News Release of the Central Emergency Operation Center for
Typhoon Fanapi

Latest weather surveillance shows that the eye of Typhoon Fanapi is currently
roughly 360 kilometers off the coast of Hualian, rotating at the a rate of 16
revolutions per hour and moving at speed of 19 kilometers per hour towards the east.
It is estimated that within the next 24 hours there will be an accumulated rainfall
between 250-450mm in the mountain regions and 150-350mm on the flat grounds.
Most of the rainfall tonight will be concentrated around Yilan, Hualian mountain area.
Evacuation procedures have been underway in the areas most likely to be hit hard.
The committee also suggests the township of Datun, Huanlian County, to form plans
and procedures for emergency evacuation and relocation of the infants, elderly, and
disabled, in case of emergency. The typhoon might quite possibly cover all of Taiwan
in the future. Precautions and close monitor of the rainfall must be taken throughout
the country (especially areas severely hit by Morakot last year). The following areas
should be precautious of landslides and be prepared for evacuation, relocation, and
recue operations: Datun Township (Yilan County), FuXing(TaoYuan), Jian-Shih
(Hsinchu), and WuFeng(Hsinchu.) These areas should also be highly efficient in
disaster forecasting and reporting, and managing rescue resources.
The Central Emergency Operation Center has asked The Ministry of
Economic Affairs to have water dams in the north, mid, and south of Taiwan to be
more informative about flood discharge, and be more aggressive in alerting floods.
Dam authorities should use rainfall data given by the Central Weather Bureau to
estimate the number of water pumps needed and the have total control of water
pumping sites and shall monitor closely about the dike damage sites and damage
repairing sites, and warning that all residents of of Shimen Dam lower reaches for
flood discharge.
Ministry of Transportation and Communications monitor the rainfall state of
upstream river to aim at the section of roads and bridge closed or collapse to
control the pass through of people and chariot in night. Council of Agriculture

of internal Affairs shall monitor all county and city governments that were
under influenced by the incoming typhoon; for the tribes with safety concern,

safety of refugees by climate locally.
The CEOC suggests again that all residents shall be well-prepared against the strong
wind and rainfall bring by the incoming typhoon and shall not neglect all the
potential damages especially previously impacted areas such as Yilan, Hualien, and
Taitung; All mass media shall cooperate with Government Information Office and
advocate that all residents shall avoid carrying out outdoor activities to prevent all
potential damages. All mass media shall cooperate with Government Information
Office also warning the area of Yilan Easy to be flooded for common people.
Also suggested that all residents well-prepare against wind and rainfall in advance in
night and shall be aware of the incoming disaster. Mass media should cooperate with
Government Information Office in advocating all residents avoid outdoor activities
As far as possible to prevent potential accident damage and to minimize the damage.
