Meeting began with self-introductions.
Approved 9/28/04 meeting minutes with following amendments:
1. Revision to Chair’s report – Barry Lin: Past NC Chair will serve one-year Advisor; elected
Advisor will serve two-year term limits while Honorary Advisor (i.e., Mr. Y.C. Yang) has no
time/term limit. More discussions under New Business: Advisors.
2. Typo correction to Chui-Fan Cheng.
Chair's report – Barry Lin
 To support NY Chapter‘s 2005 AAEOY.
 SF is to pass on a CD to NY. DFW is to pass on the 2002 CD to NY as well.
 Fund raising is critical to the success of AAEOY.
Vice Chair's report – Ted Lee
 Would like to continue discussion on forming the new Chapter: DECA.
 Participated in Future City activity during the E-week.
 Completed the registration in New Jersey and needed 15 months to complete 501 © 3.
Secretary’s report – Su-Syin Chou
 To send in any updates on the NC 04/05 Directory and 2003 year book.
Treasurer’s report – James Lee
 Current Balance: $5,858.00 (with a loan $10k to SF Chapter, which will be returned with an
interest of $500).
SATEC reports – Wen Lin
 Due to SARS outbreak last year, SATEC would be held on 4/18/04 for 10-days.
 With 62-63 participants in 7 groups; followed the same format with an exception that China
Executives would join the talks.
METS planning reports – Tim Chen (reported by David Fong)
 With lots of planning, no clear directions were give; yet to finalize topics, section chairs/speakers
soon; announcements to come. Will celebrate its 40-years of history during the 20th METS 2004.
 It’s 8 groups planned this time.
EWeek (AAEOY Award Banquet) Planning report – Barry Lin/David Fong
 2004 AAEOY awarded to 14 recipients. Reminded that financial supporters are listed in the
AAEOY program; treasurer is to control budget. Planning Committee consisted of 20 people to be
responsible for the assigned tasks: media, hotel reservation, floor management, information
collection, fund raising, etc.
 Approved Thomas Wu to represent in E-Week Finance Committee for a three-year term (7 out of
10 Board members have the voting right). CIE is a sub-Committee with $7500 (will increase to
$10k) contribution to E-Week. Ted Lee (as a NC Chair) will serve in Steering Committee and
Working Staff Committee (one-day before the E-Week).
 There are five activities: Zoom into Engineering, Future City (FC), New Faces Reorganization,
Connecting World, and Introduce a Girl to Engineering.
 Chein-Chi has participated in FC; suggested to invite regional winners (From FC) to AAEOY.
2003 Yearbook
 To publish NC Yearbook yearly. SF will put it together once all information is collected.
Web Site
 To post AAEOY photos on the website.
Proposed new DCEA Chapter (Move up from the 2nd half agenda per Bill Lin’s request):
 DCEA (former OCA) participated 20 years ago; consists of three major vehicle companies; DCEA
has 501©3 now.
 Wen Lin suggested to accept new members application with over 2/3 votes.
 With many discussions exchanged, NC passed to open to new members.
 NC passed the motion: to extend previous Task Force (Wen Lin, Thomas Wu, Hsing Hsu and
Barry Lin) to next meeting to provide guildelines by 8/15 to accept new members. Guildlines
must include but not limited to process, evaluation criteria, role and responsibilities, existing
members separation.
 Motion passed to have Ted Lee as new member (to the Task Force) and Wen Lin will be the Chair
of the task force.
 DCEA is to turn in its application as a new member.
SEA Votes:
NC passed the motion that SEA would have 4-votes as its members are over 201 and SEA would pay
membership due based on no of votes.
NC Election results:
 New advisors are Barry Lin (1-yr.), and 5 elected ones (2-years): Wen Lin, Hsing Hsu, John
Huang, Thomas Wu, and Ray Chen.

Part II of the meeting was conducted by NC newly elected chairman – Ted Lee, Vice Chairman –
James Lee, Treasurer- Joe Jeng.
 The meeting begins with a confirmation of Mr. Shenchuan Lin to be General Secretary of NC of
2004.
 Ted Lee reports that Chinese Institute of Engineers in USA has been registered in NJ State as a
non-profit organization. The action was a follow up from the last NC meeting. However, Ted
suggested to postpone the 501 C (3) application due to the limited resources.
 The National Council Bylaws revision draft will be led by Wen Lin. The bylaws committee should
be formed by a representative from each chapter. There will be a new section on the new bylaws
on how to recruit a new NC chapter member. A new section of the bylaws should clearly depict on
the criteria how an external engineering organization can join CIE-USA to be a NC chapter
member.
 Barry Lin, Ted Lee and William Lin will help follow up with Detroit Chinese Engineers
Association (DCEA) for the interest to join CIE-USA as a new NC chapter.
 Barry Lin will give a few names, said no more than three, of S/F chapters who has helped leading
to the successful AAEOY 2004. This is in addition to the plaques to be made for the NC officers.
 Ted Lee reports that 2005 National Engineers Week Asian American Engineer of the Year Award
Banquet will held in NY/NJ on Feb. 26, 2005. Welcome all NC Representatives to attend. Hotel
will be decided.
 The next NC meeting will be at Albuquerque of New Mexico. The meeting will be jointly hosted
by New Mexico and OCEESA Area Chapters. If there is a setback, Dallas Chapter will backup.

