Introduction
This guide has been compiled in accordance with the Freedom of Information Act
1997, as amended by the Freedom of Information (Amendment) Act 2003. All
references in this manual to the Freedom of Information Act or Acts refer to the
1997 Act as amended by the 2003 Act.
The Freedom of Information (FOI) Act of 1997 first came into operation for
certain public bodies with effect from 21 April 1998. It has been gradually
extended since then to apply to a wide range of public bodies and agencies.
The Royal College of Surgeons in Ireland (RCSI) came under the remit of the Act
with effect from 31 May 2006.
The Freedom of Information Act establishes three statutory rights:



a legal right for each person to access information held by public bodies
a legal right for each person to have official information relating to him/herself
amended where it is incomplete, incorrect or misleading
a legal right to obtain reasons for decisions affecting oneself.
The Act asserts the right of members of the public to obtain access to official
information to the greatest extent possible, consistent with the public interest and
the right to privacy of individuals.
Purpose of Reference Book
This reference book has been prepared and published in accordance with the
requirements of Section 15 of the FOI Act.
In accordance with Section 15 of the Act, the purpose of this reference book is
to facilitate access to official information held by the Royal College of Surgeons in
Ireland by outlining the structure and functions of this organisation, details of the
services we provide and how they may be availed of, information on the classes
of records we hold, and information on how to make a request to the College
under the Freedom of Information Acts, 1997 and 2003.
The RCSI has also prepared a separate publication, in accordance with Section
16 of the Act. The Section 16 publication contains:


the rules, procedures, practices, guidelines and interpretations used by the
body, and an index of any precedents kept, for the purposes of decisions
under any enactment or scheme administered by us ‘with respect to rights,
privileges, benefits, obligations, penalties or other sanctions to which
members of the public are or may be entitled or subject under the enactment
or scheme’ together with
appropriate information in relation to the manner or intended manner of
administration of any such enactment or scheme

How to use this Reference Book
This Section 15 reference book is divided into a number of parts.
Part 1 Access to Information
This section explains how to access information from the Royal College of
Surgeons in Ireland. It sets out the procedures to be followed when making an
FOI request and explains the fees that may be involved. It also explains how to
appeal any decision made by us in relation to an FOI request.
Part 2 Our Role and Structure
This part of the publication outlines the role of the Royal College of Surgeons in
Ireland and its organisational structure.
It provides information on the structure and governance of the RCSI in general. It
lists each faculty and department individually. For each faculty or department, the
publications sets out contact details, the role and function of the particular faculty
or department and the types of records held in each case.
Appendices
Appendix 1 provides a form which can be used to make an FOI request to the
Royal College of Surgeons in Ireland

Access to Information
Routinely Available Information
The FOI Acts is intended to provide access to information which is not routinely
available through other sources.
The RCSI is committed to the provision to the public of as much information as
possible in an open and accountable manner. The RCSI currently makes
information routinely available to the public in relation to its functions, activities
and courses. This information will continue to be available informally without the
need to use the FOI Act.
Information that is routinely available without recourse to FOI may include:

This manual lists the types of records held by each department within the
College. Please note that it may not be necessary, in all cases, to use the FOI Act
to access information held in these records. The Freedom of Information Unit at
the College can advise whether the information you require can be provided to
you directly or if you should make a formal application under the FOI Act.
Applications under the FOI Act
Under the FOI Act, anyone is entitled to apply for access to information not
otherwise publicly available.
Each person has a right to:

Access to records held by us that are not covered by one of the
exemptions in the Act

Correction of personal information relating to oneself held by us where it is
inaccurate, incomplete or misleading

Access to reasons for decisions made by us directly affecting oneself

The following records come within the scope of the Act:

All records relating to personal information held by us irrespective of when
created

All other records created from commencement date of the Act, i.e. 21st
April 1998

Any other records from before 21 April 1998, where these records are
necessary to the understanding of a later record

