SUBJECT:
Delaware County Air Force Junior ROTC Invitational Drill Meet
1.
The OH-012th AFJROTC Squadron at Rutherford B. Hayes High School. Delaware, Ohio, will
hold its Invitational Drill Meet on 9 February 2013.
2.
The following information contains all rules and regulations for the meet. If you have any
questions, please feel free to contact us at (740) 833-1010, ext. 4201.

Please return the registration form (Appendix A) or some facsimile thereof with needed
information to OH-012 AFJROTC no later than 10 Jan 2013.
I. GENERAL INFORMATION
(a)
Drill will be performed IAW AFMAN 36-2203.
(b)
Events offered are listed on the attached registration form. The $55.00 registration fee can be
mailed with registration form or paid upon check-in at Rutherford B. Hayes High School. Please
make checks payable to Delaware County Junior ROTC.
(c)
Commander’s Call for Unit Drill Team Commanders and Advisors will be at 0730 in the
main gym.

There will be a $1.00 charge per cadet for knockout competition
All JROTC cadets must conform to current uniform directives. Major dress and appearance
violations will be disqualified from competition.
(f)
Everyone must attend Opening Ceremonies.
(g)
Quiz Bowl and Inspection are combined and given one set of trophies.
II. ELIGIBILITY/ARMS/UNIFORMS, etc.
(a)
Each regulation team must consist of at least six members, plus a commander for a total of
seven cadets. Inspection/Academic teams must have nine members plus a commander.
(b)
Each member of an armed regulation team must be armed with a replica military style
weapon equipped with cushion recoil (“butt”) pad. Commanders must be armed with a sword,
saber, sidearm or replica style military weapon equipped with cushion recoil (“butt”) pad.
(c)
Each unit may enter only one team in each category.
(d)
All regulation drill teams will compete in service dress uniforms.
(e)
All participants in First Year drill routines must be cadets in their first year of JROTC or first
year on drill team. Please maintain the integrity of these events. See/contact a Delaware County
AFJROTC representative for possible exceptions.
III. EXHIBITION DRILL EVENTS

Team exhibition events must be a minimum of three minutes and a maximum of eight
minutes long. Time starts when the team enters the drill floor and stops when they exit.
Each exhibition team will consist of at least six members plus a commander.
Each Armed Exhibition team member must be armed with a sword, saber, or a replica
military style weapon equipped with cushion recoil (“butt”) pad, and it must weigh at least 8
pounds.
Each unit may enter only one team in each team exhibition category.
IV. COLOR GUARD
(a)
Units may enter one Advanced Color Guard and one First Year Color Guard team. New this
year, a team may also enter one Female Color Guard. Female Color Guard team members may
either be first year or advanced members. Please maintain the integrity of these events. Uniform
latitude will be given providing good military appearance is preserved (accessories, skirts, slacks,
etc.).

Each team must consist of four members.
(c)
Each team will consist of two guards carrying replica military weapons and two flag bearers.
(d)
The commander will carry the American flag.
(e)
Color Guard will be conducted IAW AFMAN 36-2203. Uncase Colors IAW Army Field
Manual 22-5.
(f)
Female Color Guard members must compete using different apparatus than they did if they
were also on a First Year or Advanced team, i.e. a competitor who carried a flag in one event
must carry a rifle in the other event, carrier of a rifle in one event must carry a flag in the other.
V. INSPECTION TEAM INFORMATION:
(a)
Inspection Team Commander only will be questioned by the judge. Questions will be asked
about any of the following: rank, uniform and uniform items, and current event information. See
Attachment 7 Study Guide. (Study reference material courtesy of PA-791 and OH-041). All
other Inspection Team members will be judged for dress and appearance only.
(b)
1620 Service Dress is required. Each team must maintain uniformity (including the
commander). Shoe taps will not be permitted on gym floors. Corfam shoes not authorized.
(c)
Teams will be evaluated on the proper execution in preparing and completion of team
inspection.
(d)
Quiz Bowl and Inspection are a combined event and given one set of trophies.
VI. IDR KNOCKOUT
(a)
Authority for the event is AFM 36-2203.
(b)
THIS YEAR THERE WILL BE ONE MASS KNOCKOUT. There will not be separate first
year and advanced knockouts.
(c)
A unit may enter the knockout event with as many cadets as it desires. There will be a charge
of $1.00 per each cadet who wishes to enter knockout.
(d)
Decisions made by the competition judges are final. Competitors will be given a legitimate
reason for their elimination. Trick commands will not be given; however, improper commands
may be given. Elimination of the last ten finalists will require the majority decision of all judges.
(e)
Judges have the authority to eliminate competitors for obvious dress and appearance
discrepancies, but the knockout will NOT be preceded by inspections of competitors.
VII. ACADEMIC QUIZ BOWL

