SEXTON BURIAL PROCESSES AND PROCEDURES
The “Sexton,” is responsible for coordinating all burial procedures and activities between the
Utoy Cemetery Association and the Funeral Director, executors/executrix and family members
of the deceased, and burial equipment and services suppliers/sub-contractors, according to the
rules and regulations, contained in the “Utoy Cemetery Association, Inc. Burial Procedures and
Rules and Regulations” document.
The Sexton is appointed by the Board of Directors for a one year term, starting each January 1 st,
with a majority vote. The Sexton may be appointed for any number of successive terms by the
Board of Directors.
The Sexton is a volunteer and is not compensated, in any way, by the Utoy Cemetery
Association, Inc.
The Sexton shall adhere to the following burial processes and procedures:
1. When either:
1.1. An individual represents that they are a descendant of a relative of the Utoy Primitive
Baptist Church or an individual buried in the Utoy Cemetery, or
1.2. They want a previously allocated grave plot, that had previously been assigned for a
spouse, son or daughter, to be reallocated to another immediate family member, limited
to a spouse, son or daughter,
1.3. Then, the burden of proof that they are truly a descendant is upon the individual making
the request. That is, they must provide the necessary death and birth certificates, wills
and any other documentation needed to prove they are truly a descendant of said plot
owner.
2. The Sexton must review and approve that the individual has adequately proven ancestral
lineage and that that they are eligible for a grave plot assignment.
3. The Sexton will verify Association appropriate burial fees have been paid and cleared the
bank by calling the Treasurer. See Attachment H, for a list of Burial Fees.
4. Only after the above items 2 and 3 have been completed will the Sexton issue an Exclusive
Right of Interment Certificate assigning a grave plot.
5. The Sexton will then record the assignment in the cemetery records, designating the Land
Lots/Blocks/Space(s), or Family Plot, with description as to which grave plot(s), and the
adjacent marked, or unmarked grave plots, if any.
6. When a grave must be hand dug, the Sexton will perform the following duties:
6.1. Review the cemetery records to determine a vacant space, or visually inspect the
prospective family plot, and/ or locate a vacant grave, or side-by-side grave for a spouse,
son or daughter, if requested.

6.2. Probe the grave site(s) to determine if anything is already buried there, and locate the
adjacent caskets and/or burial vaults, using a at least a five foot long metal pointed
sounding rod.
6.3. Stake the four corners of the grave site to mark out a three (3) foot six (6) inches wide by
eight (8) foot long grave, using green or red string to fully define the grave boundaries.
A minimum of 2 or 3 inches must be allowed between adjacent caskets and/or burial
vaults.
6.4. Make photographs of the marked grave site(s), and print and retain with the cemetery
record(s), described in item 5, above.
6.5. Since the grave must be hand-dug and probed, contact Chad Millsap with Cardinal
Grave Service, 48 Industrial Park Circle, Lawrenceville, GA 30046 at 770-318-1864 to
dig and probe the grave (Cardinal Grave Service can also provide the Burial Vault and
the Burial Service items. See Item 9, below.).
6.5.1.1.
Otherwise, or in addition, the vault provider/contractor/sub-contractor will
dig the grave using a backhoe (assuming the backhoe can access the grave site,
and no adjacent headstones or graves will be harmed).
6.6. The grave must be dug to a minimum of five (5) feet deep, in order to prevent the burial
vault top from being exposed due to erosion. A six (6) foot depth is preferable on a hill
that is subject to erosion.
6.7. The Association almost always requires that all graves be hand dug, instead of excavated
using a backhoe that can damage adjacent graves and monuments. However, Chad has a
small backhoe, and he is very cognizant of the potential damage that they can cause and
is very careful in the use of same.
6.8. The dirt from the grave must be placed on a dirt sheet located next to the new grave for
use in refilling the grave, following the Memorial Service.
6.9. The open grave must be completely covered with boards and/or plywood that can
support up to 500 pounds, in order to prevent someone from falling into the open grave.
6.10.
Excess dirt from the grave must be properly disposed of, after the Memorial
Service, and the Association has a designated site on the property for this excess dirt to
be dumped and stored.
6.10.1. The designated excess dirt pile is located in the SW Quadrant, along the southern
fence line between the two sharp 90 degree bends, just off the Shed Road.
6.10.2. The dirt pile must be covered with waterproof tarpaulin(s), to prevent erosion of
the mud pile.
7. Burial vault installation includes the following steps:
7.1. The Sexton and the burial vault vendor will make arrangements for the burial vault
installation, according to the Utoy Cemetery Association, Inc. specifications.

