Introduction
This Emergency Contingency Plan has been drawn up to provide advice and guidance on
the necessary steps to follow in the event of an emergency situation, where there is likely
to be or has been harm to human health or pollution to the environment (fire, explosion,
release) or endangering air, soil or water.
The following objectives have been established for this plan:
 Create an established emergency plan, in order for employees/crew to
have knowledge of how to address an issue.
 Ensure we coordinate with other appropriate organizations in a timely
manner.
 To acknowledge functions, operations and resources necessary to
restore and resume DWD to normal operations.
In an emergency situation our goals are to, with the help of internal and external
agencies:

DWD Metal Recycle is a Metal Collection location that has the main goal of collecting
metals from near by businesses and individuals in order to break down the metals and
transport to another location for processing.
In order to breakdown the metals we will utilize torching of steel, cutting of non-ferrous
metals by way of hand tools and metal shears. We will be tearing items like computers,
microwaves, ac units and similar appliances apart in order to receive the best return on
metals.

Role and Responsibilities:

Makes key decisions regarding written procedures regarding contingency plan
and implementation of plan

Notification and Activation Phase:
This phase is designed to notify all personnel needed and to begin the Contingency plan,
it is the:
 Detection of release, emergency occurrence
 First on scene, to “detect” is to notify Incident Manager with known information and
help make an assessment

Team Leaders notify their “teams” with all applicable information, and
instruction on how to respond in accordance with contingency plan
and situation.
Incident Manager notifies off-site agencies

All non-essential personnel are dismissed off premises.
Recovery Operations:
This is the time frame where damage is repaired, leaks are plugged and cleanup begins.
Normal Operations:
Release/Emergency procedures have been satisfied and the site is allowed to return to
normal operations.
Chemical Release
“The term “release” means spilling, leaking, pumping, pouring, emitting, emptying,
discharging, injecting, escaping, leaching, dumping or disposing.
“Chemical” includes substances considered to be toxic or hazardous as well as substances
as seemingly harmless as salad oil. “ Michigan DEQ Release Notification Requirements

Reporting Exemptions
According to DEQ, Part 5 Rules: Spillage of oil and Polluting
Materials by Bob Bacock, Security and Emergency Response
Coordinator”
A release is exempt if the pollutant was contained by secondary
containment that complies with the rule.,
Release is exempt if:
 Release is less than 1,000 gallons
 Cleanup starts within 24 hours
 Cleanup is finished within 72 hours
 No pollutants reach sewer or state waters.

Releases: exceeding thresholds must be reported to PEAS at 1-800-292-4706, and 911 contacted, submit a
written report within 10 days to the DEQ, Water Resources Division, District Supervisor and your local
health department. Utilize form EQP 3465 “Spill or Release Report” and a report detailing, 1. Cause of
release, 2. Discovery of Release, 3. Responsive measures taken or schedule for completion of measure to
be taken, or both 4. Measures taken to prevent recurrence of similar releases.
Fire Prevention Code: Fire, explosion, spill, leak accident or related occurrence that involves the
transportation, storage, handling, sale, use or processing of hazardous material by the firm, person or
vehicle. Includes explosives, pyrotechnics, flammable gas, flammable compressed gas, flammable liquid,
non flammable compressed gas, combustible liquid, oxidizing material, poisonous gas or liquid, LPG, or
irritating, etiologic, radioactive or corrosive material. Must report immediately following incident to
LARA Bureau of Fire Services and the organized local fire department by the owner
Fire Prevention Code: Part 2 of storage and handling of flammable and combustible liquids. Release of any
AST system of more than 55 gallons of any flammable or combustible liquid to the ground or within a
secondary containment area during any 24 hour period. Must report ASAP after detection of release to

