Reader/Professor in Economics of Public Health
The London School of Hygiene and Tropical Medicine is seeking to appoint a senior
position in the Economics of Public Health. This post is a collaborative venture with
Public Health England (PHE) who are providing the funding, and the post-holder will
have an honorary contract with PHE. The successful applicant will be expected to
work closely with both institutions. The post will be located in the Department of
Social and Environmental Health Research of the Faculty of Public Health and
Policy, but will be expected to draw on relevant expertise and develop close working
relationships, as appropriate, within other Departments and Faculties of the School.
The applicant is also expected to spend approximately half of their time at PHE
Colindale to draw on expertise and facilitate joint working with colleagues based
there.
Applicants will join a flourishing team of health economists and staff from
complementary disciplines in the Faculty of Public Health and Policy, and should
bring an international reputation in relevant areas of economics. Successful
candidates will have interests in economic evaluation and cost-effectiveness
analysis, especially as applied to aspects related to public health, such as
communicable disease and environmental health, and evaluating complex public
health interventions which cross multiple sectors. Within environmental health,
specific areas might include, but are not limited to, housing, flood risks, cold weather
responses, extreme weather events, chemical and radiation hazard responses, and
adaptation to climate change.
The successful candidate will be keen to maximise the advantages of bringing
together the strengths of PHE and LSHTM, to create a world class programme of
work in this area. As part of this appointment, two PHE-funded PhD studentships are
offered, with topics and students to be determined by the applicant and to be jointly
supervised by the applicant and a member of PHE staff, as well as an additional
part-time Senior Lecturer currently working within the Department.
Conditions of appointment
This is a full time appointment without duration. Relocation expenses will be payable
in accordance with School policy.

Health Protection Agency and Public Health England
In January 2002, the Chief Medical Officer for England published a new strategy for
combating infectious diseases and other environmental hazards, which proposed a
radical reorganisation of health protection services. This resulted in creation of a
unified Health Protection Agency (HPA) combining control of communicable disease
with protection from chemical, radiation and other environmental hazards. The HPA
comprised approximately 4,000 staff based in five main divisions – Microbiology
Services; Health Protection Services; Biological Standards and Control (NIBSC);
Centre for Radiation, Chemical and Environmental Hazards (CRCE) / HPA:
Radiation, Chemical and Environment; and Corporate Services. The HPA combined
national, regional and local personnel, and there was a small central headquarters
office based in Victoria, London. On April 1st 2013 the functions of the HPA

transferred to Public Health England.
PHE is committed to improving its research and operational work on the economics
of health protection and public health, and hence the commitment to funding this new
collaborative post. The post holder will be provided with an honorary contract with
PHE and will be aligned with the Division of Public Health Strategy of PHE, which is
led by PHE’s Director of Public Health Strategy. For further details see appendix A.

public health and a leading postgraduate institution worldwide for research and
postgraduate education in global health.

The School has expanded greatly in recent years. The School’s research funding

Organisation and management
There are three academic faculties within the School, one principally concerned with
infectious and tropical diseases and two with public health (Faculty of Epidemiology
& Population Health; Faculty of Public Health & Policy).
Faculty of Public Health & Policy
The Faculty of Public Health & Policy is responsible for research and teaching in the
policy, planning and evaluation of health programmes and services. Its interests are
both national and global, encompassing high-, middle- and low-income countries.
The Faculty has three Departments:
Health Services Research and Policy
Global Health and Development
Social and Environmental Health Research
Each Department is multi-disciplinary, containing about 50-70 academic staff, and
representing such disciplines as medicine, statistics, epidemiology, sociology,
economics, anthropology, operational research, psychology, nursing and history.
Each Department is responsible for its own research. The School has adopted a
rotating system of management. The management of a Department is under the
control of the Head of Department, appointed by the Director for a period of three
years in the first instance. The Dean of Faculty is appointed in a similar manner but
for an initial period of up to five years.
The Faculty currently has a staff of 19 professors, 8 readers, 26 senior lecturers, 47
lecturers, 77 research fellows and assistants, about 40 computing, administrative
and secretarial staff, and a number of honorary staff. Health economics is a
particular area of emphasis, with around 35 health economists working across the
three Departments.
Department of Social and Environmental Health Research
The Department of Social and Environmental Health Research carries out
internationally renowned research into the social and environmental determinants of
health and the evaluation and analysis of public health policy. It has a strong multidisciplinary focus, with researchers from the fields of epidemiology, history, health
economics, geographical information systems, mathematical modelling, medicine
and ethics, social science and statistics. Its principal research themes include:

