Approval:
1.0. PURPOSE:
The purpose of this procedure is to assure continuity in learning by establishing procedures for the
delivery of Transition Skills Programs in adult state correctional facilities.
2.0
APPLICABILITY:
The operational procedure applies to all Transition programs and all transition courses facilitated by
Institutional Education Programs in adult state correctional facilities.
3.0
POLICY STATEMENT:
It is essential that the delivery of Transition Skills programs in adult facilities is provided in a
consistent manner that assures students the ability to continue a program from any adult facility.
4.0
DEFINITIONS:
4.1
Program- The Transition Skills program consists of all Affective Skills courses approved by
WVDOE-OIEP.
4.2
Course courses are studies concentrated on a topic or related topics. Courses may be closed
or open-entry/open-exit.
4.3
Certificate-Certificates are recognition of the completion of a course.
4.4
Diploma-Diplomas are recognition of the completion of the Transition Program.
5.0
PROCEDURES:
5.1
Institutions may offer only courses from the Office of Institutional Education Programs
Transitions Skills Curriculum.
5.2
Principals and Lead Teachers will work with the Supervising Principal to determine course
offerings for each Facility. Course offerings will be reviewed annually at the request of
Principal and Lead Teachers, Transition Coordinator, and Supervising Principal.
5.3
Approved courses are:

5.3.2 Cognitive Skills I: Thinking For A Change
5.3.3 Cognitive Skills II: Criminality
5.3.4 Cognitive Skills III: Advanced Studies

Instruction for each course must include, but is not limited to, approved content standards.
Instructors may teach additional standards with approval from the supervising principal.
The completion of Open Gate is required before enrollment into any other education course.
Continuity of instruction will be enhanced by the use of standardized forms. These forms
include:

Certifications and diplomas are awarded only from the approved curriculum. Awarding of
diplomas should include notification to the supervising principal.
The Transition Coordinator may organize a committee of stakeholders to consider revision,
standardization and staff development.
