1. GENERAL PROVISIONS
1.1. The Association of Translators, Interpreters and Teachers of Foreign Languages of Uzbekistan,
hereinafter referred to as the «Association », is a public professional creativity-oriented organization of
the Republic; it is a voluntary union of translators of all genres of literature and teachers of foreign
languages and languages of CIS nations.
1.2. Citizens of the Republic of Uzbekistan may be admitted as members of the Association. Foreigners
and persons working abroad may be granted the status of associate-members.
1.3. The Association acts in accordance with Constitution and laws of the republic of Uzbekistan and in
accordance with the present Charter.
It is guided by the principles of professional solidarity, promotes cultural and scientific exchange,
friendship and mutual understanding between peoples, transfer of knowledge and skills to younger
generation.
1.4. The Association guarantees to all its members equal rights and maximal consideration of their
interests.
1.5. The Association takes an active part in social life of the Republic, exercises legitimate right of public
organizations to protect members’ professional interests.
1.6. In order to strengthen international solidarity of teachers and translators, experience-sharing,
education and training, the Association maintains and develops contacts with foreign colleagues and
international creativity-oriented organizations.
1.7. The Association has right to become member of any international organization.
2. PURPOSES OF ASSOCIATION
2.1. To bring together translators and teachers on the basis of their professional and creativity-oriented
interests, to share experience with local and foreign colleagues, to elaborate recommendations on
practical, theoretical and methodological aspects of translation and teaching profession.
2.2. To advance recognition of the profession, develop teaching plans and programs.
2.3. To assist members of the Association in achieving their professional and creativity-oriented
objectives, developing their professional skills, to train and educate young translators and teachers.
2.4. To interact with creativity-oriented, public and state organizations, trade unions in order to elaborate
common concept of development of translation and teaching profession.
Participation in elaboration of publications and other educational programs in the field of teaching
languages, translation and research.
2.5. To organize courses of foreign languages and languages of CIS nations.
2.6. To realize opportunities available at the school of referent-translators.
2.7. To teach Russian and Uzbek languages to citizens of foreign and CIS countries.
To conduct various training programs for foreign citizens at the school of referent-translators.
2.8. To implement translation of dissertations, monographers, belles-lettres and articles of scientific
literature, various documents from/into foreign languages.
2.9. To elaborate and publish manuals, theoretical and lexicographical works.
2.10 To organize trips to cities of Uzbekistan and to other countries, practical training abroad.
2.11. To assist in finding employment opportunities and preparing documents for employment abroad.
2.12. To take part in scientific activity /congresses, symposiums, international conferences/.
2.13. To carry-out self-financing activities for the benefit of the Association’s functions stipulated by its
Charter.
2.14. Charity, search for and providing support to talented young people, promotion of their professional
development.
2.15. If necessary the Association has right to carry out commercial activity through its affiliated legal
entities.
3. STRUCTURE OF ASSOCIATION
3.1. Structure of the Association is determined by purposes stipulated by its Charter, reflects variety of
translation and teaching activities, meets interests of members of the Association, and guarantees their
vigorous participation in the activities.
3.2. The Association is headed by the Board comprised of active creativity-oriented representatives of
translators and teachers of native and foreign languages and other persons having close ties with the
Association’s activity.
3.3. In accordance with professional interests of the Association’s members, there are the following
sections coordinating creativity-oriented, scientific and methodological activities of the Association:
- translation of scientific and technical literature, belles-lettres, simultaneous and consecutive translation,
preparation and translation of business correspondence and documentation;
- teaching Uzbek, Arab, Old Uzbek languages;
- teaching English, German, French, Spanish, Turkish, Italian, Chinese, Hebrew and other foreign
languages;
- teaching Russian and Uzbek languages to foreigners.
The Association has right to change the number and designation of sections.
4. GOVERNING BODIES OF ASSOCIATION
4.1 The supreme governing body of the Association shall be the Meeting.
4.2. The statutory meeting of members of the Association approves the Charter of the “Association”,
introduces amendments and addenda:
- defines its attitude to matters related to social life in the country and abroad;
- hears and approves report of members of the Association;
- approves the most important decisions of the Association.
4.3. The Board of the Association is headed by Chairman elected by the Meeting of members of the
Association.
4.4. The chairman acts on behalf of the Association without special power of attorney, represents its
interests in all organizations, including international ones; makes contracts, opens bank accounts,
approves structure and staff of the Association, issues orders or decisions, hires and dismisses the staff,
supervises the work of the Board, nominates members of the Association for rewards.
The Chairman shall make regular reports to the Board.
5. RIGHTS AND OBLIGATIONS OF MEMBERS OF ASSOCIATION
5.1. Persons who practice translation of all genres of literature on a regular basis, teaching languages of
CIS nations and foreign languages, simultaneous and consecutive interpreters, specialists in methodology,
terminology, lexicography, theory of translation, abstracting, annotating, preparation of surveys, patenting
may become members of the Association.
