NTERSTATE GANG OF CALL CENTER CAB JACKERS BUSTED : 3
ACCUSED ARRESTED, 2 CARS AND ARMS WITH AMMUNITION
RECOVERED
With the arrest of 3 accused namely Sanjay Kumar @ Sanjay (25
years) s/o Babu r/o H. No 57, Ghoda Mohalla, Aya Nagar, New Delhi,
Kuldeep Biduhdi @ Titoo (23 year) s/o Beer Singh Biduhdi r/o H. No
215, Mata Mohalla, Village Tehkhand, Okhla, New Delhi and Sunil Singh
Kathait (25 years) s/o Amar Singh r/o A-2/26, Aaya Nagar, Phase-V,
New Delhi, the staff of PS Fatehpur Beri, South District has busted a
gang of interstate desperate car jackers and recovered one country made
pistol with two live cartridges, 9 live cartridges (made in German), one
robbed Maruti Wagon-R Car and one Maruti Alto Car used in commission
of crime.
BRIEF FACTS / INCIDENT :
On 09.06.11 at about 01.30 AM, four persons robbed a Wagon-R
Car at gun point at Sikanderpur Metro Station, Mehrauli-Gurgaon Road
and dumped the driver. In this regard, a case vide FIR No. 126/11 u/s
392/394 IPC & 25/54 Arms Act at PS DLF (Phase-II), Gurgaon (HR) was
registered and investigation taken up.
On the same night, a secret information was received in PS
Fatehpur Beri that desperate car jackers who had robbed a Call Center
Cab (Maruti Wagon-R) instantly would come in Delhi in robbed Wagon-R
Car via Aaya Nagar Border. Immediately, a team consisting of Inspr. A.K.
Singh, SI Devi Dayal, D-955, HC Surender, 668/SD, Ct. Sunil Kumar,
1325/SD, Ct. Sunil, 2175/SD and Ct. Manish, 1333/SD under supervision
of Inspr. Anil Sharma SHO/Fatehpur Beri and under over all supervision of
Sh. Rajender Singh, ACP/Mehrauli was formed to nab the accused
persons and a trap was laid near Arjun Garh Metro Station. At about
3.20 PM, a white colour Wagon-R Car was signaled to stop. The
occupants instead of stopping the vehicle; accelerated the speed
and tried to run away. The alert members of team acted swiftly
and after a brief chase compelled the driver of vehicle to stop and
apprehended accused Sanjay Kumar @ Sanjay and Kuldeep
Biduhdi @ Titoo and recovered robbed Wagon-R Car, one country
made pistol with two live cartridges and 9 live cartridges (made in
German) from their possession but two accused managed to
escape from the spot by taking advantage of darkness. In this
regard, a case vide FIR No. 115/11 dated 09.06.11 u/s 25/54/59 Arms
Act & 411/34 IPC PS Fatehpur Beri was registered and investigation taken
up.
INTERROGATION :
On sustained interrogation, accused confessed to have robbed the
Wagon-R Car on 09.06.11 from Gurgaon along with their associates
namely Sunil Singh Kathait and Chinu @ Pandit. At their instance,
Maruti Alto Car used in commission of crime was also recovered.
Raids were conducted to arrest co-accused but they were found
absconding. Later on, on secret information accused Sunil Singh
@ Kathait was arrested from Aaya Nagar Pahari.
Further
investigation is on to nab co-accused Chinu @ Pandit s/o Raju
Pandit r/o Goda Mohalla, Aaya Nagar, New Delhi.
During investigation, it revealed that accused Sunil Singh @
Kathait is also wanted in case FIR No. 10/2011 u/s 392 IPC PS
DLF (Phase-I), Gurgaon.
PROFILE OF ACCUSED PERSONS :
1. Sanjay Kumar @ Sanjay (25 years) s/o Babu r/o H. No 57, Ghoda
Mohalla, Aya Nagar, New Delhi is a school dropout.
He is
unmarried. He is addicted of ganja and commits crime under its
influence. He is previously involved in four criminal cases of PS
Mehrauli. His father works as driver in DTC.
2. Kuldeep Biduhdi @ Titoo (23 year) s/o Beer Singh Biduhdi r/o H.
No 215, Mata Mohalla, Village Tehkhand, Okhla, New Delhi is a
school dropout. He is married and has one child. He is BC of PS
Okhla Industrial Area. He deals in property business in
Taikhand, Okhla, New Delhi. He is a desperate criminal and
previously involved in more than 8 cases of attempt to
murder, rape and hurt.
3. Sunil Singh Kathait (25 years) s/o Amar Singh r/o A-2/26, Aaya
Nagar, Phase-V, New Delhi is a school drop out. He is unmarried.
Due to his bad society, his parents had disowned him and leaving
separately.
RECOVERY MADE :

GANG OF THIEVES BUSTED.
The staff of Police Station Janak Puri, West District has arrested
Sushant Dass and Shrikant @ Bappi who worked as servants in a house in
Janak Puri and decamped with and a huge amount of cash and Jewellery.
PROFILE OF ACCUSED PERSONS.

