During the month June we have a large number of activities, i.e. workshops, luncheons, the National
Education Seminar (8 June 05), and the “Servant Leadership” workshop (15 June). Read the details
below. This is a very active chapter! We welcome and encourage your participation.
A further note……on “listening.” The book “Leadership challenge” by James Kouzes states that listening
is one of the key characteristics of exemplary leaders. “To truly hear what your constituents want – what
they desperately hope to make you understand, appreciate and include within the vision – requires that
you periodically suspend your regular activity and spend time listening to others. Note the ratio between
the number of your ears and your mouth, and make certain that you listen twice as often as you talk.”

When a written solicitation will be issued, the contracting officer may combine the synopsis and
solicitation to reduce the time required to solicit and award contracts for the acquisitions of commercial
items. (FAR 12.603). These streamlined procedures may be utilized for commercial acquisitions <$5M
(FAR 13.000). When using the combined synopsis and solicitation procedure, the SF 1449 is not used for
issuing the solicitation.
To use the streamlined procedures, the contracting officer must prepare the synopsis as described at FAR
5.207. Within the Description Block there are seventeen ((i)-(xvii)) items that must be addressed (FAR
12.603). Do not deviate from this format. The first statement must be included, i.e., “This is a combined
synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation will not be issued.”
Because the synopsis and solicitation are contained in a single document, it is not necessary to publicize a
separate synopsis 15 days before the issuance of the solicitation. A great time saver! A response time
must be established in accordance with FAR 5.203(b) which states the contracting officer must afford
potential offerors a “reasonable” opportunity to respond. When establishing the solicitation response
time, consider complexity, commerciality, availability, and urgency of the item or service.
Any amendments to solicitations must be publicized in the same manner as the initial synopsis and
solicitation.

POSITION IN THE WARNER ROBINS AREA:
Procurement/AP Specialist:
Individual will be responsible for direct and indirect Procurement
and Accounting functions within the Deltek Cost Point Software System for the TAMSCO Air Force
Operations Group for multiple geographic locations to include but not limited to verification of sufficient
DoD funding against multiple contracts/subcontracts and indirect expenditures. Accounts Payable
process must also follow procurement functions that include complete compliance with TAMSCO
Procurement Policy, Government Contract Regulations and FAR/DFAR to insure DCAA audit
compliance. Accounts Payable invoices and billing analysis responsibilities will include coding and
processing AP for payment approval with special emphasis on auditing of accounting data to ensure
posting accuracy against charge numbers and that applicable funding is available. Verification of posting
to the general ledger in Deltek will required for accuracy for check and balances. Prepare internal
spreadsheets for Program Managers review to support expenditures for follow-on and/or for proposal
preparation. Accountable for accounting/contractual and financial data received from managers for
inclusion in direct submission to support Accounts Receivable DoD and commercial billing. Participate
in the oversight of the Procurement/Accounts payable processing for cost effectiveness’ and control
related to indirect expenditures. Maintain records and process flow in regard to ISO 9001:2000 Quality
Management System requirements to insure compliance.
POSITION REQUIREMENTS:

BA/AA in Finance, Accounting or Business Systems desired, or an equivalent of 3 years experience with proven discipline
supporting a DoD Environment in an Accounting/Financial role or equivalent;
 Experience in Deltek Cost Point Software strongly desired;
 5 years of Microsoft Office Pro, with emphasis in Excel and Access;
 Accuracy and Efficiency a “Must” while displaying exceptional mathematical skill sets; understanding of DoD
contractual knowledge, FAR/DFAR knowledge desired;
 Detail oriented
 Flexible team player;
Excellent communication skills both written and verbal.

PURPOSE OF THE JOB:
Under minimal supervision, performs a variety of complex procurement tasks including purchasing of
commercial-off-the-shelf (COTS) materials, supplies and equipment and negotiating subcontracts for
developmental items, engineering/consulting services and research and development.
MAJOR RESPONSIBILITIES:
· Provides critical and timely procurement support to a variety of engineering programs in a multi-site

