliance with Appendix No. 6 to these Terms and
Conditions (being an integral part of the Terms and Conditions) - description accompanying the
project of revalorisation of Ostrogski Castle together with designs.
9. CONSERVATION GUIDELINES
The conservation guidelines are included in Appendix No. 5 to these Terms and Conditions (being
an integral part of the Terms and Conditions ).
10. Other
10.1 Other information important for the implementation of the exhibition

The repair work at Ostrogski Castle will be performed simultaneously with the exhibition work. An
important element for the preparation of exhibition and smooth repair work will be an active and
efficient co-operation of persons implementing the exhibition and persons performing repair work.
The concept should assume the possibility of co-ordination of such exhibition and repair-related
work.
10.2 Information materials
The information materials for the competition participants include:
1. Maria Popczyk’s study entitled “W stronę otwartego museum”/Towards an open museum – attached to these Terms and Conditions as Appendix No. 2 (being an integral part of the Terms
and Conditions);
2. The study entitled “Zamek Ostrogskich-Pałac Gnińskich”/ The Ostrogski Castle – the Gniński
Castle - attached to these Terms and Conditions as Appendix No. 3 (being an integral part of
the Terms and Conditions;
3. “Legenda o Złotej Kaczce” (Legend of the Golden Duct) - attached to these Terms and Conditions as Appendix No. 4 (being an integral part of the Terms and Conditions; and
4. The study entitled “Wybrane obiekty muzealne”/Selected museum facilities - attached to these
Terms and Conditions as Appendix No. 10 (being an integral part of the Terms and Conditions).
PROJECT IDENTIFICATION REQUIREMENTS
11. PROJECT IDENTIFICATION REQUIREMENTS
Each element of the submitted project (charts, dossier, models), envelope and identification card
should be marked with an identical symbol allocated in accordance with Item 10.3 of Chapter II.
The envelope and the participant identification card should be submitted in accordance with their
forms included in Appendices Nos. 13 and 12.
EVALUATION CRITERIA

The submitted projects will be evaluated based on the following evaluation criteria:
5. Compliance of the concept with the guidelines presented in the key programme assumptions – up to 25 points;
6. Project originality – up to 40 points;
7. Reality of implementation of the exhibition concept within the planned scope and set
deadlines – up to 25 points;
1. Cost of implementation of the concept – up to 10 points.
All appendices to these Terms and Conditions constitute their integral parts.
All competition materials made available are subject to protection under the Act on Copyrights and
Neighbouring Rights, are intended for the use of competition participants for the needs of the competition and may not be used without the consent of the competition Organiser for any purposes other than
participation in the competition.

Applications for admittance to participate in the competition as well as other documents in the competition may be filed in Polish and in English.
These Terms and Conditions have been prepared in Polish and in English. In case of any discrepancies between the Polish and English versions, the Polish version prevails.
