Interested tenderers / their representatives may participate at the time of opening of the
tender.
Sub : Supply of HDPE Circular Woven Bags – 5,00,000 Nos. on annual contract basis.
1. Tenders are invited from reputed manufacturers / Dealers for supply of HDPE Circular
Woven Bags having the following specification on annual contract basis to The
Travancore Cochin Chemicals Ltd., Udyogamandal, Kerala – 683 501 (here-in-after
called the Company) subject to the terms and conditions specified below.

Double colour (Blue and Red) printing in one side as per
the matter which will be given along with the purchase
order. Your name (in short) should be printed at the
bottom left hand corner of each bag for identification.
Bag Serial No: should be printed from 000001 onwards.
In bundles of 500 Nos. each. Your name should be written
on each bundle.
2 sample bags should be sent along with the tender (Part I).
-22. The tenders should be submitted in Two Part system in the following manner
addressed to The Asst. General Manager (Materials), The Travancore-Cochin Chemicals
Limited, Udyogamandal, Kerala – 683 501 so as to reach at his office before 4.30 PM on
08.08.2012 Part I and Part II should be submitted in two separate sealed covers as
indicated below.
Part I (TECHNICAL BID)
A sealed cover superscribing “PART I” with tender number and due date shall contain all
relevant data regarding the tenderer, turnover and business transaction during the last 3
years without any mention of the price. An unpriced bid should also be enclosed
alongwith the technical bid. Demand Draft for Rs.50,000/- towards Earnest Money
Deposit should be enclosed alongwith the Technical Bid.
PART II (PRICE BID)
A sealed cover superscribed “Part II – PRICE BID” with tender number and due date
shall contain the price details.
‘Part I’ and ‘Part II’ covers with the appropriate marking as specified above shall be
enclosed in an outercover superscribed “Offer for the supply of HDPE Bags – Tender
Notice No.2012-160 (A), Due on 08.08.2012” and shall be sent to The Asst. General
Manager (Materials), The Travancore-Cochin Chemicals Ltd., Udyogamandal, Kerala –
683 501 so as to reach at his office before 4.30 PM on 08.08.2012.
Terms and Conditions
1. Tenders should be submitted in tenderer’s letter head either typewritten or
handwritten in ink. All corrections should be duly authenticated with full
signature and the rates quoted should be given in words also.
2. Tenderers should quote their lowest rate per bag indicating Basic Price, Excise
duty, Sales Tax and Lorry freight to Udyogamandal etc. separately. They should
mention their Central Excise & Sales Tax Registration number & date in their
tender.
The offer should be based on the Raw material – HDPE & LDPE – prices
prevailing on that day. Necessary documentary evidence – Reliance
Industries/their authorised agent’s price list – shall be provided for the above.
In case of an order the rate applicable for each supply shall be based on the
following formula.

Rate per bag = Quoted rate +/- Raw material price variation per Kg. (inclusive of
ED & ST) in Rupees (ie. HDPE price variation per Kg x 2/3 +
LDPE price variation per Kg x 1/3) x 153/1000.
Only the Raw material price prevailing 15 days prior to the date of supply shall be
considered for the above. Necessary documentary evidence – Reliance
Industries/their authorised agent’s price list – shall be provided along with each
supply invoice as supporting documents.
3. Earnest Money Deposit / Security Deposit
Tenders should accompany an Earnest Money Deposit (interest free) of
Rs.50,000/- (Rupees Fifty Thousand only)by means of a Demand Draft (only DD
shall be accepted) in favour of The Travancore – Cochin Chemicals Ltd., drawn
on any scheduled bank payable at Aluva/Ernakulam/Udyogamandal. Tenders
without Earnest Money Deposit will be rejected.
The successful tenderer shall provide a Security Deposit equal to 5% of the
contract value for the due performance of the contract. The EMD of the
successful tenderer shall be adjusted against the Security Deposit. Balance
amount, if any, shall be remitted by means of a Demand Draft payable at
Udyogamandal /Aluva/Ernakulam. The Security Deposit shall not bear any
interest and shall be released only after successful completion of the contract.
4. The contract will be for one year from August 2012 and the quantity required
is 5,00,000 bags approximately which may vary widely according to the
circumstances prevailing from time to time. The material is to be supplied
according to our delivery schedule which will be given in advance.
5. All tenders should be kept open for acceptance till 30.09.2012. If any tenderer
withdraws his tender during the above period, his Earnest Money Deposit will be
forfeited. The Earnest Money Deposit of the unsuccessful tenderer shall be
refunded immediately after acceptance of the order by successful tenderers, on
surrendering the DD receipt issued by the Company duly discharged.
6. The weight recorded in our Weigh Bridge / Weighing Scale shall be final for
all practical purposes.
7. Material will be accepted / rejected by random sampling.

8. Payment will be effected within 30 days after receipt and acceptance of the
material at our stores.
9. The Company does not bind itself to accept the lowest or any tender and may
accept the whole or part of the tender and split the quantity required between two
or more tenderers. The company also reserves its right to accept or reject any
tender without assigning any reason whatsoever.
10. Liquidated Damages:
For delays attributable to the supplier, liquidated damages will be levied at the
rate of 0.5% per week of the value of the supply for each week of delay subject to
maximum of 5% of the value of the supply.
11. In case the contractor fails to effect supplies in terms of the order and in
consequence the company has to arrange for the requirements from elsewhere at a
higher price, loss to the company due to such purchases etc. will become payable
to the company by the defaulting contractor. This is without prejudice to the
company’s claim for other losses that may arise due to the failure of the contractor
to keep up other terms of the contract.