WORKING KNOWLEDGE, SKILLS, AND ABILITIES:
· A Bachelors degree in Business Administration or related business discipline is strongly preferred.
· Professional purchasing or contracting certification (CPM, CPCM, etc.) is desired.
· Candidates must have 6 - 10 years of progressively more responsible experience in developing sources
and acquisition of state-of-the-art (SOTA) electronic systems, subsystems and components; computer
hardware and software, and engineering/consulting/R&D services. Experience should include at least
four years in a U.S. Department of Defense (DoD) contracting environment.
· Strong working knowledge of U.S. Government acquisition regulations including FAR and DFARS is
required.
· Proficiency in cost/price analysis techniques is required along with demonstrated ability to produce
accurate source selection documentation.
· Must be knowledgeable and proficient in using both commercial purchase orders with standard terms
and conditions as well as formal subcontracts using a wide range of pricing arrangements (FFP, T&M,
CPFF, etc.), different contract vehicles (ID/IQ contracts, BOAs, BPAs), and special terms and
conditions.
· Exposure to intellectual property issues is desired.
· Advanced PC skills are required including fluency in MS Office applications, especially Excel, Word
and Access.
· Working knowledge of automated purchasing, accounting and MRP systems is necessary. DELTEK
experience is a plus.
· Must be able to effectively multi-task and manage workload priorities to meet end-user deadlines.
· Must have excellent customer service, communication, negotiation and problem solving skills and the
ability to work both independently and as part of a team, exercise sound business judgment and
establish and maintain effective working relationships with employees at all levels in the organization.

AWARDS – June Nelson, Chair
We are very pleased to announce the selection
of Mr. Henry F. Goswick as our chapter's nominee for
the Albert Berger Outstanding Chapter Leadership
Award. This award is designed to provide formal
recognition at the national level to those volunteers
who demonstrate superior chapter leadership
achievements in support of their chapter's goals and
activities. This award is applicable to all
NCMA chapter leaders, both elected officers and
appointed committee chairs, who held office during the
preceding program year.
Henry has actively pursued and supported the
chapter's goal of promoting Education and Training.
As Workshop Chairman, Henry has coordinated thirteen workshops during the past ten months and has
another two workshops scheduled during the balance of the program year. He has personally been
responsible for providing training to 256 participants, both members and potential members from
contracting and associated career fields in program management, engineering, and item management. His
efforts have resulted in an increase in the number of workshops by 650% over those conducted during the
previous program year. Henry used the Graalman Award as his guide in designing workshops of varying
lengths and topics in order to maximize attendance as well as Graalman credit. Not satisfied with only
meeting the minimum requirements established for Graalman, Henry has scheduled and conducted a total
of 29 hours of training in the one to four hour category and a total of 32 hours in the four hour plus
category. This far exceeds the maximum number of ten credit hours for each category allowed by
Graalman. Henry is a vital member of the Executive Board and his hard work and dedication have
significantly contributed to our chapter's success in meeting its education and training goals this program
year.
Please join us in congratulating Henry and wishing him the best in the competition at National!

The National Office of NCMA has advised that the manuals for the general portion of the exam will be
available by the end of May. There are five manuals and each will cost $50 - $70. We hope to have an
update at the June NCMA meeting.
NCMA is dedicated to education and training and to a certification program that reflects the highest
standards of professional achievement. NCMA offers three contracting certifications: The CFCM,
Certified Federal Contracts Manager (formerly Certified Associate Contracts Manager): CCCM, Certified
Commercial Contracts Manager; and the CPCM (Certified Professional Contracts Manager). If you are
looking for a good way to enhance your career, it’s time to think about taking one of NCMA’s
certification exams. Listed below is a description of each exam and the price for taking the exams:
CFCM Eligibility Requirements Eligibility for the CFCM requires a candidate to have

a degree from a regionally accredited institution at the bachelor's level, with 24 hours of course
work in business management topics,

two years of experience, and

120 hours of continuing professional education-at least 40 of which are specific to federal
contracts management topics.

Waivers of the degree requirement are available for those candidates who have ten years of
experience and a letter from a supervisor supporting their candidacy.
To earn the CFCM, a candidate must take and pass two examinations, the Business Knowledge and
Federal Knowledge modules
CCCM Eligibility Requirements
For the CCCM, a candidate must have

a degree from a regionally accredited institution at the bachelor's level with 24 hours of course
work in business management topics,

two years of experience, and

120 hours of continuing professional education-at least 40 of which are specific to commercial
contracts management topics.

Waivers of the degree requirement are available for those candidates who have ten years of
experience and a letter from a supervisor supporting their candidacy.
To earn the CCCM, a candidate must take and pass two examinations, the Business Knowledge and
Commercial Knowledge modules.
CPCM Eligibility Requirements
To earn the CPCM designation, a candidate must have already
earned the CFCM & CCCM Certifications, have ten year’s experience in contracting plus a letter from your
supervisor in support of your candidacy.
Testing Fees: Nonrefundable
Application Fee*:
NCMA Members $150. Non-members $250. *This fee applies to each individual certification (CFCM,
CCCM, CPCM) but not to each module.
Examination Fees: $95 per module payable to exam provider.
