Objective: Quantify the hazards present in Highway Work Zones and recommend design or operational changes to
eliminate or mitigate hazards and thereby reduce risk to both drivers and work zone workers.
Description: Work zones accidents are a major concern for TxDOT, its contractors, and Texas drivers. In safety
literature, a hazard is a “condition” which may result in an accident. A work zone is safe if it is free of hazards. Risk
is the probability of an accident times the expected loss if the accident occurs. If a hazard can be eliminated the
associated risk is reduced to zero. Similarly, mitigating a hazard reduces its risk by reducing the probability that the
hazard will result in an accident or by reducing the expected loss if an accident occurs.

Gather, organize, and analyze data on work zone hazards on the state highway system from hard copy peace
office accident reports and other sources.
Define typical hazards found in highway work zones.
Determine the risks associated with each hazard.
Develop procedures to eliminate or mitigate each risk.
The Project Director will require monthly updates from the researcher, and, as a minimum, will schedule project
meetings around October and April. Project kickoff and wrap-up meetings may also be scheduled.

or mitigate each risk.

1 – A final research report that provides detailed documentation of all research performed, methods
used, and that fully supports the recommendations and conclusions contained therein.

Schedule of Activities should include a column next to the Task/Description that shows estimated
percentages of the total project budget for each task. This information will be used to help the
PC/PD more completely understand the level of effort that is planned for each task.

Proposals are due to RTI by 4:00 p.m. on Wednesday, March 27, 2002.
All proposals from researchers should be sent directly to your university Research Liaison’s
office for final submission to RTI. The Research Liaison is TxDOT’s official point of contact
with the university.