Sushant Dass S/o Nishakar Jaina R/o Village-Nadi, PO Kurai Nadi
Gaon, P.S. Soro Distt Bala Soro Orrisa- age 21 years. He came to Delhi
in the year 200 and worked at 5/76 New Rohtak Road for one year as
domestic help, he remained at Bangalore for 6 months and again he
came back Delhi and also worked at S-7 Pancheel Park 3rd floor where
he committed theft and case has already registered against him vide
FIR No.335/08 u/s 381 PS Malviya nagar. In this case, he has been
declared as PO.
Shrikant @ bappi S/o Nishakar Jaina R/o Village-Nadi, PO Kurai Nadi
Gaon P.S. Soro Distt Bala Soro Orrisa- age 34 years. He is younger
brother of above mentioned accuse Sushant. He worked at 5/76 New
Rohtak Road for two years and presently he is at A-27 Nizamuddin
since one year.

PREVIOUS INVOLVEMENT
Sushant was involved in case FIR No. 335/08 u/s 381 P.S. Malviya
Nagar and he has been declared PO in this case.
INCIDENT
Sh. Ashok Kumar Adhlaka S/o Sh. Fateh Chand R/o C-1/178 3rd Floor
reported that he employed a servant who disclosed his name Sushant Dass
through Nandni placement service Lado Sarai a month back.
When
complainant asked to submit his particulars for the servant verification,
Sushant told him that he has to go to his native village for his marriage he will
submit the same later. On 6.6.2011 he introduced another servant namely
Jitender Shah and asked his employer to keep him in his place. On 08.06.11
at 3.30 PM, Sh. Ashok Kumar alongwith his family went out leaving his servant
alone at his home and when they came back home at about 7.30 PM, he found
that cash and Jewellery were found stolen. Accordingly, a case was
registered in the police Janakpuri vide FIR No. 171/11 u/s 381 P.S.Janakpuri.
TEAM AND INVESTIGATION
A team comprising SI Karambir Singh, ASI Babu Lal, HC.Nawal,
Ct.Sanjiv Bhalla, Ct. Rajpal headed by Inspr. Rajender Pathania,
SHO/Janakpuri under the close supervision of Dr.R.G.Naik, ACP/V.Puri was
constituted and massive hunt began to nab the culprit. From the enquiry from
the complainant, it was found that main suspect was Sushant and only his
mobile number was available with the police. There was no verification form
with the placement agency or with the employer. The manager Sh.Ganga
Ram of the placement agencies was contacted. Sushant was called by Ganga
Ram at B-70 East of Kailash where the uncle of accused Sushant was
residing. When Sushant arrived at the above mentioned address, he was not
aware about the police presence and he was nabbed. He was asked about
Jitender, he initially told the police party that he does not know Jitender. On
sustained interrogation, he disclosed the actual name of Jitender as Shrikant
@ Bappi who is his younger brother. He disclosed that Shrikant is residing at
A-27 Nizamuddin Servant Quarter. Proper search was made and Shrikant was
found on the roof.
On sustained interrogation cash Rs.2,65,400/-, a diamond necklace and
earring (Bunde) worth Rs.3,00,000/-, one diamond ring with Rs.80,000/- and
three gold and diamond sets wroth Rs. 10 lacs were recovered at the instance
of the above mentioned accused. Further interrogation, reveals that Sushant,
Shrikant, Manoj R/o Malviya Nagar, Narender @ Papli S/o Hari Ram R/o
Masjid Moth made a plan to commit theft at the above mentioned residence.

South Extension part Delhi are at large.
On further interrogation it has came to light that Sushant Dass S/o
Nishakar Jaina R/o Village-Nadi PO Kurai Nadi Gaon P.S. Soro Distt Bala Soro
Orrisa was declared as PO in case FIR No.335/08 dated 15.04.08 u/s 381 IPC
P.S. Malviya Nagar. Sushant got himself employed at S-7 3rd floor
Pannchsheel Park Delhi with the fake name as Rahul @ Chikna and
decamped with cash and jewellery from that house. Further investigations are
continuing to unearth more details and to nab the remaining accused.
Staff involved in good work is being rewarded suitably.

