Note:
1)
Accommodation to conduct the class is provided by Deepalaya as Deepalaya contribution, at its learning
centre at Panchsheel Vihar, New Delhi -110 017.
2)
If the volunteers, who can work as teachers cum community mobilizers are made available by Asha, the
number of students can be increased, commensurate to the amount under tuition fee i.e.
Rs.126000/8500 - 15 children, in place of 30 children - 45 children can be educated.
3)
Budget for 2nd and 3rd year @ 10% annual increase for covering the inflation of cost.
Problem Statement
Despite the Enactment of Right to Education Act and (RTE) and other initiatives taken by both public sector and
private sector enterprises, there are still a large number of girl children who leave school before completion of
their education because of the financial and psychological circumstances they live in.
Such girl children are found in large numbers in and around Delhi where Deepalaya has set up its operations.

The target population, comprising mainly of migrants from neighbouring states come to Delhi in search of greener
pastures, reside in slum clusters and resettlement colonies. For them education is not a priority as they struggle
for earning their daily bread.
Deepalaya observed this tendency during its long tenure of service to the under privileged people. Moved by the
plight of such children, Deepalaya joined hands with Government’s programme Sarva Shiksa Abhiyan and other
agencies like Reach India, Axis bank Foundation etc., for providing education to the deprived. With the passage of
time, Deepalaya also established Non Formal Learning centers and Special Training centers.
One of the greatest hurdles which we face is to convince these people to send their girl children to school.
Under this project we propose to identify, enroll, educate and mainstream girl children living in children living in
30 or more slums around Panchsheel Enclave, Malviya Nagar, Jagdamba Camp, Khirki Village etc.
Project Description:
Deepalaya believes “Every Child deserves a Chance” -- a chance which not only develops its skills, ideas but also
infuses confidence and prepares it to fight the vagaries of life.
Objectives
The project intends to achieve the following objectives:







To identify out of school girl children, to enroll them in learning centers and provide education,
mainstream them and provide remedial teaching.
To reduce the dropout rate below 10%
To mainstream at least 80% of the enrolled girl children into Formal Schools in the Grade relevant to their
age.
To promote quality education in Government Schools by working closely with the government system so
that students achieve 20% enhancement in learning level year after year. - 6
Build Individual capacities of girl children by using TLMs (Teaching and Learning Materials) and help them
in becoming responsible citizens.
To promote benefits of health and hygiene amongst girl children.
To promote gender equality, social and economic empowerment.
Methodology
Identification and Enrollment of girl children who did not go to school of dropped out of school:
During the first phase of the project, Deepalaya shall organize door-to-door surveys for identification of non going
girl children or drop outs living in the slums listed above. An extensive questionnaire shall be used for creating a
database of girl children who never went to school or left their studies mid-way due to certain unavoidable
circumstances. The questionnaire shall also include all required details of each child and its family. After
identification of the number of such school age girl children in a particular location, a counseling session will be
held with their parents to convince them for their enrollment for non-formal education.
Education activity:
The girl children so enrolled shall be segregated according to their age and learning capacities assessed with the
help of an assessment tool/pedagogy developed by Deepalaya. For instance, girl children below the age group of 5
years may require coaching for one year only to achieve the competency of Grade 1.
However, girl children in the age group of 6 year olds or more with learning capabilities equivalent to that of grade
1 or zero learning capabilities may require coaching for bridging the gap of two years so as to achieve the
competency of 2nd Grade in view of their age. Likewise an Age and Grade level mapping for every age group shall
be derived, based on the assessment, and that will be used as a tool for ascertaining the kind of education
required for next step that is mainstreaming the girl children into formal
schools.

