EXECUTIVE SUMMARY
“Broadband Related Indicator
as an overview of broadband and internet access”
By: SENTOT BANGUN WIDOYONO
BPS-Statistics Indonesia
BPS-Statistics Indonesia, in collaboration with the Ministry of Communications and Information
Technology, Republic of Indonesia as well as Indonesia ISP Association (APJII) measured the ICT
Development Index (IDI) for sub-national level by provinces. The method used based on IDI
developed by ITU for the period of 2012 and 2013 published as “Measuring the Society Reports
2014”.
The IDI itself contains 11 component indicators. Two of the indicators are “fixed (wired) broadband
and wireless broadband”. In order to estimate this figures, BPS used many kind of statistics based on
the household survey called National Social Economic Survey, as well as Village census and other
administrative data from the Ministry of Communications and Information Technology, Republic of
Indonesia.
In Indonesia, data sources for broadband indicators were very limited, especially for sub national
level. Due to different data sources and method applied, the ITU figure of Indonesia IDI was different
to those BPS figures, even though for the national level. It is a challenge for us to use the same data
sources, so that the figure of IDI could be compared to other countries.
In Indonesia, we have the National Statistical System (NSS) based on the Indonesia Statistical Law no
16 year 1997. BPS-Statistics Indonesia responsible for basic statistics used broadly by many
stakeholders and users. The Line Ministries, as the Ministry of Communications and Information
Technology responsible for collecting and disseminate sectoral statistics, that uses for its own
purpose. Lastly, the private institutions are responsible for disseminating special statistics for their
own purpose.