GANG OF HARDCORE CAR JACKERS CRACKED WITH THE
ARREST OF FIVE DESPERATE CRIMINALS.
With the arrest of five desperate Car jackers/ Robbers namely
Mukesh @ Rajesh S/o Sumer Singh, Sonu @ AT S/o Jai Prakash,
Mukesh Kumar S/o Chander Bhan Dabas, Raj Malhotra @ Raj @
Karthik Sondhi S/o Late Pravesh Kumar Sondhi and Rakesh @
Bittoo S/o Rattan Singh Delhi Police /Outer District has cracked a
case of Robbery cum Car Jacking in the jurisdiction of Police Station
Begumpur, Delhi.
BRIEF FACTS:On dated 08/06/2011, SI Chetan No. D- 4980 along with
Const. Sachin No. 2544/OD and HC (Dvr) Chela Ram No.
1900/OD was on area patrolling duty in Emergency Response Vehicle
No. DL-1C-M-4020. While patrolling, SI Chetan reached at Xing of
sector 23/24, Rohini, Delhi where he met complainant Manish Kumar
S/o Shri Sanjay Sharma R/o 37-A, Gali No. 6, Chanchal park,
Najafgarh Road, Nangloi, Delhi who stated that he is a driver in Sky
Jet company and was driving WagonR No. UP-17-T-2549. After
dropping the passenger at Sector 23, Rohini, Delhi he stopped on
divider of Sector 23/24 and parked the car on the Road side and
started passing urine. Suddenly, a Haryana numbered white Maruti
Van came from behind and stopped in front of above said road side
parked car. Four unknown persons came out of the Maruti Van and
held the complainant. One of the accused person forcibly took the key
of WagonR car, Rs. 300/- and mobile phone of the complainant at gun
point and then they all dragged him inside the Van and then threw him
outside the car few distance away. One of the accused persons fled
away with the above said WagonR. Immediately, a case was registered
vide FIR No. 137/11 dated 09/06/2011 u/s 392,397,365/34 IPC at PS
Begumpur, Delhi and the investigation was handed over to SI Jitender
Kumar as per the order of SHO/Begumpur.
INVESTIGATION:During the course of investigation, the position of the above said
robbed WagonR car was found to be in Kanjhawala DTC depot on
Ghevra Road
through GPS system installed in the said car.
Immediately, a team under the supervision of ACP Shri Dhanvir Dutt
was constituted comprising of Insp. C. L. Meena (SHO/Begumpur),
Insp. Lalit Kumar (Insp. ATO), SI Madan Lal Meena No. D-3974,SI
Chetan No. D-4980, SI Jitender Kumar No. D-4163, HC Raj Singh
515/OD, Const. Vijay Singh No. 1540/OD, Const. Chand Ram No.
1180/OD, Const. Rambir No. 868/OD, Const. Sunil Kumar No.
1001/OD, Const. Pawan Kumar 1376/OD and Const. Dvr. Tunda Ram
No. 1892/OD along with complainant to apprehend the robbers and
recover the robbed the WagonR and other robbed articles. A trap was
laid at Madanpur Road and Ghevra Road. After some time, on the
identification of the complainant, a WagonR car was spotted coming
from vacant plots of Industrial area of Kanjhawala on Kuccha Road
behind DTC depot, Kanjhawala, Delhi. The WagonR car was stopped
with the help of raiding party and it was found five unknown persons in
the possession of the said Wagon R car. All the unknown persons were
overpowered and on the instance of the complainant it was confirmed
that the unknown five persons namely Mukesh @ Rajesh S/o Sumer
Singh, Sonu @ AT S/o Jai Prakash, Mukesh Kumar S/o Chander Bhan
Dabas, Raj Malhotra @ Raj @ Karthik Sondhi S/o Late Pravesh Kumar
Sondhi and Rakesh @ Bittoo S/o Rattan Singh were found to be
involved in the execution of above said Carjacking/ Robbery. Thorough
search of each and every accused was conducted and the robbed
mobile phone Reliance No. 9310514031was recovered in damaged
condition. Two country made Pistol with six live cartridges also from
their possession.
While in police custody the accused persons disclosed that they
met each other in Tihar Jail and in jail they conspired to constitute a
gang in an organised manner and after their release, accused Mukesh
Kumar Dabas invited all other accused persons to his house at H.No.
364, VPO- Kanjhawala, Delhi and said that they will operate their gang
from this place and will commit crime keeping this place as their
meeting point. He said that all accused persons will stay their
permanently and will operate their gang from the house of accused
Mukesh Kumar Dabas at VPO-Kanjhawala. After that, they arranged
one pistol, one desi Katta and six live cartridges to be used in
committing several offences.
PROFILE OF ACCUSED:1. Mukesh Kuamr Dabas S/o Chander Bhan Dabas R/o H. No. 364,
VPO Kanjhawala, Delhi aged 34 years. He is 9th Standard passout from Haryana Shakti Senior Sec. School, Kanjhawala, Delhi.
He has three sisters, father suffering from Asthma and mother
namely Salawati suffering from diabetes. He is involved in case
FIR No. 28/03 u/s 302,365,201/34 IPC PS Uttam Nagar, Delhi.
2. Mukesh @ Rajesh S/o Sumer Singh R/o Village Sankrod, VPO
Bhond, Distt. Bhiwani, Haryana, aged 31 years. He is 10 th
standard pass-out from Govt. School Sector 2, Rohini, Delhi. His
parents work at his native village Sankrod, Distt. Bhiwani,
Haryana. He has one brother and working as a security guard at
village Manesar (IMT), Haryana. He is involved in sixteen cases
in various Police Stations of Delhi. (List attached).
3. Sonu @ AT S/o Jai Prakash R/o H. No. A-21, Nand Gram, Deen
Dayalpuri, Gaziabad, UP aged about 29 years. He has studied up
to 8th class from Govt School, Trilokpuri, Delhi. He has one
brother and one sister. He is working in Car workshop at
Trilokpuri, Delhi. He is involved in nine criminal cases. ( List
attached).
4. Raj Malhotra @ Raj @ Karthik Sondhi S/o Late Parvesh Kumar
Sondhi R/o 11/28, Geeta Colony, Delhi aged 24 years. He has
studied up to 10th class from Govt School, Geeta Colony, Delhi.
He has one sister. He is working in Tent house. He is involved in
two other criminal cases. (List attached).
5. Rakesh @ Bittoo S/o Rattan Singh R/o 20/4, Gali Nand Lal Bagh
Mandi, Karawal Nagar, Delhi aged 41 years. He has studied up to
11th class from Govt School, Shahdra, Delhi. He has two
brothers. He is working as a compounder at a pvt. Clinic. He is
involved in eighteen criminal cases. (List attached).

