Spill Response Procedures for Fitchburg State Personnel

Whenever a spill is detected, regardless of quantity, Fitchburg State personnel should immediately notify the
SPCC Coordinator:

Oil Release to Land
Oil spills that result in a release of 10 gallons or more over a 24 hour period must be immediately reported to
MassDEP (within two hours of discovery).


Following verbal notification of a spill requiring immediate (two hour) notification, Fitchburg State must make written
notification of the discharge within 60 days by submitting a completed Release Notification Form (RNF) to MassDEP.
A copy of an RNF is included in Appendix F. It is the responsibility of the Oil SPCC Coordinator to ensure that the
proper notifications are made.
Oil Releases to Water
If any quantity of oil is discharged into a catch basin or any water body, the Oil SPCC Coordinator or his/her designee
will immediately report the incident to:

Steps for Response to an Oil Spill or Release
Discovery of Oil
Spill or Release
Extinguish all sources of
ignition; remove all vehicles
from the immediate spill area
Is the spill
greater than 10
gallons?

reach a catch

Notify the SPCC Coordinator
Deploy catch basin mats and contain
the spill with absorbent material.
Place containment boom and/or
absorbent material downgradient.
Recover spilled material using
absorbent materials
The SPCC Coordinator will complete
an incident report and arrange for
proper disposal of waste materials

Notify the SPCC Coordinator
Attempt to stop the release and
deploy spill response materials only
if possible without endangering
yourself or others.
The SPCC Coordinator will notify
appropriate Federal, State, and local
authorities, appropriate Fitchburg
State personnel, and a response
contractor to assist.
The SPCC Coordinator will direct the
response activities until the response
contractor arrives on-site.
The SPCC Coordinator will complete
an incident report and arrange for
proper disposal of waste materials
