Expression of Interest
Hiring of Consultants for designing and development of
a
Interactive Web site for Competition
Commission of India.
1.
The Govt. of India has received a grant from the World Bank –
International Development Fund (IDF) for a project on Capacity
Building and Technical Assistance for Competition Law & Policy in
India. Competition Commission of India, under the agreement of Grant
has to carry out activities of the project and intends to apply a portion
of this grant for the development and hosting an Interactive Website
for Competition Commission of India.
2.
Introduction
In line with the international trend and to cope up with changing
realities India enacted the Competition Act, 2002. The Central
Government has also established the Competition Commission of
India. The Competition Act through the instrumentality of the
Competition Commission of India seeks to prohibit, anti-competitive
agreements, Abuse of Dominant position by an Enterprise and to
regulate certain “Combinations”. The Central Government may also
make a reference and seek opinion of the Commission on the possible
effect of policy on Competition. A statutory authority may also seek
opinion on a
Competition on issues arising out of proceedings
pending before it.
-2The Competition Commission of India shall be prohibiting
Anti-competitive Agreements; Abuse of Dominant Position and
Regulation of combinations, through the process of ‘Enquiry’ besides
it shall advise the Central Government on competition policy.
Disseminating of all this wide range of information to the stakeholders
in the market including professional institutes and their members
besides the general public and
consumers is of vital importance and
this objective is inter- alia sought to be achieved through effective
communication tools including designing and developing an
interactive website for the Competition Commission of India.

Scope of Services:
The Consultant will design and develop an interactive website
to promote Advocacy and Awareness Building Programme on
competition concepts including issues incidental and attendant thereto.
The website will provide an electronic forum for achieving intensive
and extensive outreach by disseminating information, receiving and
reacting to public views on competition issues. The Consultant will be
responsible for content development, presentation, installation and
troubleshooting of the interactive website. The installation of website
will be at C.C.I.’s
Headquarter in New Delhi with facility of
branching out in the event of establishment of regional offices pursuant
to section 7(4) of the Act.

4.
Objectives:
The objectives of this assignment are :-
.
To provide data, research finding and references to interesting research
being done in all thematic areas of competition.
.
To mobilize diverse participants and build a large base of stakeholders
for
the competition advocacy and awareness building programmes.
.
To promote the collaboration between the judicial legal community,
researchers, policy makers, consumers, trade and business associations
and other functionaries dealing, inter alia, with competition policy
issues, case management techniques and international best practices on
competition issues.

To enable CCI staff, relevant policy makers and stakeholders to work
with
information from multiple sources in a cost and time efficient manner.
The
designated
officer
now
invites
eligible
consultancy
firms/organizations to express their interest in providing the above-mentioned
services. Interested firms/organization fully conversant with the job content,
submit information indicating that they are qualified to undertake the services
(brochures, description of similar assignments completed successfully,
experience in similar conditions, availability of appropriate skills among staff,
audited financial statements etc.) Experts may associate to enhance their
qualifications.

the World Bank Guidelines. “Selection and Employment of Consultants by
