T-5. Emergency Operations Center (EOC) SOP

1. PURPOSE. To establish organization, delineate responsibilities, and outline procedures for the
operation of the Indiana National Guard Emergency Operation Center (EOC) during emergencies, crisis
management, or exercise play. This SOP applies to all soldiers/airman assigned, attached, or OPCON to
STARC EOC for purposes of State Active Duty (SAD).
2. GENERAL.
a. The Adjutant General (TAG), Chief of Staff, or the Plans, Operations, and Training Officer
(POTO) will direct the activation of the EOC when, in their judgement, an emergency situation justifies the
concentrated attention of the HQ (-) STARC staff. The Adjutant General and his staff will analyze the
situation to determine whether the entire EOC or just key personnel should be activated.
b. The EOC is used as the point where all requirements, inquiries, and taskings are channeled to
subordinate or from higher headquarter elements.
c. The following desk space has been allocated within the EOC: MDI-ARP, MDI-AI, MDI-AA, MDILG, MDI-LG-SM, and SEPLO.
d. Upon activation, the Plans and Operations (POMSO) section of the POTO will notify
telephonically, email, or whatever means necessary.

e. Uniform will be duty uniform. Changes to uniform will be made as required throughout
activation of EOC.
f.
The EOC is the primary command post for ING SAD operations and mobilizations under the
direction of the POTO. The following SAD tasks are the responsibility of the STARC EOC:
(1) Collection management of all SAD information
(2) Resource management of ING units and/or personnel
(3) Development, planning, and execution of TAGs intent
(4) Intelligence management
(5) Mobilization management of ING units

(6) Command and control of activated ING units
(7) Coordination with all Federal and State response agencies
(8) Development of SAD contingency plans
(9) SAD aviation support
(10) Reports management, preparation, submission, or dissemination
g. Orders and Plans. All SAD orders and plans to include FRAGO and WARNO which originate
from the STARC EOC are coordinated and issued by the POMSO. Exceptions to this policy are based on
the emergency situation.

Location. The EOC is located in the Bldg. 1, Room 165 or the Forward Emergency Operating
Center (FEOC).
3.
RESPONSIBILITIES.
a.
General. (Each Directorate)
(1) Will provide trained personnel to staff the EOC when called upon
(2) Will bring reference material and any specialized data required to support their functional
areas to accomplish their mission
b. Directorate of Plans, Operations and Training (MDI-POTO) or Plans, Operations, Military
Support Officer (POMSO)
(1) Overall responsibility for the operation of the EOC and FEOC
(2) Will alert all elements required to stand up the EOC
(3) Prepare all operational charts, maps, and related items.
(4) Provide operators for the Global Command Communication System
(5) Provide radio operators for the High Frequency Radio
(6) Provide limited expendable office supplies

(7) Coordinate hand held radio support and other communications needs
(8) Produce an SOI for the operation
(9) Establish a communication center
(10) Provide training status on units involved
(11) Keep the Command Group informed of situations, which may cause the activation of the
EOC.
(12) Recommend activation of the EOC to the Command Group
(13) Activate the EOC if the situation requires
(14) Prepare for and deploy Forward EOC (FEOC) when required
c.
Directorate of Logistics (MDI-LG)
(1) Provide equipment lists on MTOE/TDA
(2) Develop a logistical plan for the support of the EOC to include transportation, Class I, and
equipment requirements
(3) Coordinate movement of military convoys through the State of Indiana National Guard
(4) Provide SPBS-R data on location of support equipment and repair status
(5) Provide maintenance of vehicles supporting the emergency
(6) Provide support for the emergency power generation equipment
(7) Tracks and compiles daily reports on use of federal supplies and equipment for SAD
(8) Coordinate housing and rations if costs are projected to exceed $2,500.00
(9) Purchase miscellaneous supplies as required for SAD
d.
Directorate of Personnel (MDI-ARP)
(1) Provide trained EDOPS operators
(2) Provide updated personnel listing, orders, and payroll support
(3) Coordinate with State Comptroller’s office for the pay of all personnel placed on SAD
(4) Provide a daily list by name and unit of all personnel on active duty
e.
Public Affairs (MDI-PA)
(1) Brief VIPs and other visitors, including news media

(2) Coordinate with PIO from SEMA during State Emergencies and exercises
(3) Prepare protocol arrangements and itineraries
(4) Provide escorts for VIPs and news media
(5) Provide release authority for all official outgoing correspondence
f.
Directorate of Information Management (MDI-IM)
(1) Provide automation support as required
(2) Provide additional reproduction capabilities as required
(3) Coordinate repair services for information management support equipment as required
g. Environmental Office. Advise TAG on environmental hazards; e.g. water purity protection, spill
response
h.
Directorate of Aviation and Safety (MDI-AA)
(1) Coordinate the use of aircraft for damage assessment, VIP flights, etc
(2) Advise OIC on safety and occupational health measures related to EOC operations and
missions
(3) Determine all reimbursable costs as a result of aviation support
i.
Air National Guard Liaison (MDI-AI).
(1) Coordinates ANG equipment and personnel support to the EOC
(2) Provides a daily list by name and unit of all ANG personnel on SAD
(3) Tracks and compiles daily reports of ANG equipment on SAD
j.
State Comptroller Office (MDI-DJO-Comptroller).
(1) Determine costs of all state purchases.
(2) Process SAD payroll and federal reimbursements
(3) Process SAD LODs as required
k.
Strategic Plans Office. Will provide GIS support as required.
l.
EOC OIC.
(1) Supervise and coordinate the overall establishment and operation of the EOC