 TWO PERSONS INVOLVED IN TRAFFICKING OF
HEROIN APPREHENDED.

 PRICE OF HEROIN IN INTERNATIONAL
MARKET APPROXIMATELY RS. 4.25 CRORES.
A team of officers of the Crime Branch led by Inspr.
Kuldeep Singh and consisting of SI Rajbir Singh, HC Parvinder
Singh, Const. Jai Parkash, Ct. Kheta Ram and Const. Sandeep
under the supervision of Addl. DCP Sanjay Bhatia have
apprehended two drug traffickers involved in trafficking of
drugs and have recovered 4.2 Kgs Heroin. The Heroin
recovered is worth Rs. 4.25 Crores (Approximately) in the
International Market.
Information was received on 09/06/2011 by SI
Rajbir that two drug traffickers involved in trafficking of Heroin
in Delhi would come near Indraprastha Park, Sarai Kale Khan,
New Delhi to meet a contact. A trap was laid and two persons
were apprehended. They were identified as i) Amir Khan @
Nahru (aged 36 years) s/o Ajij Khan r/o Mohalla Kasba Qazi
Pura, near Mullaon-ki-Masjid PS Kasba Qazi Pura, Distt. Sihor,
Madhya Pradesh and ii) Mohammad Shahid (aged 40 years) s/o
Abdul Shakur r/o Bazar No. 4 near Mosque, Ramganj Mandi,
Distt. Kota, Rajasthan. 4.2 Kgs Heroin was recovered from
their possession. A case under the appropriate sections of the
NDPS Act was registered.
Both the accused persons were subjected to
intensive interrogation. During interrogation they disclosed
that they procured heroin from Mandsaur in Madhya Pradesh.
Both have earlier involvement of trafficking in drugs in
Rajsthan.
Further investigation is in progress.

Amir Khan @ Nahru (aged 36 years) s/o Ajij Khan r/o
Mohalla Kasba Qazi Pura, near Mullaon-ki-Masjid PS
Kasba Qazi Pura, Distt. Sihor, Madhya Pradesh –In 1999
he was apprehended in Jaipur, Rajasthan for having 1 Kg
Heroin in his possession and was convicted. He came out
from Jail in the year 2009 and again started supplying
Heroin.

