An Act Concerning Honoraria for the Student Body President
S 08-02-26 A
1. WHEREAS, it is the duty for the Student Government Association (SGA) to be a
strong advocate for student interests on campus and in the state; and,
2. WHEREAS, in order to effectively represent the student body, the SGA must
have an exceptionally dedicated leadership team led by the Student Government
President; and,
3. WHEREAS, the Student Government President serves concurrently as the central
leader of the SGA and as Student Body President (hereinafter “Student Body
President”); and,
4. WHEREAS, all members of the SGA are expected spend significant time
fulfilling their positions enumerated in the organization’s By-Laws; and,
5. WHEREAS, significant time is expected of all members; however, the duties of
Student Body President, as enumerated in Article I, Section 1, Subsection A of the
SGA By-Laws, are especially extensive and unique; and
6. WHEREAS, in order to effectively fulfill the role of “act[ing] as the official
spokesperson for the SGA and the student body” (Article I, Section 1, Subsection
A, Clause 2), as well as generally advancing student interests in the campus, state,
and nation, the position of Student Body President requires full-time commitment;
and,
7. WHEREAS, since the elimination of Compensation Received for Duties Fulfilled
(CRDF) in May 2004, the Student Body President has not received any means of
honoraria; and,
8. WHEREAS, unlike other members of the SGA, the Student Body President can
not effectively serve his or her position concurrently with any kind of part-time
employment; and,
9. WHEREAS, many qualified and able students wishing to seek the office of
Student Body President are effectively barred from running due to personal
financial limitations; and
10. WHEREAS, the SGA believes that positions in student government, especially
the Student Body President, should be accessible to students of all financial
backgrounds; and,
11. WHEREAS, many schools, including system institution University of Maryland,
Baltimore County, provide honoraria for their Student Body President; and,

12. WHEREAS, providing an honorarium for our Student Body President would
provide greater access to the highest student office on campus and allow the
office holder to properly focus on his/her position throughout their term; and,
13. WHEREAS, with a Student Body President able to dedicate his/her full time to
the position, the interests of the student body will be better represented on
campus, in the state, and in our nation.
14. THEREFORE, BE IT RESOLVED that the SGA By-Laws be amended to read:
ARTICLE XX. HONORARIA
Section 1.
The Student Body President shall, at the end of his/her term, receive a
maximum of $4000 as honoraria, subject to a performance evaluation
by the Inspector General and the Constitution & By-Laws Committee.
Section 2.
Appeals regarding performance evaluation decisions shall be directed to
the Governance Board.
15. BE IT FURTHER RESOLVED that Article IX, Section 2, Subsection C of the
SGA By-Laws be amended to read:
Section 2. The Special Committee on the Constitution and By-Laws
Subsection C. Duties and Responsibilities
10. The Committee shall issue a performance evaluation of the Student
Body President to determine level of honoraria awarded at the
end of the latter’s term in office.
