1. This permit application is for a retail establishment located at 3613 Saint Barnabas Rd,
Suitland. The property is located within the Southern Green Line Sector Plan and Sectional
Map Amendment. A detailed list of all items to be sold is required. Body oil, perfume, soap black soap peppermint soap (skin care products) jewelry shoes art clothing (boutique). No
adult oriented products are to be sold at this location. A gift, novelty, souvenir store for
retail sales is permitted.
2. The trade name is listed as Young Wholesale Retail. Is the proposed use wholesale and retail?
Since the property is located within the Southern Green Line Sector Plan and Sectional Map
Amendment and they have their own table of uses it must be determined if retail and wholesale
are permitted uses. Proposing retail & wholesale. Per the Southern Green Line Sector Plan
and Sectional Map Amendment wholesale is prohibited. 3/25/15 – I clearly discussed with
Mr. Young that wholesale is prohibited. Since his proposed use indicates retail only I will
not require him to revise his permit application. I’m approving his permit application as
a retail store only.
3. An updated parking schedule must be submitted that demonstrates all uses on the property by
address or unit number and the square footage of each use. Vacant units must be included in the
schedule and can be listed as “vacant”. I discussed the updated parking schedule with Ms.
Barber. According to the updated parking schedule the required parking for all units
which includes (2) beauty service, auditorium, gift store and a vacant unit have been
broken down for each use and does not have adequate parking for this site. The total
parking spaces required is 27.4 or 28 and the total parking spaces provided on the site is
23. A departure from parking is required. The applicant should contact Edward Holley at
301-952-3215 for information regarding this public hearing process. Once the applicant
has obtained an approved Departure from Parking & Loading Spaces you must submit
(2) copies of the certified plans to this office for permit approval. 3/25/15 – Ok per
updated parking schedule per leasing agent Yvette Barber. I did make her aware that I
used a low generation parking calculation for the vacant units and in the future if any
higher generation uses come in for permits a DPLS may be required.