Its research spans high-, middle- and low-income countries, and integrates

environmental, social and policy issues at global, national and local levels.
Staff within the Department contribute to the masters teaching programmes,
particularly the MSc in Public Health. Research students work on themes as diverse
as evaluation of health promotion policies and health impact assessment in complex
development projects to qualitative studies of lay understanding of public health risks
and methodological projects in environmental epidemiology and statistical modelling.
Teaching
The Faculty of Public Health and Policy is responsible for organizing a one year
Master's course in Public Health, which allows students to take a general MSc in
Public Health, or to follow one of the following streams: Health Services
Management, Health Promotion, Environmental Health, Health Economics, or Health
Services Research. The Faculty also jointly teaches the MSc Public Health in
Developing Countries and MSc Control of Infectious Disease (with the Faculties of
Infectious and Tropical Diseases and Epidemiology and Population Health), and the
MSc Health Policy, Planning and Financing (jointly with LSE). Master's courses are
organized in a modular format across the whole School. One of the growing areas of
Faculty teaching is the distance-based MSc in Public Health, introduced in 2005/6,
and the MSc in Global Health Policy, introduced in 2011. In the current year the
Faculty is responsible for about 300 students on the MScs mentioned above, and
1000 distance based students.
The Faculty has also reorganized and expanded its research degree (MPhil/PhD;
DrPH) training. Currently there are about 130 students registered for a research
degree.
Duties of the post
Research
•
to develop and lead, in collaboration with others in the LSHTM and PHE, a
programme of research around the economics of public health
•
to play a leadership role in relation to one or several theoretical or
methodological approaches within the field of economics as applied to public
health
•
to publish in high impact, peer-reviewed journals and other appropriate media,
including conference presentations nationally and internationally
•
to develop collaborative research activities with staff in the Department,
Faculty, and School, as well as nationally and internationally
•
to obtain external funding through research grants, fellowships and
consultancies
•
to undertake health economic evaluations and assessments in areas/fields of
public health

produce reports/papers for PHE on economic aspects of public health.
Teaching
•
to participate in the teaching programme of the Faculty of Public Health &
Policy, LSHTM (up to 15% of available time).
•
to supervise the two research degree (MPhil/PhD; DrPH) students which will
form part of the appointment, registered at the LSHTM and supervised jointly
with PHE staff, and other as may be felt appropriate.
Citizenship

to contribute to the life and reputation of the Department, Faculty and School
by participating in committees and other group activities, within the School as
well as nationally and internationally.

to facilitate any other activities that will help to achieve the Department's
objectives.

Strategic management

to take a lead role for PHE in the economics of health protection and public
health, including advice on the commissioning of research or evaluations in
the economics of health protection and public health, supporting the
development of expertise and interest in the economics of health protection
and public health, and working strategically to support PHE’s National
Executive.
Person specification
Essential:

an established international reputation in health economics or economics, with
expertise in a relevant field (e.g. public economics, environmental economics,
applied econometrics)

proven ability to obtain major research funding, and to initiate and manage
research projects

experience of the design and conduct of empirical studies in health economics
or other applied economics fields

evidence of high quality published research

proven ability in teaching economics or health economics at post-graduate

Accountability
The post-holder will be formally responsible to the Head of the Department of Social
and Environmental Health Research (Prof Kaye Wellings), and, through him/her to
the Dean of the Faculty of Public Health & Policy (Prof Richard Smith) and,
ultimately, the Director of the School. The post-holder will also be responsible to the
Director of Public Health Strategy at PHE (Prof Anthony Kessel) for the honorary
contract with PHE and the work pertaining more directly to PHE.
