Description: As part of the Disaster Recovery Small Rental Rehab Program Design & Implementation
Toolkit, the Pre-Construction Monitoring Checklist may be used by a CDBG-DR grantee as a basic approach to
pre-construction monitoring and oversight of their Small Rental Rehabilitation program. The purpose is to
provide a framework that outlines specific disaster-related requirements (i.e. Duplication of Benefits) and
encourage a grantee to monitor early in the program as disaster projects tend to be on an accelerated
pace.

Caveat: This is an informational tool and/or template that should be adapted to each grantee’s specific
program design.