Personnel records of serving staff created from 21st April 1995 and those
created prior to that date where they are being used or proposed to be
used in a way which adversely affects or may affect the person involved.
The Act sets out certain exemptions, whereby the RCSI is entitled to refuse
access to particular records. If the RCSI decides to refuse access to records that
have been requested under FOI, we will clearly explain the reason for the refusal.
Making Your Application
An application under FOI must be made in writing.
The Application Form in the Appendix to this report may be used when making
your request. This form is also available on the RCSI website at www.rcsi.ie

In all cases, please remember the following:

Give full personal contact details. Please include a daytime telephone
number, if possible, so that you may be contacted quickly if it is necessary

Give as much information as possible, so that RCSI staff can identify
relevant records. Be as specific as possible – for example give specific
dates or name specific departments of the RCSI. This may help to reduce
any search and retrieval fees that may apply to your request

State if you require the records to be supplied in a particular format, e.g.
photocopy, computer disk, etc.

If you are seeking personal information, you may be required to prove
your identity by producing documents such as a birth certificate, driving
licence, passport or some other form of identity

Assistance to persons with a disability
We are available to provide assistance to persons with a disability to exercise
their rights under the FOI Act (e.g. accepting oral requests from requesters who
are unable to read, print and/or write due to their disability, enabling the
requester to inspect or have records explained to him or her, etc.).

Fees
Application fees
Under Department of Finance regulations, all FOI requests must be accompanied
by a standard fee of €15, unless the request relates to personal information.
If you hold a medical card, a reduced fee of €10 applies.
Search and Retrieval Fees
Under Section 47 of the Act, the RCSI may apply additional fees in certain
circumstances, as follows:

Personal Records: no fees will be charged for copying the records
requested, unless a large number of records are involved.

Non-personal records: fees may be charged in respect of the time spent in
efficiently locating and copying records. No charge will apply in respect of
the time spent by the RCSI in considering requests.
A deposit of up to 50% may be payable where the total fee is likely to exceed
€50.

The RCSI will, if requested, assist members of the public to amend their request
in order to reduce the amount of the deposit.

The fees to be charged are set out in Statutory Instruments 139 of 1998 and 522
of 1999. The fees are as follows:

Fees may be waived in certain circumstances, as follows:

Where the cost of collecting the fee would exceed the amount of the fee
Where the information would be of particular assistance to the
understanding of an issue of national importance

Fees for Internal Reviews
You may seek an internal review of a decision made under FOI (see ‘Rights of
Review and Appeal’).
Applications for an internal review must be accompanied by a fee of €75, unless
the application relates to a request involving personal records.
If you hold a medical card, a reduced fee of €25 applies.
No fee is required if the application for review relates to a decision to charge a fee
or deposit for handling the initial request, or to charge a particular amount.
Fees for Review by the Information Commissioner
Following an Internal Review, you may seek a further review, which will be
carried out by the Information Commissioner (see ‘Rights of Review and Appeal’)
Applications for a review by the Information Commissioner must be accompanied
by a fee of €150, unless the application for review relates to a decision involving
personal records.
If you hold a medical card, a reduced fee of €50 applies.
If you are a third party under Section 29 of the Act (i.e. with the right to apply
directly to the Information Commissioner where a public body decides to release
information related to you on public interest grounds), a reduced fee of € 50
applies.
No fee is required if the application relates to a decision to charge a fee or deposit
of more than €25 for retrieval and copying of records.

How Your Request is Dealt with in the RCSI
Your request will be received by the FOI Unit. The FOI Unit will acknowledge
receipt of your request within two weeks.
A decision on your request will be made by designated RCSI staff, known as FOI
Decision Makers.
You will normally be informed of the decision within four weeks.
In certain circumstances, this four week period may be extended. If this happens,
you will be contacted by the RCSI and informed of the reasons for the extension,
and you will be given a new date by which you can expect a decision.
When you receive a decision on your request, you will be told how to appeal or to
request a review of the decision, if you are dissatisfied with the decision that has
been reached.
Rights of Review and Appeal
When dealing with FOI requests, the RCSI will endeavour to release as much
information as possible. There are some circumstances in which the FOI Act
allows the RCSI to refuse access to certain records. This will usually arise in order
to protect sensitive information, where its disclosure may damage key interests of
the State or of third parties.
If the RCSI decides to withhold information, the reason for this decision will be
fully explained to you. If you are dissatisfied with this decision, you have the right
to seek a review. Details of the appeals mechanisms are as follows.
Internal Review
You may seek an internal review if:


