Q: Requirement 2.4.2
Could you please elaborate this requirement a little more, we need to know if you
are looking for right-hand polarisation or both right and left hand polarisation.
A: The system shall support the transmission frequencies and polarizations (lefthand polarization (LHCP) and/or right-hand circular polarization (RHCP)) which
are or will be used for the satellite missions listed in Req. 2.4.1.1-2.4.1.5.
Example: Some time ago NOAA16 changed polarization from RHCP to LHCP
and with our new system (the system described in this procurement) we shall be
able to handle such a change.
Q: Requirements 2.3.7
Please explain requirement 2.3.7 lightening protection, and tell us about the
available lightening protection system you are referring to.
A: The available lightning protection system is the local earthing system. It is
available only a few meters from the installation place.
Q: Concerning delivery clause. We would like to know if it is possible to deliver
DDU instead of DDP. Normally we only deliver DDU when we deliver to a foreign
company.
A: In the invitation, on page 8, the following is written: “The requirements are
either shall (mandatory) or Should (Optional. The mandatory requirements must
be fulfilled in order that a delivery can be considered.
This means that SMHI can not accept another delivery clause than DDP.
If a deliverer states another delivery clause than DDP SMHI will interpret this as if
the tenderer not fulfil the mandatory requiremnet.
Q: Question regarding Requirement 2.2.2. Which Eu directives in particular do
you mean?
A: The proposed system shall be compliant with all relevant EU directives.

A: Answer 2.6.7.10
The format should allow for an integration of logs but it is not necessary for the
tenderer to implement this integration in the proposed system.
Q: Question: Req 2.4.1.5 - Reception shall be possible for all instrument data
from the FY3 series of satellites (X-band and L-band)
We had several discussions with EUMETSAT on getting more information on the
format and encryption details of the FY3 missions but so far without success. The
last message is from 3. February 2011 saying:
“Thank you for your reply. We are aware that the information we have passed to
you is incomplete. You have been given you all the information we currently have
and we will let you know immediately once we get additional input from CMA. We
regret that we are unable to provide you with the requested complete information
at this stage.“
Can you provide more information concerning the data formats, calibration and
decryption aspects of FY3??

We are aware that it is not easy to get necessary documentation regarding FY3.
Before such documentation is available – could be through EUMETSAT – we do
not require that a supplier implement reception from FY3. However when such
documentation is available we require that the supplier shall implement reception
from FY3 within reasonable time
Q: Question: Req 2.5.2.1 - The receiving frequency bands shall be L- and Xband, and at least as specified for Earth Observing Satellites:.
- L (1695 MHz - 1710 MHz)
- X (7.75-8.4 GHz)
We recognised that the bandwidth for X-band mission is relatively extended
(0,650GHz) Can you explain the reason for this requirement??

The receiving frequencies shall be those frequencies within 7.75-8.4 GHz which
are allocated to Earth Observing Satellites by a decision at World
Radiocommunication Conferences (WRC)
Q: Question: Req 2.6.6.4 - It should be possible to configure the system so that
monitoring alerts are sent to a port using Unix socket communication
Is there any specification of the Unix socket communication available?

Our monitoring system (OP5 Monitor) use the open source software Nagios.
