Consideration of a market adjustment for the cost of gasoline, similar to the
downward adjustment recently made by the Public Utilities Commission in response
to reduced costs realized.
Dear Mr. Lizama:

As Chairman of the Committee on Economic Development, Health & Human Services, and
Judiciary, I am writing to urge (Shell Guam, Inc.) Isla Petroleum & Enterprise, in the interests of
your civilian consumers, to please consider the difficult economic conditions many are facing.
During the past few months, we have observed a downward trend in the cost of a barrel of oil on
the Singapore Spot Market. In response, the Public Utilities Commission (PUC) has provided
for a downward adjustment in our power bills pursuant to the Levelized Energy Adjustment
Clause (LEAC). This adjustment comes as an economic relief greatly appreciated by our people
as they struggle to cope in their day-to-day cost of living challenges.
Just as the PUC provided for a downward adjustment in our power bills, in keeping with market
prices, your consumers want to benefit from a similar adjustment for gasoline. Though I
recognize there is a significant difference between the fuels used by the Guam Power Authority
and Guam’s drivers, there nonetheless are corresponding price adjustments being realized in the
Singapore market. It is in this connection that I am requesting your consideration in reviewing
the recent market trends in the costs of gasoline, and duly consider the possibility of making a
similar decrease in prices which can be beneficially passed on to your consumers.
Your positive consideration in addressing this issue would be greatly appreciated. Should you

Likewise, this comes as a big boost and relief to the economic woes and day-to-day challenges
of the civilian customers who have been so affected by the oil price increases/adjustments before
this ORDER was issued.
As Chairman of the Committee on Economic Development, Health & human Services, and
Judiciary, 30th Guam Legislature, I am writing to you and your company of our grave concerns
regarding the prices of gasoline and diesel oil that have gone down as a result of the Guam
Public Utilities Commission (PUC) Order on July 27, 2010 after the LEAC Adjustments the Oil
Companies, like mobil, Shell, & 76 Service Stations have been using/selling in the market since
January 2010. Over the course of the past several months, questions and concerns have been
raised regarding the exorbitant oil price, your company has been selling in the market increases
the Oil Companies have been using. As this issue has directly affected the civilian customers, it
is critical that oil companies have to please consider and adopt. Once this __________ is
implemented, civilian customers stand to benefit from it.
Oil Companies, like 76 Service Stations, have so far benefited from the price
increases/adjustments hence and it is but proper and appropriate that 76 Service Stations returns
to and pays back what are due to the civilian customers as a whole.