you are dissatisfied with the initial response received i.e. refusal of access,
form of access, charges, etc., or
you have not received a reply within 4 weeks of your initial application.
This is deemed to be a refusal of your request and allows you to proceed
to internal review.
Internal reviews will be carried out by a designated official of a higher grade than
the person who made the initial decision.
If you wish to apply for an internal review, you must do so within 4 weeks of the
original decision. Your request should be submitted in writing to:

You should include the fee of € 75 (or € 25 if you hold a medical card), unless
your request relates to personal records. The fee should be paid by Money Order,
Postal Order or cheque drawn on a bank in the Republic of Ireland, and made
payable to The Freedom of Information Unit, Royal College of Surgeons in
Ireland.
The RCSI must complete the review within 3 weeks.
Review by the Information Commissioner
If you are still dissatisfied following the internal review, you may request an
independent review of the decision from the Information Commissioner.
If you have not received a reply to your application for internal review within 3
weeks, this is deemed to be a refusal and you may appeal the matter to the
Information Commissioner.

Your request should be accompanied by the fee of € 150 (or €50 if you hold a

When a formal binding decision is issued by the Information Commissioner, you
may appeal that decision to the High Court on a point of law only. The RCSI also
has the right to appeal the Commissioner’s decision in the same manner.
Confidentiality and FOI
The RCSI endeavours to treat as confidential any information provided to it in
confidence, subject to its obligations under law, including the Freedom of
Information Acts. If, for any reason, you wish that information provided to us
should not be disclosed because of its sensitive nature, then you must, when
supplying the information, make clear this wish and specify the reasons for the
information’s sensitivity. The RCSI will consult with you before making a decision
on any Freedom of Information request received involving sensitive information
which you may have supplied.

Part 2
The Structure, Role and Records of the
Royal College of Surgeons in Ireland
Overview
Our Mission Statement
“Building on our heritage in surgery, we will enhance human health through
endeavour, innovation and collaboration in education, research and service.”
Location
The Royal College of Surgeons in Ireland (RCSI) is located at 123 St Stephen’s
Green, Dublin, at the heart of the city centre, and is extremely well serviced by
public transport including Dublin Bus, rail and the Luas light rail system, which
terminates right outside the main College on St. Stephen’s Green.
Our Education and Research Centre is located at Beaumont Hospital in Dublin 9,
which is also one of RCSI’s affiliated teaching hospitals.
History
The Royal College of Surgeons in Ireland was granted a Charter on 11th February
1784. This Charter gave the College the power to control the practice of surgery
and to make provision for surgical education. Prior to that time the surgeons were
grouped with the barbers and the Barbers Surgeons Guild. The founders had no
premises so the earliest meeting was held in the boardroom of the Rotunda
Hospital in Dublin. Subsequently, a disused hall in Mercer Street beside Mercer's
Hospital was acquired. The College flourished from the very start and in 1810
moved to its present location at the corner of York Street, facing St Stephen's
Green. The site acquired for the building at that time was a disused Quaker
graveyard.
The College set about educating doctors with a strong emphasis on surgery. The
founding fathers were very influenced by the standard of surgery in France at
that time. Out of respect for the French College of Surgeons they adopted the
motto which is our motto to the present time of "Consilio Manuque" meaning
Scholarship and Dexterity. The stimulus for growth in the early years was the
demand for Army and Navy surgeons for the Napoleonic wars. Over the past forty
years the College has become home to the Faculties of Anaesthetists,
Radiologists, Dentistry and Nursing. These bodies, functioning independently,
have added a great dimension to the College and have added lustre to the
Institution.
In 1844 a supplemental Charter was obtained from Queen Victoria. The chief
provision of this was the institution of the Fellowship, which divided Graduates
into Licentiates and Fellows. The latter could only be obtained by examination
taken a minimum of three years following graduation. This is essentially the
Charter by which we work to-day. The Medical Act of 1886 confirmed that
graduates had to be educated in surgery, medicine and obstetrics and so the
Conjoint Board between the Royal College of Surgeons and the Royal College of
Physicians came into existence. The graduates received Licentiates in these three
subjects. Since 1978 the College is a recognised College of the National University