5.2. Members of the Association have right to:
- elect and be elected to the Board of the Association;
- submit proposals to the Board on all the matters related to its activities;
- take part in discussions and preparation of documents, decisions and plans of the Association’s
activities;
- make creativity-oriented, social, scientific, professional, informational and technical work at the
Association;
- take part in seminars, conferences, international symposiums organized by the Association.
- attend discussions related to their activity;
- enjoy all legitimate rights of members of creativity-oriented public organizations;
- be member of other creativity-oriented unions and associations;
- withdraw from the Association.
5.3. Members of the Association are obliged to:
- respect the Charter; strictly follow decisions of elected governing bodies;
- participate in one of the creativity-oriented sections;
- make timely regular payments of membership fees;
- take care of the Association’s goodwill, respect professional, ethical norms, principles of professional
solidarity;
- develop their professional and creative skills
- render assistance to debutants;
- contribute to development of international relations, promote friendship of nations.
6. LEGAL STATUS AND SELF-FINANCING
6.1. The Association is a legal entity; it acts on self-financing and self-sufficiency principles. All the
profit from creative, self-financing activities shall be directed to implementation of activities stipulated by
its Charter.
6.2. The Association possesses separate property, has independent balance sheet, bank accounts in
national and foreign currencies accepting transfers in foreign currencies, including those for organization
of international conferences, teaching foreigners, translation and charity.
6.3. The Association has right to be complainant and defendant before the court, commercial and
arbitrage courts.
6.4. The Association has round seal, stamp, letterhead and other necessary requisites.

6.5. In order to achieve its objectives the Association has right to:
- protect interests of its members at all state and public organizations;
-take part in public and political life of the country;
- enjoy rights and privileges stipulated for public creativity-oriented organizations;
- protect property and non-property rights of its members;
- take part in training and certification of translators;
- carry out publishing activity;
- maintain professional contacts within the country and abroad;
- cooperate with and be member of international translator’s organizations;
- reward achievements in translation, teaching profession and research.
6.6. The Association’s financial resources shall be derived from economic activity (translations, teaching
foreign languages, membership fees, publications, tourism, bank and other organizations’ loans, money
and other revenue directed to activities stipulated by the Charter, donations of individuals and
organizations.
7. COOPERATION WITH FOREIGN ORGANIZATIONS
7.1. The association establishes professional, creativity-oriented contacts with state, public and creativityoriented organizations for the benefit of development of multinational culture, intellectual exchange,
development of translation and teaching profession in the republic, experience-sharing, elaboration of
publishing programs, organizing creativity-oriented, scientific, joint seminars, symposiums, congresses,
and other events.
7.2. The Association cooperates with state and public organizations with the view to improve legal status
of translators and teachers, protect their professional interests in cooperation with concerned state and
public organizations, elaborates and improves criteria and evaluation of translators’ skills, carries out
certification, elaborates training and testing programs.
7.3. The association interacts with other creativity-oriented organizations and publishers with the view to
elaborate publishing programs, recommends thesis and reports, scientific articles, dictionaries of
terminology to be published etc.
- cooperates with educational institutions, scientific institutions and organizations in order to ensure
improved training;
- creates methodological and scientific literature, organizes various training courses.
7.4. The Association organizes contests of translations and establishes relevant awards.
7.5. The Association establishes creative links with foreign public national and international
organizations, makes contracts on cooperation, organizes and takes part in international seminars,
meetings and conferences, international exhibitions and fairs, exchanges with delegations, spreads
information on creative activity within the country and abroad.
7.6. The association of translators in cooperation with copyright organizations protects copyright and
interests of its members.
7.7. In cooperation with foreign partners it organizes exchange of translators and teachers of foreign
languages, training abroad of translators and teachers of foreign languages.
7.8. The Association organizes teaching and teaches Russian and Uzbek languages to citizens of foreign
and CIS countries.
7.9. The association teaches various courses to foreigners at the school of referent-translators.
7.10. The association keeps its members informed on international regulations having relation to
translators, as well as on the activity of international unions.
7.11. The right to represent Association in international institutions and organizations belongs to
Chairman of the Board and authorized persons.
8. SUPERVISION OF ASSOCIATION’S ACTIVITY
8.1. The Association’s accounting records are kept in accordance with standard general-ledger accounting
system and independent balance-sheet.
8.2. The control is implemented by the Bank and State Taxation Inspection.
8.3. Financial and economic activity of the Association is audited by revisionary commission appointed
by the Meeting. Representatives of other organizations may be invited to conduct audit.
9. DISSOLUTION OF ASSOCIATION
9.1. The Association may be dissolved upon decision of the Meeting and the Board if:
- it cannot carry out its activities on the principles of self-sufficiency and self-financing;
- there is no need in further activity of the Association and it cannot continue its activity;
- on other reasons stipulated by law.
9.2. Rented and privatized property, as well as equipment and other property shall be returned to owners
as prescribed by law.
9.3. In case of dissolution, property of the association is directed for objectives stipulated by its Charter.