(2) Maintain operational control of all personnel assigned to the EOC during emergencies and
exercises from activation to deactivation
(3) Coordinate staff actions that will be presented to the Command Group for a decision
(4) Ensure actions are thoroughly coordinated and are completed by the established
suspenses
(5) Keep the POTO informed about key, critical and significant activities as required by the
situation
(6) Provide overall coordination and direct supervision of primary staff officers assigned to the
EOC
(7) Establish priorities of action within the EOC and assign suspense dates/times
(8) Coordinate and direct EOC activities
(9) Keep all primary EOC staff advised of policy decisions, command guidance, and orders
issued by higher authority
(10) Brief the next shift’s OIC on all significant activities, suspense items, and items requiring
further action
(11) Supervise the coordination and preparation of all reports required by higher authority
(SITREPS)
(12) Read all incoming correspondence for emergency or exercise action to determine if for
action or information
(13) Provide overall coordination and direct supervision of the EOC administrative personnel
(14) Provide scheduled update briefing to the Command Group
(15) Notify next OIC on continuing operational requirements
(16) Required to fill vacant positions within their team when notified of an activation
m.
Operations NCOIC.
(1) Organize and supervise a detail for setting up the EOC facility to include the setting up of a
briefing room and work areas for the staff
(2) Assist in posting situation map, charts, key suspense and actions list
(3) Supervise EOC personnel and security personnel
(4) Establish and maintain duty roster/work schedule for the administration section
(5) Maintain a daily duty log of significant events

(6) Perform duties as OPSEC Officer for EOC
(7) Provide classification, downgrading, message cancellation, and exercise message-marking
instructions to EOC staff
(8) Assist OIC in orderly closeout of EOC upon termination of emergency or exercise
(9) Supervise destruction of classified material
(10) Assist in preparation of daily situation reports, situation briefings, briefing books, and
visitor’s reading file
(11) Brief visitors to EOC
(12) Coordinate for visual aids support
(13) Perform daily staff briefing as required
(14) Supervise the coordination and preparation of all reports required by higher authority
(SITREPS)
(15) Read all incoming correspondence for emergency or exercise action to determine if for
action or information
(16) Provide overall coordination and direct supervision of the EOC administrative personnel
(17) Coordinate weather data and briefing requirements with weather resources around the
State
n.
Journal Clerk.
(1) Establish and maintain a master document register
(2) Maintain a master suspense system for all suspense items
(3) Produce a suspense report for the OIC/NCOIC every four (4) hours and staff sections
every six (6) hours
(4) Coordinate with Operations NCOIC to establish priority on typing/administrative support
(5) Assign date/time group to documents approved for release
(6) Maintain EOC reading and historical files
(7) Maintain a State Active Duty Orders log
(8) Process incoming and outgoing messages and correspondence
(10) Maintain Staff Duty Journal for all incoming and outgoing messages and correspondence
(11) Coordinate with Mobilization Officer for DARMS Mailway support

(12) Provide word processing/data base management for the EOC
(13) Sort and distribute all incoming mail and/or correspondence to proper staff sections in a
timely manner
o.
Runner.
(1) Provide word processing/typing support for EOC
(2) Pick up and deliver distribution between different communications means and the EOC
(3) Assume responsibility for military vehicle (s) as determined by Operations NCOIC
(4) Assist Journal Clerk in logging and filing correspondence
(5) Destroy classified documents under supervision of Operations NCOIC
(6) Handle reproduction assignments for the Journal Clerk
p.
Security.
(1) Control access to the EOC and Briefing areas, as required
(2) Control visitor’s log and issue/turn-in of EOC passes
(3) Inspect all packages, briefcases, cell phones, and other closed containers of personnel
entering and departing. Inform Operations NCOIC of any attempt to remove classified material or
unauthorized items from EOC
(4) Inventory EOC access badges at the end of each shift and report any losses to the
Operations NCOIC
q.
SEMA Representative.
(1) Location. Indiana Government Center – South, Room W046, 402 West Washington
Street, Indianapolis, IN 46204.
(2) Parking.
(a) During a declared emergency while the SEMA EOC is activated, you may park in the
Executive Parking Garage located under the Indiana Government Center – South off of West Street. See
Annex F for an example of the parking pass you will need. You need to obtain you pass from our EOC
prior to reporting downtown or obtain one from the SEMA EOC once you have arrived.
(b) During a non-emergency, see the MDI-DJO-Comptrollers office, Bldg. 1, Rm. 183.
They will issue out a parking pass for the West Street Parking Facility located just south of the Indiana
Government Center next to the Marriott.
(3) Duties.

