- Civil–military–private (CMP) interaction and dialogue at
all levels should be built during preparation. However,
preparation efforts are fragmented, with concerns about
their effectiveness.
- Action in post-2015 is needed to improve CMP
preparation by establishing overview and data of efforts,
and developing policies and common standards for
effective preparation.

- UNOCHA will continue its work to develop regional and
international frameworks for effective civil-military
coordination, taking into account emerging regional and
national capacities. A specific focus will be on civil-military
coordination, bearing in mind the IASC approved guidance
on emergency response preparedness (2015).
- TNO in cooperation with University of Groningen will
continue to develop concepts and processes for
improving preparation, in particular for building and
managing coordination and cooperation between parties.