Mohammad Shahid (aged 40 years) s/o Abdul Shakur r/o
Bazar No. 4 near Mosque, Ramganj Mandi, Distt. Kota,
Rajasthan - In 1998 he was apprehended in Jaipur,
Rajasthan for having 1.7 Kg Opium. He was acquitted. In
the year 2004 he was again arrested in Rajasthan for
possession of Heroin. He is on bail and facing trial in this
case.

drugs and have recovered 4.2 Kgs Heroin. The Heroin
recovered is worth Rs. 4.25 Crores (Approximately) in the
International Market.
Information was received on 09/06/2011 by SI
Rajbir that two drug traffickers involved in trafficking of Heroin
in Delhi would come near Indraprastha Park, Sarai Kale Khan,
New Delhi to meet a contact. A trap was laid and two persons
were apprehended. They were identified as i) Amir Khan @
Nahru (aged 36 years) s/o Ajij Khan r/o Mohalla Kasba Qazi
Pura, near Mullaon-ki-Masjid PS Kasba Qazi Pura, Distt. Sihor,
Madhya Pradesh and ii) Mohammad Shahid (aged 40 years) s/o
Abdul Shakur r/o Bazar No. 4 near Mosque, Ramganj Mandi,
Distt. Kota, Rajasthan. 4.2 Kgs Heroin was recovered from
their possession. A case under the appropriate sections of the
NDPS Act was registered.
Both the accused persons were subjected to
intensive interrogation. During interrogation they disclosed
that they procured heroin from Mandsaur in Madhya Pradesh.
Both have earlier involvement of trafficking in drugs in
Rajsthan.
Further investigation is in progress.

the year 2004 he was again arrested in Rajasthan for
possession of Heroin. He is on bail and facing trial in this
case.

SOUTH EAST DISTRICT.
Police Station Jamia Nagar of South East Distt. organised a summer camp of
two weeks in collaboration with Jamia Nursery School and imparted training of selfdefence to 50 Muslim girl students of class 8 to class 12. ‘SHIKHAR’, an NGO which
works for social developments/upliftment of children and women belonging to lower
strata of society, co-ordinated this programme. The most important feature of this
programme was that all the 50 girl students were from Muslim community. The
parents in Muslim community often do not allow their daughters to participate in
such kind of activities but the local police, with the active participation of Jamia
Nursery School management, after due deliberations, convinced the parents of
these girls to allow them to participate in self-defence programme.
On the occasion of closing ceremony of aforesaid programme, these girls
demonstrated their skills of self-defence before a massive gathering including Sh. Ajay
Chaudhary, Addl. CP/SED, Sh. Data Ram, ACP/NFC, Sh. Satyavir Dagar, SHO/Jamia
Nagar, Sh. Sunil Kumar Singh, SHO/New Friends Colony, Smt. Parveen Khan, Principal
of Jamia Nursery School, Sh. Ikram Khan Suri, President of SHIKHAR, Sh. Aditya
Ghadiyal, Vice-president of SHIKHAR, Sh. Nadeem Khan, General Secretary of
SHIKHAR, Smt. Nasreen Khan, Treasurer of SHIKHAR and parents of all the
participating girls. It was a proud moment for all the parents to see their girls
performing brilliantly when they demonstrated breaking of stone slabs with punches
and kicks. This programme was organized by Police Station Jamia Nagar with a view
to bridge the gap and to inculcate a sense of faith and friendship between the police
and the public. The parents appreciated the initiative taken by local police in
organizing such kind of summer programme for their children. The programme
succeded in instilling a feeling of self-confidence & strength amongst the girls. Addl.
CP/SED congratulated the girls on learning such difficult skills and also congratulated
and thanked the parents for allowing their girls to participate in such kind of
initiatives in spite of certain social constraints.