2003 CIE-NY Activities Summary
 March: Jointly sponsored a seminar with Edison Chinese School on the investment strategy
presented by Dr. Joyce Huang.
 April: Co-sponsored the 2003 Wireless and Optical Communication Conference.
 May: Held a seminar jointly with Mount Jade on Taiwan’s needs in engineering talents presented
by Mr. Paul Wang.
 August: Organized a picnic in which several speakers were invited to speak on the personal
finance, writing and publishing books and biotechnologies.





August: Co-organized a farewell party for Ambassador Zhang Hong See.
September: Co-sponsored a conference on biotechnologies with Taiwan Economy Minister.
September: Held the annual convention in which we invited three University Presidents with
Cheng Kung University background and also hosted the 2003 National Council fall meeting.
November: Co-sponsored the 2003 ETIC conference.
December: Held a year-end party with a pre-party seminar given by four speakers on the career
growth, personal finance and how to join the mainstream to get involved in the US government
jobs.
2003 CIE- SF Activities Summary (from 09/03-02/04)
Each technical group continued holding its bi-monthly dinner talks. The EECS (Electrical Engineering
and Computer Science) group worked with San Jose State University and organized a Short Course
series together. This short course consists of 6 classes addressing industry hot topics. With many
positive feedbacks, it was decided to continue the short course for next year. Certificates were issued
and a celebration dinner was held as a token of appreciation to all speakers and volunteers at the end of
the course.
The award of the Asian American Engineers of the Year (AAEOY) and the annual Winter Conference
were combined and held on 2/28/04. That afternoon, started with the Chapter and group officers
transition of the year, scholarship award and then typical three parallel technical sections. The entire
evening was delegated for the award of the AAEOY. It ended with a great success and promised to
pass on all information on a CD for New York Chapter.
2003 CIE-Seattle Activities Summary
2003 Annual Convention (~200 attendees)
The Convention was held at the Hilton Seattle Airport & Conference Center on October 4th. The
theme of the Convention is “Technology without Borders”.

2003 CIE-New Mexico Activities Summary
Association of Chinese-American Engineers and Scientists of New Mexico (ACES-NM) 2003
Activities Summary
The ACES-NM greeted 2003 summer with a BBQ party and a seminar on “Identify Theft”. Dr. Martin
Dean Moore from Sandia National Laboratories (SNL) shared with us his professional knowledge on
how to identify and protect ourselves from “Identify Theft”. Dr. Moore’s personal experience as a
victim of identify theft made us even more realized how easy it is for anyone to become a criminal’s
target and how important it is to protect ourselves.
Following our summer activities we held a “Water Resource Seminar” in early fall to learn about the
water resource situation in New Mexico. Dr. Beiling Liu from New Mexico Interstate Stream
Commission presented us an overview of the Pecos River Decision Support System. Mr. Jeff Peterson,
a water resource project manager from New Mexico Bernalillo County Infrastructure Planning and
Geo-resource Department, also shared with us the results of the East Mountain Area water resource
investigations and regional water planning for complex hydrologic setting. We also had Dr. Dick
Thomas from SNL Critical Infrastructure Surety organization to talk about the Water Model in China.
To enable our members to share and learn more about emergent science and technology, the ACESNM formed three specialty groups in the winter of 2003. They are bio, nano, and IT groups. The bio
specialty group jump-started members’ interests and learning experiences by inviting Dr. Cao Hong
from Los Alamos National Laboratory’s Center for Human Genome Studies to talk about
“Understanding the Human Genome Project.” Dr. Cliff Han from the same Center also enlightened us
on the technologies behind the Human Genome Project.
Our nano specialty group also organized a “News from the Nano Front” seminar in January 2004. Dr.
Jun Liu from SNL Chemical Synthesis and Nanomaterials Department shared with us how his group
has learned from biology to discover new approaches to create nano-scal materials. Dr. Shawn-Yu Lin
from SNL Photonic Research Department also came to share with us his group’s newest findings on a
new class of light emitter , which is made possible by creating a 3-D metallic nano-structure photonic
crystal.
In late March we will have a spring party in which our members and their families will join together to
play tennis and soccer. Following the sprint party will be our annual meeting in mid April. We will
elect new board members and present scholarship awards at the meeting. In addition, we will have a
speaker from Intel to discuss with us project management in the global business environment.
Professor Steve Walsh from University of New Mexico will also come to share with us his
perspectives on the commercialization of nanotechnology. An expert from LANL will give a talk on
biotechnology.
The ACES-NM board and our specialty groups leaders would like to thank our members for their
strong support in the past year. Only with our members’ candid input and active participation we were
able to deliver so many successful events. We also thank our speakers for taking their times to share
with us their professional knowledge and area-of-expertise.

2003 OCEESA Activity Report
OCEESA is actively involved in the planning of 9th Mainland – Taiwan Environmental
Protection Conference, which will be held in Xian Jiaotong University at Xian, China from May 10 –
May 14. The conference includes three days technical sessions, one-day technical tour, and one-day
city tour. The conference provides technical exchange and social function among Chinese
environmental engineers and scientists. More than 400 participants from China, Taiwan, Hong Kong,
Singapore, Canada, and United States will attend this conference. After the conference, OCEESA
Officers will visit several China universities to discuss collaboration between OCEESA and them.