Each team must consist of ten (10) cadets. The examination will consist this year of fifty
(50) multiple choice questions to be answered on standard Scantron forms. Please ensure all
erasures are thorough if applicable. See Attachment 6 Study Guide. (Study reference material
courtesy of PA-791 and OH-041).
Each team will be given 10 minutes to complete the examination.
VIII. JUDGES AND SCORING
(a)
Judges will be assigned for each class of competition.
(b)
Each team event will receive meet points for determination of over-all winner. Point scoring
will be 50, 40, 30, 20, and 10, with 50 for first place. No meet points will be given for teams
placing below fifth place.
(c)
Exhibitions and knockout will not count toward overall points. Exhibition trophies will be
awarded for 1st through third 3rd place and knockout medals will be awarded for 1st through 10th
place.
(d)
In the event of a tie for over-all winner, the team with the highest total IDR scores will
prevail.
(e)
IX.
In the event of a tie in any event, the team with the highest score in the Inspection event will
prevail.
(f)
Boundary violations will cost 2 points for each infraction.
(g)
All teams are required to verbally report in.
(h)
Scores given by the judges are final. Absolutely no appeals will be considered.
LOGISTICS:
(a) Please inspect your rooms before your team enters and report any unusual conditions to the
command post.
(b) Food will be provided from the start of the drill meet until the start of knock-out session.
Food/drinks must be consumed in the cafeteria, as they are not permitted in the rooms. Revenues will be
used for administrative costs, so please do not bring in food from outside sources.
(c) Room Usage and Security:
1. Please leave the room as you found it upon arrival to the room. Classroom items and items
belonging to the school, i.e. office supplies, TV/VCR, computer, and etc. are not to be touched.
An exception would be the chalk/dry erase markers and board to be used for information
purposes only. Clean off any markings you made on these board before departing.
2. Room security is necessary at all times. Room guards will be provided by the host unit, and can
be consulted for any needs, which they will pass on to the responsible event managers. Room
guards will watch for obvious, suspicious activities, but they cannot possibly recognize each
member of a team by sight and identify a member of another team entering a room. Please make
sure that a chaperone or authorized individual is in your room at all times to the maximum
extent possible to ensure room security. To the maximum extent possible, secure valuable
personal property out of sight in closed or locked bags or containers. Extremely high value
items such as cash, credit cards, etc., should be given to a chaperone or authorized person or
carried on the cadet’s person. Common sense protection of personal property must prevail.
3. As your team leaves the building, please make sure that the room you have occupied for the
duration of the meet is cleaned to the highest standards, as if you were never in the building.
Leave all classroom items untouched and just as they were when you first entered the room. Any
missing or destroyed items will be noted and that team may be contacted and possibly fined for
the cost of the items.
4. No shoe polish is to be used anywhere in the building. If you must polish shoes please step
outside the building.
5. No body sprays, colognes, perfumes etc. are to be sprayed inside the building, please.
X. Cadet Behavior:
a.
Military image must be maintained. If any act unbecoming of a cadet/drill team
member is reported and substantiated, the unit could be penalized 50 points from
the final score of their best event. This includes not maintaining an orderly
atmosphere in the hallways and in the cafeteria. Event totals will be re-evaluated
for trophies. If that change causes the team to lose a trophy, the trophy will be
recalled and re-awarded. Failure to maintain proper decorum may result in
disqualification and forfeiture of awards
b.
Squadron and/or Drill Team Commanders are responsible at all times for the
conduct of their personnel, and knowledge of their competition times and drill
meet rules. The time to clarify any uncertainty is at the Commander’s Call.
c.
Standard customs and courtesies will be practiced during the drill meet – respect
will be afforded to the colors, officers, enlisted, and all cadets and civilians.
Common sense courtesy must prevail. Render proper courtesy and make way
when a team is marching down a hall. In extremely congested, high-traffic areas,
it is not necessary to halt every time an officer passes but a courteous greeting of
the day should be rendered. Loud, uncontrolled, disrespectful cadets, staff, or
visitors will not be tolerated. Violations could result in dismissal from the meet
at the discretion of meet officials.
d.
Tobacco products, alcohol, or illegal drugs in any form will not be tolerated in
any school building, school property, or school transportation vehicle at any time
or under any condition. Any youth in violation of these prohibitions may be
reported to our local law enforcement agency.