CWA-Discharge of oil: Discharges of oil that violate applicable water quality standards, or cause a film or
sheen upon or discoloration of the surface of the water or adjoining shoreline, or cause a sludge or emulsion
to be deposited beneath the surface of water upon adjoining shorelines. Oil of any kind in any form
including petroleum, crude oil, petroleum refined products, sludge, oil refuse, oil mixed with wastes, etc, as
well as vegetable and animal oils. Report immediately to NRC by the person in charge at 1-800-424-8802
or online at www.nrc.uscg.mil
Transportation of Hazardous Materials: Release that results in death injury requiring hospitalization or
public evacuation for more than 1 hour. Report as soon as possible but no later than 12 hours after
occurrence of the incident to NRC by each person in physical possession of the hazardous material. Must
be reported by phone only. Report to US Dot within 30 days of discovery using form F5800.1 “Hazardous

Water Resources Protection: Release of surface of ground, surface water, ground water or public sewer
system. Unpermitted release directly or indirectly to public sewer system, surface of ground, surface water
or groundwater from an oil storage facility or on-land facility of a “polluting material” (oil, salt or any
material specified material), in excess of it’s threshold reporting quantity during any 24-hour period. Report
ASAP after detection to PEAS and 911 by the owner, operator or manager. Written follow-up report within
10 days after release to DEQ-WRD district supervisor and the local health department where the release
occurred outlining cause, discovery, response and prevention of recurrence. PEAS 1-800-292-4706
Hazardous Waste Management: Any amount of characteristic hazardous waste or listed hazardous waste
reaches surface water or ground water; fire explosion or other release of hazardouse waste or hazardous
waste constituent occurs that could threaten human healt or the environment. A release of more than 1 lb of
hazardouse waste to the environment from a tank system or associated secondary containment system.
Immediately to PEAS, withini 24 hours of discovery and NRC if threat to human health or environment
outside facility by owner or operator. Written follow-up within 30 days of discovery to DEQ-OWMRP.

Pollution Incident Response –General Guidelines
If a spill or leak of salt, oil, or polluting material occurs, follow the Emergency Actions
posted near the exits.
1. Assess the situation. Follow all health and safety precautions warranted by material
and circumstances.
2. If there is reason to believe that the release of polluting material threatens the health
or safety of employees or of surrounding residents or properties evacuate the facility,
notify the local emergency response agencies listed in this plan and follow their
instructions.
3. If there is reason to believe that the polluting material has or may reach the water of
this state via the drains, sewers, surface runoff or soils at the facility, immediately
contact the DEQ Pollution Emergency Alerting System (PEAS) at the number listed
in the back of this plan. Follow their instructions for containing or cleaning up the
material.
4. Take steps to minimize the release of polluting material to the environment. This can
include but is in no way limited to the following measures:
a. DO NOT FLUSH WITH WATER UNLESS DIRECTED TO DO SO.
b. Shut off valves, plug leaks, pump tanks etc to stop the release.
c. Dike or absorb the material using sand or other material.
d. Plug drainage inlets/outlets
e. Redirect flows to a holding area
f. Excavate contaminated soils.

5. Clean up all contaminated material. Clean out catch basins, tanks, or basins
contaminated by the materials. Excavate contaminated soils or absorbent material.
Follow instructions given by DEQ or Environmental staff for final clean up actions.
6. Property store, label and document the wastes for disposal.
7. Notify that a spill has occurred. Make arrangements for disposal of waste materials.
8. Clean and service all emergency equipment. Replenish supplies of absorbent material,
etc. Recommend and perform maintenance on containment systems.
9. Enter into the waste notebook, a full account of the incident including date, time,
volume, material and response taken.
10. If DEQ PEAS staff has not been notified, do so within 10 days of the incident with
the following information”
a.
Facility name and location
b. Description and volume of material involved
c. Time and date of spill or leak
d. Assessment of damage and response taken
e. Remedial action planned or assistance needed.
11. Review PIPP/Contingency Plan for changes needed to make it more effective and
realistic.

What is Non-Conforming Waste?
Non-Conforming waste are the metals and materials that DWD Metal does not accept.

Note everything in a “Site Diary” so events can be tracked.
If evacuation took place be sure not to re-enter until okayed by the
Incident Manager or other Emergency Services.

If safe, extinguish fire using the appropriate extinguisher, colored

 Use gloves, when cleaning up absorbed material as antifreeze can absorb
through the skin
 Pick up absorbent material
 Dispose in a drum with cover
 Hose down area
 Be sure disposed material is secured so animals can not access it