of Ireland with the award of M.B., B.Ch., BAO to its graduates in addition to the
Licentiates.
Royal College of Physicians of Ireland
The Royal College of Physicians of Ireland (RCPI) was established in 1654, as a
Fraternity of Physicians which was granted a Royal Charter by Charles II in 1667.
The roll of the College includes the names of such famous Irish medical men as
John Steam, Thomas Arthur, Sir Patrick Dunn, Thomas Molyneux, William Petty,
John Cheyne, Robert Graves, William Stokes and Sir Dominic Corrigan. In
association with the Royal College of Surgeons in Ireland, the College plays an
active part in the education and examination of undergraduate medical students.
National University of Ireland
The Royal College of Surgeons in Ireland and the National University of Ireland
(NUI) concluded an agreement in 1977 whereby the Medical School is a
recognised college of the NUI and its students graduate from the National
University of Ireland as well as from the RCPI and the RCSI. Historically, the
Cecilia Street School of Medicine of the Catholic University was the forerunner of
University College Dublin Medical School of the NUI. Recognition was given to the
Cecilia Street School by the Royal College of Surgeons in Ireland and all the
Professors and Demonstrators at Cecilia Street were graduates of the College.
The RCSI Today
The Royal College of Surgeons in Ireland is committed to fostering a learning-rich
environment for its students, providing them with the necessary skills and
knowledge to make a real difference to patients worldwide.
Today the RCSI is so much more than just a Medical School. The College offers a
wide range of undergraduate degrees including Medicine, Physiotherapy and
Pharmacy, while its postgraduate educational and training activities include
world-class programmes in Surgery, Radiology, Sports and Exercise Medicine,
Dentistry, Biomedical Sciences, Nursing, Medicine and Healthcare Management. It
is also one of Ireland’s foremost medical and healthcare research centres.
RCSI and the Irish Health Service
1,500 undergraduate students study medicine, pharmacy and physiotherapy at
RCSI with 250 of these pursuing higher degrees at the College in medicine,
biomedical sciences and healthcare management. Over 1,000 graduates are
involved in professional training courses at RCSI in surgery, radiology, dentistry
and nursing & midwifery.
40 EU doctors, 50 EU pharmacists and 28 EU physiotherapists graduate each year
from RCSI. The College is involved in the training of 800 surgeons and 88
radiologists currently working in the Irish health service. RCSI employs both full
and part-time hospital administrative and technical staff, as well as clinical
doctors and professors, many of whom are leaders in their areas of professional
activity.
RCSI delivers vital services directly to the health service, for example the Cervical
Cytology Screening Service accounts for 22 per cent of the National service. The
College also provides infrastructural support for research laboratories involved in
translational research, both in St. Stephen’s Green and Beaumont Hospital,
Dublin.