XII. COMMUNICATIONS AND RESPONSIBILITIES:
(a)
A communications network will be maintained by the registration table, and drill meet office
(room 601). If you have an emergency or need assistance/information, make contact with the
SASI, ASI, registration table or drill meet office. Cadet Event managers will be on the move
throughout the building throughout the day, identified by their black and yellow walkie-talkies.
They can refer you to the proper persons for your questions.

Photographers: No photographers will be allowed on the drill floor. All photography/video
recording is to be done in the designated spectator areas. Please no flash photography during
any of the routines.
Camcorders are allowed in the provided seating areas in each of the drill performance areas.

Study Guide for Inspection Team Commander (2-3 questions)
- The military uniform is the public symbol of the nation’s defense forces
- The military uniform represents a long and honorable tradition of devotion to duty in the
service of one’s country
- The key elements of maintaining a high standard of dress and personal appearance while
wearing the (Air Force) uniform are: neatness, cleanliness, safety, and military image
- The word “uniform” means a distinctive mode of dress
- Cadets are expected to honor the uniform—to wear it properly and with pride
- Air Force Junior ROTC Instruction (AFJROTCI) 36-2001 provides details on fitting
standards and wearing instructions for the uniform and personal grooming requirements
- The cadet is responsible to maintain all uniform items in a clean and orderly condition
during the school year and when he/she turns in the uniform
- The service coat sleeve length should extend one-quarter inch from the heel of the thumb
when the arms are hanging naturally at the side
- The service coat should extend 3 to 3.5 inches below the top of the thigh
- The backs of the trousers or slacks should be seven-eighths inch longer than the front
- Cadets may not wear earphones or headphones while in uniform, unless required for duty
- While in uniform, cadets may wear a wristwatch and no more than three rings at any one
time
- Bracelets may be worn if they are neat and conservative, but must not detract from the
military image and must not be wider than one inch
- Female cadets may wear earrings if the earrings are conservative and kept within sensible
limits. For example, female cadets may wear one small spherical (diamond, gold, white
pearl, or silver) pierced or clip earring on each earlobe
- Eyeglasses must not have any ornaments on the frames or lenses

- Cadets in uniform are not allowed to attach or display objects, articles, jewelry, or
ornamentation to or through the ear (except females wearing conservative earrings) nose,
tongue, or any exposed body part (including anything that might be visible through the
uniform)
- For female cadets, the hair should be no longer than the bottom of the collar edge at the
back of the neck.
- For female cadets, pins, combs, barrettes, or similar items used in the hair must be plain,
similar in color to the cadet’s hair, and modest in size
- For female cadets, the length of the skirt may not vary beyond the top and bottom of the
kneecap
- For female cadets, hosiery must be worn with the skirt and must be neutral brown, black,
off-black, or a dark blue shade that complements the uniform and your skin tone
- For male cadets, the hair must not contain large amounts of grooming aids such as greasy
creams, oils, and sprays that remain visible in the hair
- For male cadets, the hair should not exceed 1 ¼ inch in bulk regardless of length
- For male cadets, you may not dye your hair an unusual color or one that contrasts with
your natural coloring
- For male cadets, sideburns must be neatly trimmed and tapered in the same manner as the
haircut—sideburns may not extend below the lowest part of the outer ear opening
- AFJROTC (left sleeve) or unit (right sleeve) patches are ½ to 1 inch below shoulder seam
and centered
- Cadet rank insignia on the service coat is placed halfway up the seam, resting on the seam
but not over it. The bottom of the insignia is horizontal with the ground
- Cadet rank insignia on the flight cap is centered top to bottom on the left front of the cap
and 1 ½ inches from the front of the cap
- For male cadets, the Awareness Presentation Team (APT) badge on the service coat is 3
inches below the top of the right welt pocket
For female cadets, the APT badge is centered above the name tag on the service coat