OF PS GOVINDPURI ARRESTED
With the arrest of a Bad Character of PS Govindpuri, Abid @ Guddu
s/o Riyazuddin R/o B-1139, B Block, Transit Camp Govindpuri, Delhi age25 years, the Anti Auto Theft Squad, South-East Distt has recovered one country
made pistol and two live cartridge .315 bore, one M/cycle and five stolen mobile
phones.
TEAM AND INVESTIGATION:
In order to curb the incidents of auto theft in South East Distt and other
parts of the city, a team of AATS/SED was constituted under the supervision of
ACP/Ops. Sh. V.K. Kalia comprising of
Insp. Bal Krishan Badola, In-charge
AATS/SED, HC Sunil Gaur, Ct. Ravinder and Ct. Vipin to develop intelligence
regarding such gangs operating in the district. On 9.6.11 at about 06:00 PM HC Sunil
Gaur received some credible information through a secret informer that one Abid @
Guddu who is a desperate criminal would come at Shamshan Ghat Kalkaji on a motor
cycle for committing some crime. It also came to notice that Abid @ Guddu would
be in possession of illegal arms and ammunition. On this, the team was briefed and
deputed near Shamshan Ghat Kalkaji. At about 07:30 PM one person came to main
gate Shamshan Ghat Kalkaji on M/cycle No. DL7SAX-2496 Hero Honda Splender who
was signaled to stop but he tried to flee away but the police staff managed to
apprehend him. On search, one country made pistol and 2 live cartridges .315 bore,
five stolen mobile phones and one motor driving licence in the name of Basim issued
by Transport Authority Kanpur were recovered from his possession. A case vide FIR
No. 196/11 u/s 25/54/59 Arms Act and 3/181 M.V.Act was got registered against him
at PS Kalkaji, Delhi and investigation carried out.
INTERROGATION AND MODUS OPERANDI:
On sustained interrogation accused disclosed that he is illiterate and
un-employed and was working with a motor mechanic. His father Riyazuddin is a
carpenter and he is having one younger brother and a sister. His brother is working
at a tyre puncture shop and belongs to a poor family. In the company of anti social
elements in order to make a fast buck he got involved in robbery, pick pocketing
etc. He often used illegal weapons for the
purpose of robbery. He also disclosed that during pick pocketing, he used to get
many mobile phones which were sold at Gaffar Market, Karol Bagh. He is having a
gang of pick pockets who are involved in pick pocketing at different bus routes in
South East District. Many cases in this regard have been registered against him at
different Police Stations of South East District, New Delhi. Fearing that police would
locate him he had shifted to 12/22 Chorha Village, Noida in the house of Ravinder.

Transparency in Traffic Police working: Powers of Head Constable of
Traffic Police Specified,
Head Constables not competent to issue any challan beyond Rs.100 per
violation,
Head Constables not authorised to stop and prosecute any commercial
vehicle for traffic violations.
There have been some complaints of misuse of prosecution powers by
Traffic Police officials upto the rank of head constables. These complaints
related to threat by traffic officials of prosecution with fines upto Rs. 1,100/- and
later on unauthorised compounding of these offences by charging money illegally
and unauthorised stoppage, prosecution and harassment of commercial vehicles.
To do away with all wrong practices by traffic officials upto the rank of
head constable, a fresh order has been issued specifying the powers of head
constable on motorcycles and at traffic intersection points. According to new
order, head constable can prosecute certain class of vehicles for certain traffic

The effect of fresh order issued by Traffic Police is that no head constable
of Traffic Police will be able to issue any challan for more than Rs. 100 for each
violation. Head constables will also not able to stop and prosecute any
commercial vehicle for any traffic violation. If head constable notices any
violation by commercial vehicle, he can ONLY fill-up violation slip and get notice
issued through Notice Branch of Traffic Police.
These instructions are being brought to the notice of all road users so that
they are aware of the rules of working of Traffic Police and if any violation of
these instructions is made by any Traffic Police official, the matter can be brought
to the notice of senior officers. People can use Delhi Traffic Police website:

written complaint for any grievance against misuse of powers by Traffic Police

people visit them to us the facilities available in such places including e-mail
facility.

And whereas it has come to notice that certain criminal anti-social
elements/terrorists are using these facilities to mislead the
security/investigation agencies, create panic in the public, endanger the
security of VVIPs and Govt. Institutions, and help in the terrorist activities
directly affecting the security of the State.

And whereas it is necessary to take speedy measures in this behalf to
prevent danger to human life or safety, to thwart/prevent terrorist
activities, which may affect the security of the State and disturbance of
public order and tranquility.

Now, therefore, in exercise of the power conferred upon the

1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s

Make an entry in the handwriting of the visitor/user mentioning
name, address, telephone number and identity proof. The
visitor/user shall also sign the register kept for this purpose;

The identity of the visitor/user shall be established through
identity card, voter card, ration card, driving license , passport and
photo credit card( any one of them);
V.
The users of cyber café are photographed on continuous basis
and a record of the same is maintained properly by the owner of
Cyber Café.
VI.
Activity server log should be preserved in main server and its
record should be preserved for at least six months;

If any activity of the visitor is of a suspicious nature the owner of
Cyber Café will immediately inform the police station; and
VIII.
Record be maintained about the specific computer used by the
person.