RCSI transfers some €8.5 million to the Irish public hospital system in recurrent
payments in salaries, fees and rent, with €5.9 million being paid to Beaumont
Hospital alone. The College provides regular capital payments to support
development programmes on hospital sites, for example at the Coombe, Our Lady
of Lourdes Hospital Drogheda, the Mater and Temple Street Hospitals.
RCSI and the Irish Economy
In contributions to the general Irish economy, RCSI employs over 700 people and
approximately 400 of these are employed on a full-time basis. RCSI’s total
income of €84 million is reinvested almost entirely back into the Irish economy:
€36 million on salaries and a further €30 million through student and trainee
spending. In addition there is a significant element of new money coming into
the economy from non-EU students.
By delivering high value-added educational and training services in the Middle
and Far East, RCSI also provides high quality technical and educational
opportunities for Irish graduates.
International Reputation
RCSI views itself as an international organisation based in Ireland. With the St.
Stephen’s Green Campus as its hub, RCSI extends its activities to a number of
international bases. The College is proud of its high reputation for excellence in
education on the international stage. Initially this was achieved by graduating
doctors returning home from Ireland to practice medicine. Nowadays the
College’s international image is further enhanced by its many successful overseas
developments. RCSI delivers a number of medical education and training
initiatives overseas including its Health Care and Surgical Training Programmes in
Dubai, Bahrain and Jordan, its Hospital Management Projects in Bahrain and the
RCSI Medical University of Bahrain (MUB), which was established in 2003.

The role of the Administrator and staff of the RCSI Education and Research
Centre is to provide state-of-the-art educational and research facilities and
services on the Beaumont Hospital Campus, in an environment conducive to the

Role and Function
The Alumni & Development Office reports directly to the Chief Executive and has
responsibility for the fundraising and graduate relations function of RCSI. Our
main focus is to secure financial support in the region of €135m over a ten year
period, 2002 – 2012, towards the overall College Development Plan. Our specific
functions are to develop, renew & maintain relationships with prospective donors,
corporate clients, board members, taskforce members and graduates to ensure
fundraising growth and return are achieved, the administration of gifts/donations
to RCSI, administration of Colles-Graves Foundation (our US Charity),
organisation of fundraising events, i.e. Leadership Lecture, Golf Classic, Race
Day, Alumni reunions, Graduate Annual Appeals.

Role and Function
The Department teaches anaesthesia/critical care medicine to undergraduate
medical students. In addition, we participate in the teaching and training of
postgraduate trainees in anaesthesia rotating through the Eastern Regional
Anaesthetic Training Programme and the National Higher Professional Training
Programme in Ireland.
In association with the Department of Anaesthesia and Critical Care Medicine,
Beaumont Hospital, we provide high quality patient care to patients in the
operating theatres, especially neurosurgery and major vascular surgery, and in
the intensive care unit, Beaumont Hospital.
The Department coordinates a number of postgraduate workshops, symposia and
conferences. Our research interests include cost and quality of life outcome
following surgical intervention for subarachnoid haemorrhage and head injuries;
memory and awareness during anaesthesia; cardiac morbidity following major
vascular surgery; cardiorespiratory changes associated with laparoscopic surgery,
intracerebral metabolism, studies of renal protective and head injury and
influences on splanchnic flow during aortic cross clamping.

The Department of Clinical Neurological Sciences was established in 1993 and
comprises all of the clinical specialists in neurology, neurosurgery,
neuroradiology, neurophysiology and neuropathology working in Beaumont
Hospital. Each independent department has its own separate clinical and research
structures but in several areas such as epilepsy, and mitochondrial and
neuromuscular disease, there is considerable departmental interaction. Each of
these clinical groupings is involved in the teaching of RCSI medical students. The
academic department is under the direction of the Associate Chair in Clinical

Education:
The RCSI Clinical Pathology Department provides education to
undergraduate medical and physiotherapy students at the RCSI. It provides
postgraduate education for SHOs Registrars and SpRs in Pathology. It provides
tuition and research facilities for postgraduate students for the following degrees:
MD, PhD, MCh, BSc, MSc.
Research: The Department has research facilities for histopathology,
cytopathology and molecular pathology. It is involved predominantly in cancer
related research projects and in translational research.
Academic Clinical Laboratory: The department is involved in diagnostic
histopathology, gynae cytopathology screening, immunohistochemistry in tumour
diagnosis, and also provides serological testing.

