This qualification is expiring. The last date to meet the requirements is 31 December
2013.
Purpose
This qualification recognises the key skills and competencies of a person who is, or seeks
to become, a warranted inspector in animal welfare under the prevailing legislation.
The certificate is designed to maintain standards in the industry, which is represented by
both paid and unpaid staff, people employed in the public sector and working for the
RNZSPCA.
The broad base of standards drawn from communications and compliance recognises the
transferability and generic nature of many of the skills. The animal care and handling and
other context specific standards provide the specialist skills unique to the role.
This qualification includes unit standards that form part of the National Certificate in
Veterinary Nursing [Ref: 0221] for which credit transfer is automatic.
Credit transfer arrangements have been included in this qualification and also specific
information for people whom the recognition of current competence process may be
appropriate. People seeking such recognition should approach an accredited training
provider or The Skills Organisation (see ‘credit transfer arrangements’ and ‘Recognition of
Current Competence’ (RCC) below).

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Recognition of Current Competence (RCC)
People may be granted recognition for their current skills and competencies where these
match the requirements of the unit standards. Recognition of current competence will be
considered for the following:

Qualified veterinarian holding Bachelor of
Veterinary Science (BVSc) plus current
registration as a practicing veterinarian with
the Veterinary Council of NZ. ‘Current’
includes within past two years
Veterinary nurse in current practice holding
non-framework qualifications
‘Current practice’ includes within last two
years
Sworn police officer (or sworn within past
two years), who holds the Certificate in NZ
Policing
Recognition of Current Competence

Version 6
Version 6 was issued to indicate that this qualification is expiring.

Previous versions of the qualification
Version 5 was issued in order to amend the NZSCED reference.
Version 4 was issued in order to correct a unit standard listing and include classification
information.
Version 3 was reviewed and issued following feedback from users and in order to maintain
the qualification as fit for purpose.
Changes to structure and content: unit standards 1279, 1299, 1304, 3492, 4234-4238
were removed; unit standards 3491, 4243, 4244, 8549, 11283, 14933, and 19540 were
added; credit transfer arrangements were added to the qualification.
People currently enrolled in programmes leading to the award of earlier versions of this
qualification may either complete that version or transfer to version 3. The last date for
award of previous versions was December 2005.