(a) Establish a Staff Duty Journal.
(b) Establish communications with MDI-EOC by commercial telephone
(c) Sign on to the SEMA Computer system using the following:

Unit (Upon Activation)
(1) Submit a State Active Duty Roster (Annex A) to MDI EOC with four (4) hours of being
alerted
(2) Submit a SITREP (Annex B) every four (4) hours or as required
(3) Submit all receipts marked in RED with SAD NLT 5 working days after the activation
(4) Conduct missions as directed by the MDI EOC or POTO Office
4.
OPERATION OF EOC.
a. Staffing. The EOC will be staffed using the Team concept. MDI-OT will provide the initial team
rotations as required. When other Directorates participate they will add the necessary team members on
each team.

Hours of Operation. This will be determined by the POTO/POMSO based on the situation.
(1) During 24-hour operations the following schedule will be used:
(a) Shift 1 – 0700 – 1930
(b) Shift 2 – 1900 – 0730
(2) The MDI Desk at SEMA will be operational only when required. Hours of operation will be
determine by SEMA shift rotation schedule.
(3) FEOC hours of operations will be the same as the rear EOC.

Briefings
(1) Locations.
(a) MDI-Auditorium, Bldg. 1, Rm. 211. This will be used for all briefings as required.
(b) MDI-EOC Conference Room will be used for special briefings or briefings to a smaller
group of personnel.
(2) Security. All briefings conducted with the use of classified or highly sensitive information
must be cleared through the POMSO before being conducted. Security personnel will ensure access
control and other security of premises where briefing will be conducted.
g. Alert Notification. An alert can be in the form of a mobilization to meet a hostile force or a
general recall to assist other military and civilian authorities during a natural or man-made disaster.
(1) After duty hours.
(a) EOC. Upon receipt of an alert message or warning order from higher headquarters by
any means or a message from the State Emergency Management Agency (SEMA), the SDO or senior
person available, will accomplish the following:

Upon direction of the POTO, or his representative, notify all other staff sections and
instruct them to have members of the EOC staff to immediately report to the EOC.
(b) SDO will maintain a record of all message traffic, both receipt and transmission, as
well as his own journal. The records will be kept in local time, translating all Zulu time to local time (add 5
hours). The SDO will also maintain communications with higher headquarters until the EOC is activated.
(c) POTO/POMSO.

(d) Staff Sections. Execute alert/recall procedures for their members of the EOC
(e) PAO will make appropriate news announcements and releases to the news media.
(2) Duty hours. Person in receipt of the message will notify the POTO or POMSO. This
individual will coordinate to activate the EOC by contacting each Directorate and the Chief of Staff or
TAG.

MOBILIZATION.
a. Alert notification may be transmitted by telephone, STU-III, RCAS messages, or GCCS. These
messages will be handled as FOR OFFICIAL USE ONLY (FOUO).
b.
The following actions will occur during mobilizations.
(1) NGB will issue alert notification to HQ (-) STARC.
(2) STARC staff will transmit the alert notice by the most expeditious means available to the
appropriate command.
(3) Commanders of alerted units will execute unit alert notification plans.
(4) STARC staff will announce to the news media the identify of the units which have been
alerted for mobilization as soon as possible.
c.
Dissemination and Classification.
(1) GRAZING HERD is used to announce TEST alert messages. GRAZING HERD messages
will be disseminated to the appropriate Commanders down to and including companies and detachments.
This TEST alert messages is typically used during REMOB exercises. There is not release to the news
media.
(2) ROARING BULL is used to announce ACTUAL mobilization. ROARING BULL messages
will be disseminated to all members of the unit(s) to be mobilized.
(3) Both GRAZING HERD and ROARING BULL are unclassified.
(4) For Presidential, partial, or full mobilization, the NGB alert message/mobilization order will
contain a list of unit to be alerted/mobilized. All Commanders must be prepared to disseminate alert
information to selected units rather than the entire command.
6.
MILITARY LEAVE STATUS.
a.
Federal Technicians.
(1) During normal duty hours federal technicians may take leave IAW INTRP 904. The
following types of leave may be considered.
(a) Annual Leave
(b) Leave Without Pay
(d) Law Enforcement Leave (Refer to Chapter 19, INTRP 904 for LEL)

(e) Compensatory Time Earned
(2) IAW INTRP 904, the following can not be used.
(a) Military Leave
(b) Sick Leave
(c) Excused Absence or Admin Leave
(3) During non-duty hours, technicians do not have to be in a leave status. (IAW Chapter 21,
par 21-2 INTRP 904) However, they must be at work or on leave the following duty day.
b. AGR soldiers will be put on State Active Duty orders for awards ONLY. AGR soldiers can not
receive pay.