The role of the department includes responsibility for College Communications,
both internal and external, the RCSI web site and media relations. We also deliver
event and venue management services. The Communications Department also

The purpose of the Communications Team, which comprises Communications
Manager, Communications Executive and Fellows & CPD Administrator, is to

The department was established in 1954 as the Department of Social, Preventive
and Forensic Medicine, replacing the Department of Medical Jurisprudence, which
had been founded in 1829. In 1972, the Department of Social and Preventive
Medicine was created by separating forensic medicine and toxicology. The
Department now teaches epidemiology and public health within the context of the
health and society curriculum theme in the undergraduate curriculum, as well as
providing input into postgraduate courses. The department also provides teaching

The Health Services Research Centre (HSRC) is based at the Department of
Psychology. It was established as the first such centre in Ireland in 1997 to meet
the growing need for research relevant to Irish services. It comprises a
multidisciplinary forum of researchers.
The Health Services Research Centre exists to promote quality health care
delivery to the Irish public through research, training and policy evaluation. It
works with the public and with patients, practitioners, educators and policy
makers to contribute to high standards in practice, scholarship and policy
formation in health care. The Centre employs researchers with expertise in
psychology, economics, nursing, organisational behaviour, anthropology,
statistics and epidemiology. It works collaboratively with other RCSI academic
departments such as Epidemiology and Public Health, General Practice,
Physiotherapy, Surgery and Cardiology. Additional links have been developed
with organisations and individuals involved with ageing, cardiovascular disease,
rehabilitation and sexual health as well as government agencies such as the
Department of Health and Children and the Health Services Executive.

The RCSI Library supports the teaching and research carried out in the College,

MCT is run by an Executive comprising Prof. John Waddington, Prof. David Croke,
Dr. Orna Tighe (Lecturer/Teaching Administrator) and Kay McKeon (Laboratory
Manager), and advised by a Committee comprising all academic and senior
research staff.
MCT was established in January 2006 when the former Departments of
Biochemistry and Clinical Pharmacology joined together to form a new entity. This
new structure was established to enhance teaching within the Faculty of Health
Sciences and facilitate research within the RCSI Research Institute.
MCT is involved in teaching and research across the preclinical and clinical
domains at RCSI. We have extensive and well-equipped research laboratories on
the main RCSI campus, St. Stephen’s Green, and additional facilities at Beaumont
Hospital and other clinical sites. Our overall aim is to apply an interdisciplinary
approach to the understanding of normal functioning and disease processes, how
drugs work in humans and to identify novel therapeutic targets.

Role and Function
As one of the earliest and longest serving providers of nurse education in Ireland,
the Faculty of Nursing and Midwifery has ensured wide ranging and relevant
programmes of education for nurses from a variety of clinical nursing specialities.
The Faculty provides part time nursing programmes including degrees and higher
diplomas, approved by the National University of Ireland. There are also a
number of independent modules mainly on subjects related to clinical practice.
Post-graduate nursing research supervision at Masters and PhD level is also
provided.
A Dean and twelve members constitute the Board of the Faculty and it is bound
by the constitutions of the Royal College of Surgeons in Ireland and the Council of

The Department of Ophthalmology was established in 1986 and is situated at the
Eye and Ear Hospital, Adelaide Road, Dublin. The department is involved in
undergraduate and postgraduate teaching, together with research.
The undergraduate students attend in their 4th Year of medical school.

The primary mission of the Department of Otolaryngology/Head & Neck Surgery
is to provide teaching in the specialty at undergraduate and postgraduate level,

Pharmacy is the science of medicines. Within it are many career paths, including
patient care, industry, research and development and healthcare management.
Pharmacy at the Royal College of Surgeons is a four-year course, leading to the
degree of B.Sc. (Pharmacy). The course fulfils the requirements of the
Pharmaceutical Society of Ireland for a degree in pharmacy. The course also
fulfils European Directive requirements for the practice of pharmacy.
There is also post graduate training via teaching and research. The course is a
balance of scientific and professional training. It is much more than a series of
lectures. It is interactive, making use of modern teaching technologies. Specially

