Update NNAPF—Carol Hopkins: NNAPF Renewal Framework: NNADAP Website: NNADAP history includes 1980 Review Renewal Framework process: had most involvement of First Nations; partnership between AFN, Health Can, NNAPF; all had a voice in renewal; collecting information; based on regional needs assessments; regional forum in Feb 2012; Community is the focus, not just residential treatment and community-based workers; everyone is effective; police, social welfare, social assistance in communities; Social determinants of health , community development is part of framework; way to collaborate within the communities; Elements 1, 2, 3, Community development (new pieces) everyone working together; Prevention will not do it all; Element1 Health Promotion; Element 2—Early Identification, Aftercare Development of community capacity building; Element 3—Secondary Risk reduction. Element 4—Treatment; Element 5—Specialized Treatment—mental wellness broader strategies; mental illness; Element 6--Care Facilitation—links between systems; how to support clients across systems; Withdrawal Management—part of the provincial; workers are forced to deal with; how do we deal with care of client with these needs; National treatment strategy—mainstream strategy—has many same components as the NNADAP framework; provincial strategy priority fit with NNADAP framework and regional assessments; provincial received F.N. funding; services (LHINs) should address FN priorities in areas; Renewal Leadership Team: Structure by leadership skills; co-chair NNAFP and AFN, monitoring and advising Board members expectations to bring items/issues to the attention of Team; What would happen if Ontario did not rejoin; examples of where NNAPF linked with provincial strategies ie, Manitoba School based, Ontario CAMH Renewal Framework—Infrastructure other part of the framework; supporting elements; ORAPC Minutes – Monday, October 15, 2012 Page 2 of 4 (APPROVED ORAPC January 16 & 17, 2013) ONTARIO REGIONAL ADDICTIONS PARTNERSHIP COMMITTEE Minutes – Travelodge Hotel Airlane 698 Arthur Street West, THUNDER BAY, Ontario Monday, October 15th, 2012 Priority of areas of implementation: Priority 4: Workforce Development Strategy—development of Clinical Supervisor guidebook, National salary review and development of job descriptions; no new dollars to implement renewal framework; look at how we are providing services and change them; ie, treatment services opportunity to re-profile; some funding has come for salaries but have not been received by workers; intended to improve wages in the region; Seeking ideas how to advocate for funding to improve salaries; cannot force communities (incentives) to give to workers. Provincial integration—HISF funding, Transitional, Mental Wellness/Addictions workers; LHINs aboriginal priorities; Cultural supports/competencies. National Advisory Council Structure on PDA: Regional PDA Committee--Tracy Antone—Ontario representative 3. Discussion on the Sub Committee on development of Assessment tool. Discussion on need for Intake Assessment tool for Treatment centres. Presently some treatment centre require ADAT Assessment—SOcrATS AND Basis Assessment fees are required to be paid by community based program to use ADAT assessment tools. 4.
