WILL TAKE PLACE AT THE STANFORD CENTRE, COOPER LANE, LACEBY
ON TUESDAY 19 MAY 2015

AGENDA
1. To receive apologies for absence.
2. To approve Minutes of the Council Meetings held on 7 & 21 April 2015 taken as read.
3. a) To record Declarations of Interest by any member of the Council in respect of the agenda items
detailed below. Members declaring interests should identify the agenda item and type of
interest being declared. Forms are available from the Clerk.
To provide new Declaration of Main Interest Forms for completion by Councillors within 28
days of acceptance of office, for NELC and web site.
b) To receive new Dispensations Forms previously given to all newly elected members of the
Council in respect of Financial matters relating to the Parish Council.

4. Public Forum – issues relating to agenda items only.
Re convening of meeting by Chairman to discuss the following items:5. Police Matters
To receive police brief and report from attending PCO's if any.
6. Planning Matters
DM/0339/15/FUL – proposed erection of Gospel Hall with associated car parking and
landscaping at Park House Farm – 77 Caistor Road Laceby ( May be viewed online.)
Reply from Mr M Dixon Planning Officer regarding letter re: 100 homes off Butt Lane to be
considered.
Decision letter re: DM/0835/14/FUL – refurbishment of existing garden centre site including
extensions, relocation of accesses, new parking, removal and relocation of polytunnels, fencing
landscaping and associated works and demolition of Russell Dene to be considered.
Public Right of Way footpath 110 through to Aylesby - new barrier to be discussed.
To consider any planning applications that may be received after the printing of this agenda.

7. Matters Arising from previous minutes
Nature Area Site Meeting report and possible Signage to be discussed.
Co-option of Councillor to fill election vacancy to be discussed
Letter from Wilkin Chapman Grange regarding sale of Rookery House and Deed of Covenant to
be discussed by Councillors and document signed if in agreement.
Replacement Trustee for Brooks Charity to be discussed.
8. Financial Matters
 To note end of year financial figures previously provided by the Clerk.
 To note end of year interim audit of accounts report by D Read previously provided.
 Chairman to sign page 2 of Audit Form re: Accounting Statements for 2014/2015.
 Chairman to sign page 3 of Audit Form re: Annual Governance Statement 2014/2015
 All paperwork relating to Audit Requirements previously circulated to Councillors for
perusal.

Available plots to be discussed.
10. Cemetery Matters/Churchyard Matters
Overlapping Cherry Tree Branches in Churchyard to be discussed.
Additional Hours to be paid to Grounds man regarding cutting back hedge in Cemetery to be
approved.
Churchyard hedge cutting quotations to be discussed if received.
Churchyard Clock in Tower – consideration to be given to quotation from Smith of Derby for the
removal of the Clock face, and new stainless steel pins to be made to put the clock face back Clerk to offer report on this matter at the meeting.
11. Projects Backlog
Village Signs to be discussed and artwork to be agreed.
12. Laceby Sports Partnership (Butt Lane Field)
Report from Councillor Metcalf to be received if any.
Date for meeting with Mr Fox of NELC to discuss lease of field details to be agreed.

13. St Francis Grove Play Area
Quotations to be obtained regarding cleaning of safety surfacing.
Quotation from Anglian Water regarding provision of water to area to be considered if received
Report regarding laurel hedging and cutting of this to be received.
14. Correspondence
Invitation to Mayor Making Ceremony to be considered.
Any other correspondence received after the printing of this agenda may be considered.
15. Stanford Education Centre
Updated report to be received if first meeting of steering group has taken place.
16. Information Exchange (Minor Matters)
Clerk’s annual leave to be agreed.
17. Dates of the Next Meetings
2 June 2015 – Full Council and Planning Meeting.
23 June 2015 – possible Planning Meeting.
