(1) Amendment of the "Tokyo Metropolitan Government Ordinance on the Environment to
Secure the Health and Safety of Citizens of Tokyo" and its implementation regulations.
The proposed amendment would require home electric appliances retailers to label energy
saving performance of certain home electric appliances (air conditioners, electric
refrigerators, and TV receivers (CRT type)) when they are displayed at their stores in
Tokyo.
(2) Enactment of the "Standards for Comparative Assessment Methods on Certain Home
Electric Appliances” and “Labels which Show Energy-Saving Performance"
These proposed standards present the technical requirement for labelling.

Objective and rationale, including the nature of urgent problems where applicable: In
Tokyo, since the rate of CO2 emission from households is larger than that of Japan’s
average, there is the necessity to further reduce CO2 emissions from households through
dissemination of energy-saving electric appliances. Therefore Tokyo Metropolitan
Government proposes to introduce the labelling system.

Gazette) when adopted.
