D-5. Additionally Supported Districts
DECISION: The Board
1. authorizes annual funding of up to US$200,000 for “additionally-supported” districts for additional
training, membership development, promotion of participation in The Rotary Foundation and other
appropriate support as determined by the general secretary in consultation with the director for that
area and district leadership;
2. requests the general secretary to
a. work with the leadership from “additionally-supported” districts to determine eligible
expense reimbursements based upon the menu of options shown in Exhibit D-5-a;
b. assist in the development of district performance measurements as shown in Exhibit D-5-b,
and to monitor and report annually to the Board on these district achievements;
3. agrees to provide Russian interpretation at convention plenary sessions in Bangkok should
registrants from Russia, Ukraine, and Belarus, total 100 or more by 31 March 2012, authorizing a
2011-12 budget variance of US$17,000 for this service, and agrees to continue offering Russian
interpretation at future international conventions as appropriate;
4. amends Rotary Code of Policies section 17.010.7. regarding additionally-supported districts as
shown in Exhibit D-5-c.

Decision Impact Summary of Critical Issues and Other Comments
Purpose: Briefly summarize the intended purpose of the proposed decision.
This decision seeks to positively impact the growth and success of Rotary clubs in Russia.
Strategic: This decision is in complete alignment with the first goal of support and strengthen clubs.
Effect: . Rotarians, clubs, and the two districts in Russia are positively impacted by this funding and support.
Operations: Minimal additional staff time and resources are needed.
Technology / Systems: None
Financial: Briefly describe the impact on revenues, expenses, or long-term financial position. Include a
description of any assumptions used, or state if the financial impact cannot be determined at this time.
Currently, there are two districts that have this status. D-5010’s training subsidy and part of the
governor’s allocation would help to offset the $40,000 requested for each additionally-supported
district. Expenses to travel within Russia are much less than from Alaska to Russia. Convention
interpretation costs are $11,800 for interpreter fees/hotel etc. costs and $5,200 for radios and booth
equipment.

D-5. Additionally-Supported Districts
Background: In decision 155, January 2011, the Board tentatively agreed to create District 2225,
comprising clubs in eastern Russia. In decision 235, May 2011, the Board reaffirmed this
decision and placed the new District 2225 into “additionally-supported” status. In Decision 237,
May 2011, District 2220 was also placed into additionally-supported status.
Analysis: Discussion with RI directors, district leadership, and Russian Rotarians have validated
the importance of the RI Board demonstrating its support to additionally-supported districts by
providing financial resources and allowing the district leadership to choose how best to use this
funding. The general secretary, in discussion with Directors Grabeau and Matheson, has created
a menu of options for how these funds can be spent, as shown in Exhibit D-5-a.
The general secretary and Directors Grabeau and Matheson have also developed a set of
performance measurements for additionally-supported districts. Additionally-supported districts
will report annually to the general secretary on their actions and accomplishments in each of the
three goals of the RI Strategic Plan, for report to the RI Board at its next meeting.
The general secretary suggests amendments to the Rotary Code of Policies to better reflect the
needs and resources of clubs in an “additionally-supported” district, shown in Exhibit D-5-c
