TAC Decision
This Nodal Protocol Revision Request (NPRR) aligns the Nodal
Protocols with changes implemented from Protocol Revision
Request (PRR) 787, Add Non-Compliance Language to QSE
Performance Standards (formerly “Add Violation Language to QSE
Performance Standards”), approved by the ERCOT Board on
8/18/09, and addresses the exclusion of Generation Resource
Energy Deployment Performance (GREDP) during testing periods.
To align the Nodal Protocols with PRR787 and exempt Generation
Resources from GREDP calculation during testing and qualification
periods. Current Nodal Protocols also call for updating Ancillary
Service Schedule during qualification differently than when
monitoring Ancillary Service performance. This NPRR synchronizes
those updates to use the same timeline.
 On 11/16/10, the ERCOT Board considered NPRR256.
 On 6/7/11, a revised Impact Analysis was posted.
 On 6/22/11, a Cost Benefit Analysis was posted.
 On 6/23/11, PRS considered the impact assessment for
NPRR256.
 On 7/7/11, TAC considered the impact assessment for NPR256.
 On 9/1/11, TAC again considered the impact assessment for
NPRR256.
On 6/23/11, PRS unanimously voted to endorse and forward the
impact assessment for NPRR256 with a recommended priority of
2013 and rank of 26 to TAC. All Market Segments were present for
the vote.
On 6/23/11, it was explained that the Cost Benefit Analysis was
based on the assumption that implementation of NPRR256 would
avoid a staffing impact for ERCOT.
On 7/7/11, TAC unanimously voted to table the impact assessment
for NPRR256. All Market Segments were present for the vote.

Board Decision
On 9/1/11, TAC voted to recommend approval of the impact
assessment for NPRR256 as recommended by PRS in the 6/23/11
PRS Report – Impact Assessment. There was one abstention from
the Independent Power Marketer (IPM) Market Segment. All Market
Segments were present for the vote.
On 7/7/11, ERCOT Staff suggested that the impact assessment for
NPRR256 be tabled until all Phase 2 and 3 Parking Deck impact
assessments are ready for TAC consideration.
On 9/1/11, the impact assessment for NPRR256 was reviewed.
Concern was expressed regarding the Priority of 2013 and having to
wait until then for the implementation of NPRR256.
On 11/16/10, the ERCOT Board approved NPRR256 as
recommended by TAC in the 11/4/10 TAC Report.