7.1.1.
The Sexton will verify that the burial vault conforms to the Association
specifications, both at ordering time and delivery time.
7.1.1.1.
See Attachment C2, for examples of approved Burial Vaults.
7.1.1.2.
A steel or concrete Burial Vault is required for all burials to prevent the
grave site from sinking or collapsing while performing cemetery maintenance
7.2. The vault vendor will:
7.3. Deliver and install the burial vault
7.4. Provide, setup (before the Burial Service) and remove (after the Burial Service) the
following “Memorial Service Apparatus”:
7.4.1.1.1.
Vault lowering apparatus
7.4.1.1.2.
Ground cover
7.4.1.1.3.
Tent
7.4.1.1.4.
Chairs.
7.5. Lower the casket
7.6. Seal the vault (after the casket is placed inside)
7.7. Along with using the backhoe to:
7.7.1. Dig the grave (At least partially and if accessible without harm to other graves
and/or markers. Otherwise, must be hand dug.)
7.7.2. Backfill the grave (If accessible without harm to other graves and/or markers.
Otherwise, must be hand backfilled.)
7.7.3. Remove excess dirt to designated on-site designated storage location. (If the new
grave is accessible without harm to other graves and/or markers. Otherwise, must
be hand loaded into wheelbarrow or other transport vehicle.)
7.8. The same grave digging requirements contained in Items 6.6 through 6.10, and subparagraphs, applies whether the grave is hand-dug, or dug by a backhoe.
7.9. The Sexton is responsible for arranging a mutually agreeable time for the backhoe/hand
grave digging, the burial vault installation, and the delivery, set-up and removal of the
Item 7.4 “Memorial Service Apparatus”.
7.9.1. Additionally, the Sexton must be present for and oversee all these events.
7.10.
Missed appointments by the Sexton are to be made up from the Sextons own
resources, and are not the responsibility of the Association.
7.10.1. The Sexton’s financial obligation for missed appointments includes any penalties
and/or redelivery and/or changed appointment fees accessed by the Funeral
Director, vendors and/or sub-contractors.
8. Headstone Base and Headstone installation include the following steps:
8.1. The Sexton must mark the location for the headstone base foundation by staking the four
corners of the base foundation site, using green or red string to fully define the base
foundation boundaries.
8.1.1. See Attachment C1, for examples of approved Headstones.
8.1.2. The Sexton verifies that monuments are no wider than three feet for a single
grave, and that a slab is no wider than 3 feet wide by 8 feet long for a single grave.

8.2. The Sexton will arrange a mutually agreeable time for the headstone vendor to install the
headstone foundation, according to our specifications.
8.3. The Sexton is responsible for and must be present to oversee the base foundation
preparation and headstone base and headstone delivery and installation.
8.4. The Sexton will verify that the headstone foundation, headstone base and headstone
conform to the Utoy Cemetery specifications, both at ordering time and delivery time.
8.5. Missed appointments by the Sexton are to be made up from the Sextons own resources,
and are not the responsibility of the Association.
9. If no Funeral Director is involved in the vault installation and the memorial service set-up,
then a one-stop shop vault and graveside services vendor (including probing and hand
digging of the grave, refilling of the grave, and excess dirt removal, plus headstone) can be
utilized by calling:

10.1.
If the Association can waive having the grave dug by hand, then the backhoe

through Wilbert Burial Vault, Inc.

10.2.
Wilbert Burial Vault, Inc. will require the Utoy Cemetery Association, Inc’s. Tax
I. D. 58-1324108, in order to sell to the Association. They do not sell retail to
individuals or Churches, just wholesale to Funeral Directors and Cemeteries. However,
the Association does not have to establish a line-of-credit, if a member of the Cemetery
Committee is willing to use their own personal credit card for the vault and graveside
services, in the name of and for the Utoy Cemetery Association, Inc.
10.3.
Wilbert Burial Vault, Inc. does not sell headstones or get involved with the
installation of headstones.

Boards need to be placed over the newly dug grave until a truck comes to lower the vault that
is used in all burials to keep the ground from caving in. The casket fits perfectly in the vault and
will be lowered using a crank mechanism.