Whereas, a large number of people sell and purchase second hand vehicles
including Motor Cycles, Scooters and Cars I Delhi through dealers engaged
in this profession.
2. And whereas, it has been noticed that the Second Hand Vehicles are
commonly sold without filling all the columns especially date of transaction
of Form No. 29 and Form No. 30(Part-I-II) thereby resulting in transfer of
vehicle to number of purchases before the actual transfer of the vehicle in
the record of Transport Authority. This is to circumvent the requirement of
Section-50 of the motor Vehicle Act, 1988, that the fact of transfer of
vehicle should be reported to the Transport Authority within 14 days for
local transfer and 45 days for inter-district transfer.
3. And, whereas, it has been noticed that the stolen vehicles involved in
crime are sold to several purchasers through dealers/agents of Second
Hand Vehicles. Such second hand vehicles are likely to be used for
commission of various type of crime like robbery etc. and may be used even
in terrorist activity.
4.And , whereas, it has also been observed that the record of seller and
purchaser are nor kept by the dealers or agents engaged in the business of
facilitating sale and purchase of Second Hand Vehicles making it difficult for
the investigation agencies to identify the criminals involved in such crimes.
5. And, whereas, it is rendered imperative to put regulatory check on the
vehicle dealers who deal in sale and purchase of Second Hand Vehicles so
that the anti social elements may not use them to sell the stolen vehicles
through them and it is felt that immediate action is necessary in this regard.
6. Now, therefore, in exercise of the powers conferred upon me by virtue of
Sec 144 Cr.P.C, 1973 (No.2 of 1974) read with Govt. of India, Ministry of
Home Affairs, and New Delhi’s Notification No. UI-11036/(i)UTL, dated
09.09.2010, I Bishen Mohan Asstt. Commissioner of Police , Sub Div.

such vehicles dealers who deal in sale and purchase of second hand

b. Ensure that form no 29 and form no. 30 and the delivery letter are
duly filled with clear mention of the date of transaction.
c. Affix photographs of the seller and purchaser on the register.
d. Keep copies of identification documents like election card , ration
card, PAN Card Driving license etc. as well as copies of form 29, form
30 (Part-I&II) and delivery letter for access by the police as and when
required.

Whereas a large number of complaints are being received that
people purchasing liquor from liquor vends often start consuming the same
it in front of the liquor vend and at other public places. Vendors selling
eatables and juices, at time, also station themselves unauthorizedly outside
liquor vends which further facilities this undesirable activity. Sometimes,
Baratis of marriage processions also openly drink liquor etc. On the roads
while the Barats are moving. Drinking in public is a nuisance with a serious
potential to result in brawls and quarrels causing serious injuries/death and
damage to public and private property. This affects the peace and
tranquility of the area and creates problems in maintaining law and order.
It is also a punishable offence under section 40 of the Delhi Excise Act, 2009
(Delhi Act 10 to 2010).

And where it is necessary to take speedy measures in this regard to
prevent danger to human life of safety and to thwart/prevent un-toward
incidents which may affect the peace and tranquility of the area.

Now, therefore, in exercise of the power conferred upon me by
section 144 Criminal procedure Code 1973 read with Govt. of India,
Ministry of Home Affairs, New Delhi’s Notification No. F-11.36/1/2010-UTL
DATED 09.09.10, I, Bishan Mohan, Asstt. Commissioner of Police , Sub
Division Bawana Outer District,Delhi do hereby make this written order for
strict compliance by the owners of such liquor vends in the entire area of
Sub division Bawana, Outer District,Delhi:a) Install CCTV with sufficient number of cameras and recording system
to cover upto 50 meters and in front of the shop. The CCTV should
monitor anyone consuming liquor or facilitating consumption on
liquor or any unauthorized vendor stationed in the coverage area.
b) This CCTV system should become operational within 45 days from
the date of issue of this order.
c) The recording system shall preserve a digital record of CCTV
coverage for not less than 10 days.
d) The vend owner or his agent shall cause to copy the CCTV coverage
on a CD and handed over to the police whenever demanded.
e) Before starting sales for the day , the Manager of the liquor vend
should ensure that the CCTV system is in proper working order and in
case any defect is noticed, immediate action to get it rectified should
be taken . An entry should be made in the register and intimation in
writing should be sent to the Police Station simultaneously to be got
duly received from the Duty Officer of the Police Station mentioning
Daily Diary Number on the intimation.
f) During the course of monitoring of the CCTV System, the Manager or
anyone specially designated by the Manager for real time monitoring
of the CCTV shall immediately inform the Police Control Room at
telephone no. 100 and also the nearest Police Station in case any
illegal drinking in public or unauthorized vendor is noticed in the
CCTV coverage area.
g) The vend owner shall display prominently at least two bilingual sign
boards mentioning that drinking in public place is an offence and
standing of unauthorized vendors outside the liquor shop is strictly
prohibited . Telephone number or nearest Police Station shall also be
mentioned on the sigh boards.
4. This order shall come into force with effect from 5.6.2011 shall remain
in force for a period of 60 days i.e. up to 4.8.2011 (both days
inclusive)unless withdrawn earlier.

commonly sold without filling all the columns especially date of transaction of Form No. 29 and
Form no. 30 (Part- I & II) thereby resulting in transfer of vehicle to number of purchasers before
the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent
the requirement of section 50 of the Motor Vehicles Act, 1988, that the fact of transfer of
vehicle should be reported to the Transport Authority within 14 days for local transfer and 45
days for inter-district transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime
are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second
hand vehicles are likely to be used for commission of various type of crime like robbery etc.
and may be used even in terrorist activity.