These girl children shall be educated under a non-formal system using multi-grade teaching methods. In order to
analyze and ascertain the progress of every child, tests /assessments shall be conducted on periodical intervals.
Apart from imparting academic knowledge, Deepalaya shall also include latent talent development, skill
development (Art & Craft), Life skills, Values and ethics into its curriculum. This education is a process to equip
the child with strengths required to meet day to day challenges.
Mainstreaming into formal schools:
After successful completion of Non Formal Education (NFE), these girl children shall be mainstreamed into
Government/private schools in suitable classes according to their learning levels and capacities. Deepalaya shall
liaison with government/private schools which can absorb these girl children in their schools. Parents shall also be
motivated for preparing the required documents for admission in school which takes place generally in the month
of April to August.
Girl children, who achieve a specified grade competency, based on assessments after six months or one year or
more of non-formal education, will be mainstreamed. Those who even after two years of non formal education are
unable to achieve specified competency shall continue to study as such for another year to attain the required age
level competency after which they will be mainstreamed into formal schools.
The main aim, however, is to mainstream at least 80% of the girl children enrolled after the first year of NFE.
Special Coaching/Remedial Teaching:
In order to sustain the mainstreamed girl children in education and reduce the dropouts, it is necessary to provide
them with special coaching/supplementary education for a minimum of two years, so that quality can be
integrated. Apart from regular coaching classes, special training requirements of these students shall be integrated
into the school curriculum. In the special coaching, the mainstreamed students shall be helped with their School
syllabus and Curriculum to help them in excelling in it.
Target population:
We plan to identify 30 out of school girl children from Jagdamba camp and enroll them for Non Formal Education
by July 2015.
At the end of one academic year we will start mainstreaming them to Formal education in Govt/ private schools
and complete the process by August, 2016. From July, 2016 onwards these mainstreamed girl children will be given
Special Training for two years so as to sustain their education.
In July, 2016 these 30 girls will be enrolled will get special training for two years for ensuring sustainability in the
education system. Special emphasis shall be given and necessary networking shall be done to ensure quality
education for the mainstreamed girl children at Government Schools. A system for empowering the Government
school system shall be developed through conducting teachers’ assessment and capacity building programs (with
periodic evaluations), provided the Education Department cooperates.
Volunteering Activities
The project can reach out to more girls in the community in case ASHA is able to provide us volunteers to take
classes in the learning center as we shall be able to save cost of paying salaries to teachers. The volunteers shall
be required to take Non formal education classes, give personal attention to the students, monitor their progress in
academics, hone the creative skills through latent talent development etc. We shall be executing the project in
one of our existing units at Panchsheel Vihar in order to save money.
The accommodation to run the class and linked facilities shall be contributed by Deepalaya at its learning
centre – Panchsheel enclave.
Recurring Expenditure shall comprise of:
(i) Salaries to be paid to Human Resources like- Manager, Coordinator, Teachers, Ayas, Attendants,
Accountant, consultants, etc.

(ii) Accessories/ Education inputs -Dress - Books, Bags, Learning Materials, Stationary, Teaching learning
tools, Art and Craft Materials, Transport, Electricity, Fuel, Telephone charges, Lavatory with running
water.
(iii) Latent Talent development materials-For Art and Art forms.
(iv) Training – Training to Teachers for quality and multi Grade teaching, Training on latent talent
development.
(v) Preparation and use of effective teaching learning tools.
(vi) Monitoring and Evaluation - Case studies, Reports, Records, Registers and Documentation
analyzing results and impact.
(vii) Assessment- Periodic assessment of students against learning indicators and teachers for
quality indicators
Implementation:
Implementation of project- the Steps include
1. Identification and finalisation of Project location (It will be Deepalaya Learning Centre at Panchsheel
Vihar)
2. Developing tools for identifying students during the survey
3. Survey to identify out of school girl children
4. Addressing parents of identified girl children
5. Selection of willing students.
6. Grading/assessment /Mapping of learning levels.
7. Identification of learning centers (Rooms to accommodate, approved number of students, near to the
residence of girl children)
8. Appointment of teachers and other staff ( Depending on the number of students).Teachers are to be
recruited and oriented for multi-grade teaching
9. Assessment of teaching levels
10. Preparation of Teaching learning materials –related to the curriculum developed
11. Exposure visit and Latent Talent development programmes. Organizing as many exposure visit/picnic as
required for each learning center.
12. Net working with Government /other private schools and open basic under NIOS for the mainstreaming and
examination of students.
13. Mid-term assessments of learning levels
14. Liasoning with Education Department to work with faculty of Government Schools
15. Mainstreaming – By April 2016 mainstreaming the girl children who are enrolled in 2015.
16. Continue the support to the mainstreamed girl children through Special Training for at least two years.
17. Home visits by staff/ teachers to minimize absenteeism /drop out
18. Parents meeting – Monthly parents meeting to access, review and share the progress and appreciate
changes in girl children.
19. Records and documentation- Maintain enrollment register, Attendance register, Students profile, Students
progress chart, assessment Records of students/ teachers, Mainstreaming register etc. Parents meeting
register, and minutes, case stories for donor reports and publications.
20. Reports, reviews, Evaluations, monitoring and follow up.
21. Regular Financial review of expenditure incurred and budget Vs actual variant analysis.
22. Follow up result and assess direction of impact.

23. Submitting periodic narrative reports and financial statements.
Measurement:
The success of the project is measurable by the outcome and impact of the program.

Girl children’s participation in interschool competitions and their score.
Joint training/workshop between Government schools and Deepalaya. Deepalaya will invite
Government teachers / concerned people for some joint ventures in establishing quality education.
Plan for measuring the progress of the project:

Progress shall be measured based on results/ performance, in terms of achieved targets, referring different
records, testimonies of parents, community etc. and against pre designed indicators.

Progress reports/case studies; human stories of girl children, individual progress chart/cards shall be
prepared and maintained showing the overall educational attainment of each child. Outstanding cases shall
be brought out as models and examples.

Project review/Evaluation is done by appointing an internal/external agency to conduct impact assessment
studies and evaluate the success of the project.

Progress of each child mainstreamed to Govt. /Private schools shall be collected from the respective
school and shall be assessed with the growth plan of each child.

Teachers of Deepalaya project exchange classes with the Govt. school teachers and thus spreading the
Deepalaya model.

Feedback shall also be taken from the parents and community at large for assessing the impact of the
program by public interviews, using questionnaires etc.
