SCHEME FOR ALL INDIA INTER PARA-MILITARY FORCES
DEBATE COMPETITION
I.
Background
1.
The Protection of Human Rights Act 1993 enjoins upon the
Commission to
“… spread human rights literacy among various sections of
society and promote awareness of the safeguards available
for the protection of these rights through publications, the
media, seminars and other available means”.

In order to promote Human Rights awareness and spread
Human Rights sensitization among the personnel of the Para-military
forces, the NHRC has been regularly organizing an All-India debate
competition (in Hindi and English) on Human Rights issues every
year since 1996.
3.
To ensure maximum participation of Para-military personnel
from all over the country, Zone-wise Debate Competitions are
initially organized. In this regard, on the basis of the deployment of
various CPMFs, the country has been divided into eight zones. The
responsibility of organizing Zonal-level competitions in each of these
zones is assigned by the Commission to one of the CPMFs.

In the Zonal-level competition, two best teams from the Hindi
debate competition and two best teams from the English debate
competition are selected from each Zone to participate in the Semifinal round at Delhi. Thus, 32 teams shall be selected to compete in
the Semi-final round.
5.
From amongst these 32 teams, four best teams in each
category of language, with not more than two teams of a particular
CPMF, qualify for the Final round. Thus, 8 teams shall qualify for
the Final round.
II.
Level of Participation
6.
All central para-military personnel of and below the rank of
Senior Commandant/Divisional Security Commissioner are eligible to
take part in this debate competition.
III. Language
7.
The language of the debate shall be both Hindi and English.
IV.
Teams

A team would consist of two speakers, one speaking for the
motion and the other against the motion. Each CPMF shall field two
teams – one for the debate competition in Hindi and the other for
the debate competition in English.
V.
Duration
9.
Each competitor will be allowed five minutes to speak. After
four minutes there will be a warning bell. The Members of Jury are
at discretion to deduct marks in case a speaker does not stop after
five minutes.

Criteria for assessing performance of participants

Logic and reasoning – 10 marks
10. The total of average marks awarded by the Members of the
Jury to both the candidates of a team shall determine the
performance of the team.
VII. Prizes
(a)
Zonal level competitions
11. Prizes shall be awarded to the teams securing 1st, 2nd and 3rd
positions in each of the two language categories. The teams
securing first and second positions in each language shall be
selected for semi final round of the competition.
12. Expenses towards tea/refreshment and prizes would be borne
by the organizing CPMFs at Zonal levels.
13. It is the responsibility of the CMPFs selected for organising the
Zonal level competition in their respective zones to complete these
competitions within the deadline as communicated in this regard.
Subsequently, the results shall to be conveyed to the CPMF selected
to host the semi-final and final rounds of the competitions at New
Delhi. A copy of the results compiled at the zonal level should also
be sent by the respective zones to the nodal officer at NHRC

Semi final/Final round of the competition
14. From amongst the teams competing in the Semi final round,
four best teams in each category of language, with not more than
two teams of a particular CPMF, would qualify for the Final round.
The criteria of assessment of performance shall remain the same as
indicated above.
15. On completion of the Final round, four individual prizes (1st,
2nd, 3rd and consolation) would be given to the best four speakers in
each language. In addition, the Rolling Trophy shall be awarded to
the CPMF whose team/teams secure the highest marks in the final
round of the competition.
16. The expenditure for meeting expenses of mementoes to
judges, prizes to awardees, charges for printing of certificates, etc.
will be borne by NHRC. The Commission will also make some token
contribution towards refreshment charges in the Final round of the
competition.
VIII. Members of Jury
(a) For Zonal-level Debates
(i)
Hon’ble Member from NHRC or State Human
Rights Commission of concerned State/adjacent State, or
a retired Judge of Supreme Court/High Court, or a senior
serving or retired civil service officer, not below the rank
of Joint Secretary to Govt. of India.
(ii) A serving or retired senior Police officer not below
the rank of IG/ eminent person in the field of Human
Rights.
(iii) A senior Police officer from NHRC (Investigation
Division)/ State Police officer, not below the rank of DIG.
(b) For Semi-final/Final round
(i)
Hon’ble Chairperson/Member NHRC, or a senior
serving or retired Civil Service Officer, not below the
rank of Addl. Secretary to the Govt. of India.
(ii) A serving or retired senior police officer, not below
the rank of DG.
(iii) An eminent person in the field of Human
Rights/Media/Faculty Member of a University.