And whereas, it has also been observed that the record of seller and
purchaser are not kept by the dealers or agents engaged in the business of facilitating sale
and purchase of Second Hand Vehicles making it difficult for the investigation agencies to
identify the criminals involved in such crimes.

And whereas, it is rendered imperative to put regulatory check on the
vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social
elements may not use them to sell the stolen vehicles through them and it is felt that
immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by the virtue
of Section 144 Cr.P.C, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home
Affairs, New Delhi’s Notification No. U-11036 (i) UTL dated 9/9/2010, I, Mehar Singh,
ACP/Defence Colony do hereby make this written order that all such Vehicles dealers who
deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars
in the jurisdiction of Sub-Division, Defence Colony, South District, New Delhi shall:a). Maintain a register of sellers and purchasers of all the transactions of Second Hand
Vehicles.
b). Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of
the date of transaction.
c).
Affix photographs of the seller and purchaser on the register.
d). Keep copies of identification documents like election card, ration card, PAN Card, driving
license etc. as well as copies of Form 20, Form 30 (Part-1 & II) and Delivery Letter for access
by the police as and when required.
e).
Inform the nearby police station if the seller or buyer is found suspicious.
These orders shall come into force with effect from 09.06.2011 shall remain in force for a
period of 60 days i.e. up to 07.08.2011 (both days inclusive) unless withdrawn earlier.
Any person dealing in business of sale and purchase of second hand vehicles as dealer or
agent who contravenes this order shall be liable to be punished in accordance with the provision of
Section 188 of the IPC.
As the notice cannot be served individually on all concerned, the order is hereby passed
ex-parte. It shall be published for the information of the public through the press and by affixing

AUTO LIFTER NABBED
 THREE STOLEN VEHICLES RECOVERED
 THREE CASES OF MV THEFT WORKED OUT.
With the arrest of desperate criminal Nand Kishore @ Naneh
s/o Devi Sahai r/o JJ Colony, Sector- 16A, Dwarka, New Delhi aged 21
years, South-West Distt. Police has worked out three cases of MV theft.
One case is of North-East Distt and two cases are of South West Distt. Three
stolen Motor cycles have also been recovered.
GIST OF CASE
A team comprising SI Nanag Ram,HC Bijender No. 32/SW
and Ct. Zafar No 891/SW under the leadership of Insp. Naresh Kumar
SHO/Dwarka North and under the supervision Of Sh. Samay Singh ACP/
Dwarka, was deployed to collect intelligence about the gang of autolifters
and thus enchanced area patrolling. On 09/06/11 the team was doing
checking of suspected vehicles at JJ Colony Sec.16A Dwarka. At about
7.15PM a motor cycle came from Pipal chowk side and the same was
signaled to stop by the police party as he was without helmet. He instantly
stopped the M/cycle at some distance and endeavoured to slip from the spot,
finding the matter suspicious the police party swung into action and
overpowered him. Verification in the context of his motorcycle No. DL-4
SND- 3740 was effected and the motor cyclist was asked to produce the
documents of motor cycle but he failed to produce the same. On being
checked from ZIPNET the same has found stolen one vide FIR No. 117/11
date 6.5.11 P.S Binda pur. Accused confessed his crime and was arrested.
INTEROGATION AND MODUS OPERANDII
Accused was subjected to sustained interrogation, who revealed that
he is a autoliftrer and has stolen M/cycles from the different areas of Delhi.
In pursuant of the confesson, all out efforts were made and on his instance
two stolen M/cycles DL 9SAA-6965 and DL5SU-3189 have also been
recovered. The recovered m/cycles have been linked up with the MV theft
cases of PS Palam Village and PS Gokul Puri.
NAME AND PROFILE OF ACCUSED ARRESTED
Nand Kishore @ Naneh s/o Devi Sahai r/o JJ Colony, Sector- 16A, Dwarka,
New Delhi, is a drug addict and illiterate . His father is labourer and has no
control over his nefarious activities. In 2009 he was arrested in a burglary
case of PS Bindapur and since then his activities are unabated.

6.5.11 P.S Binda pur.