Role and Function
The Department provides a Consultation Liaison Psychiatry service to Beaumont
Hospital and in addition, provides a tertiary referral service for Neuropsychiatry in
collaboration with the Department of Neurology.
We provide teaching at undergraduate level for medical students within the Royal
College of Surgeons in Ireland and for elective students from other medical
schools. In addition to clinical attachments at Beaumont Hospital, students also
attend James Connolly Memorial Hospital (Blanchardstown), St. Ita’s Hospital
(Portrane), St. Vincent’s Hospital (Fairview), St. Brendan’s Hospital, Newcastle

The Department provides post-graduate training for Basic and Higher Specialist

The Department of Psychology was established in 1985. It was the first
Psychology Department established in a Medical School in Ireland and remains
the only one today. Our primary goal is to provide education and training in
behavioural science for health care students at undergraduate and postgraduate

Role and Function
The Academic Department of Radiology is based at the Department of Radiology
in Beaumont Hospital. The hospital houses the National Centre for Neurology and
Neurosurgery as well as the National Renal Transplant Unit.

The Department delivers radiology teaching to final year medical students and
has developed a web-based teaching module due to be released on Moodle
shortly. Teaching of Radiology/Anatomy to first and second year medical
students is now totally web based. The Department also contributes to the
teaching programme of the Faculty of Radiology and other disciplines within the
Hospital.
The Department of Radiology has continued its academic endeavours with
ongoing research into imaging and interventional radiology techniques. The
Academic Department of Radiology publishes widely and presents work at many

The Student Services Office is responsible for all non academic affairs and
activities of the undergraduate student body – comprising of c. 1,500 students.
Specific responsibilities include the management of student accommodation,
counselling, provision of health services, student events, 30 sports clubs, sports
facilities, overseas sports tours, 25 societies and their related activities,
chaplaincy.
The department co-ordinates the orientation of new incoming students and acts
as a one stop shop providing documentation, information, advice and direction for
both incoming and ongoing students (e.g. Banking, Visa, Sponsoring bodies,
Insurance, Immigration etc).
The Department is also responsible for the initiation and management of access
programmes which aim to provide education opportunities to traditionally underrepresented groups. Student Services are also responsible for the college’s

disability policies and procedures including reasonable accommodation and
support services for disabled students.
Sourcing, booking and administration of peripheral accommodation for clinical
year students also falls within the remit of the department.

Role and Function
The Department of Surgery provides clinical care across a wide variety of
specialties to the population of North Dublin through the campus in Beaumont
Hospital. We provide a tertiary referral service vascular, thoracic and
hepatobiliary surgery. In addition, the National Neurosurgical Centre and the
National Pancreas and Renal Transplant Programme are accommodated within the
unit in Beaumont Hospital.

We provide teaching at undergraduate level to medical students within the Royal
College of Surgeons in Ireland. In addition to the clinical facilities in Beaumont
Hospital, we send students to James Connolly Memorial Hospital
(Blanchardstown), Our Lady of Lourdes Hospital (Drogheda), Cavan General
Hospital, Mullingar General Hospital, St. Luke's Hospital (Kilkenny) and Waterford
Regional Hospital.
At postgraduate level, this department provides recognised training at Basic and
Higher Surgical levels for aspiring surgeons from Ireland and Overseas. We
organise and administer formal examinations including the (traditional) Fellowship
of the Royal College of Surgeons in Ireland and the newer Associate Fellowship of
the Royal College of Surgeons in Ireland.
We have an active research laboratory which has widely published in international

The Travel Health Centre was initiated in 1992 as a public service extension of
the Department of International Health & Tropical Medicine. It provides a
vaccination and advice service for international travellers and offers a clinical
consultation service. The number of patients served in the year 2004 – 2005 was
over 6,000. An automated premium rate information service has been instituted.
Telephone callers who leave details of their trip receive a printed and personalised
"Travel Health Brief" via post or fax. There is a facility for purchasing specialised
equipment to help prevent some tropical diseases.
