Services
Public Bodies (Joint Working) (Scotland) Act 2014
The Act above has made changes to the law that will create statutory
Health and Social Care Partnerships in each local authority in
cooperation with health boards to replace Community Health
Partnerships (CHP’s).
In Lanarkshire two Health and Social Care Partnerships have been
developed, one each in North and South Lanarkshire and from April
2015 these replace existing CHP’s. Discussions between NHS
Lanarkshire and the two Local Authorities are on-going in considering
the range of services that will be managed through the Health and
Social Care Partnerships.
In both North and South a Shadow Integration Board is now in place.
Integration Schemes have been submitted to Scottish Government for
approval, on which a Joint Integration Board will be established. This
service may in the future be included within this range.
Management
Structure
The supporting operational and clinical management structures are
focused on enhancing patient safety, quality improvement and local
delivery at hospital level, with visibility of clinical leadership and support
for individual professional accountability. Our Medical Managers will
provide professional leadership to medical staff, ensuring that they are

POST INFORMATION
The Post
The Radiology Directorate is part of the Access Division. There is a
radiology department in each of the three acute hospitals.
The radiology directorate has a good record of innovation, both in terms
of working practices and adoption of new technology. There is active
encouragement of opportunities for role development of staff, where this
will provide an enhanced service to patients. Ultrasonographers on each
site perform and report their own studies. Three radiographers are
trained in A&E reporting and a further two are trained mammogram
readers, supporting double-reporting of all symptomatic mammograms.
Flexible working is encouraged, with, for example, several radiologists
undertaking some of their radiology reporting sessions in the evening.
The presence of a single Lanarkshire-wide PACS/RIS also allows
radiologists to undertake some reporting at a different site from their
base hospital, if convenient.
Lanarkshire radiologists have utilised teleradiology to support CT
reporting from home while on call since the late 1990s, and this is now
provided by means of secure broadband links. Lanarkshire has had a
full county-wide PACS system since 2001 and during 2008-09 was
transferred to the national Carestream PACS. Voice recognition typing
was introduced in 2009.
Dr Fiona Gardner is the Associate Medical Director for the Division.
Each hospital has a Site Clinical Director for Radiology. The Imaging
Services Manager, Mr Eddie McGoldrick, has a deputy on each site.

THE DEPARTMENTS
The departments are accredited by The Royal College of Radiologists
for professional training and are affiliated to the West of Scotland
Radiology Training Scheme. The radiology departments are formally
associated with Glasgow Caledonian University for the practical training
of B.Sc. Radiography students.
The hospitals are recognised for post-graduate medical training in many
specialties and for undergraduate training in Medicine, Surgery and
Paediatrics from the Universities of Glasgow, Dundee and Edinburgh.
Regular cancer multi-disciplinary team meetings are held with
appropriate specialties, and there are less formal film review meetings
with physicians, surgeons and care of the elderly specialists. A wide
variety of radiology staff are involved in multi-disciplinary audit
The departments carry a wide range of bench books for day-to-day use.
There are large seminar rooms (Wishaw and Hairmyres) with excellent
facilities for viewing PACS images in clinical review meetings and
tutorials. A video-conferencing link connects the Lanarkshire hospitals
and the Beatson Oncology Centre, facilitating multi-disciplinary team
meetings.
Each Consultant has their own office, with a reporting workstation.
IMAGING FACILITIES
The departments provide a wide range of diagnostic and interventional
techniques.
They comprise diagnostic rooms including digital
fluoroscopy, angiography/interventional, mammography, ultrasound,
multi-slice CT and 1.5T MRI on each site. A fourth Lanarkshire CT
scanner was installed in Hairmyres in 2009, with a fifth installed in
Wishaw in 2013, in response to rising demand. This additional capacity
is shared with Monklands Hospital, so that all three departments have
equal access.

Carestream RIS management system is in place, linked with the new
Caresteam PACS.

THE JOB
The job is offered as on a 9 PA basis but applications will be considered
from those wishing to work fewer PAs. There may be the possibility to
undertake one or more breast screening PAs in Glasgow.
The precise details of the job plan will be dependent on the successful
candidate’s subspecialty training and interests.
All new substantive Consultants are initially offered a minimum of 1 PA
for SPA duties but this will be reviewed within 6 months of appointment
or earlier if required and revised upwards if additional responsibilities
have been undertaken. Additional SPA time (up to 2.5 PA’s in total, pro
rata) can be incorporated into the job plan depending on the time
required to support the successful candidate’s professional activities and
the needs of the service.
NHS Lanarkshire is supportive of applications from individuals with well

commitment to quality improvement, patient safety (including human
factors training), Medical Education and Research & Development.

DUTIES AND RESPONSIBILITIES
Main Duties
The main duties and responsibilities of the posts include:

Provisions of a general radiology service dependent on the needs
of the hospital and primary care division.

Provision of cover for colleagues during annual, study or shortterm sickness leave.

Participation in the supervision and training of junior medical staff,
during appropriately adapted clinical sessions.

Participation in staff appraisal process.

Participation in appropriate internal or external quality assurance
programmes.

Participation in clinical audit, for appraisal purposes.

Compliance with Royal College of Radiologists’ recommendations
on continuing Medical Education.

Work on behalf of NHSL such as domiciliary consultations or
services provided by other agencies, e.g. Scottish Prison Service.

In addition, subject to appropriate SPA allocation:

Participation in both undergraduate and postgraduate teaching
programmes.

Management responsibility where appropriate as agreed with the
site clinical director.
Radiology is a consultant-based service. Some functions have been
delegated to other staff but the overall responsibility for all services
remains with the consultants. The managerial head of each department
is a consultant radiologist who has responsibility for the operational
management of the department and its services.
Clinical duties are rostered to achieve a balance between the special

interests of individual consultants and the needs of the service. A rota
details the day-to-day responsibilities of consultants. This will be as
stable as possible and provides the basis for individual consultant job
plans. Of necessity it is altered to take into account the absence of
colleagues due to compensatory time off post on call, annual leave,
study leave and short periods of sick leave (currently 2 weeks).
The ‘core’ rota will include all direct clinical care and supporting
professional activities of the consultant staff. Individual weekly rotas will
also include any extra-programmed activities as contracted separately.
Consultants will be available within the radiology department during all
those programmed activities that involve direct clinical care. It is
anticipated that most supporting professional activities will also be
carried out within the hospital or related facility. Any SPA time spent
elsewhere will be with the agreement of the Clinical Director.
Working Hours - The routine working hours of the departments are
Monday - Friday, 9am – 5pm, when a comprehensive in and out patient
service is provided. Some radiologists choose, with the agreement of
their site clinical director, to undertake some of their reporting sessions
in the evening, rather than during the normal working day.
In addition, all Lanarkshire acute hospitals provide a 7-day radiology
service. At weekends and on public holidays, the designated on call
radiologist undertakes routine in patient and A&E work during the
daytime, as well as being available for emergency work out of hours.
This allows all reporting to kept up to date, and optimises management
of in patients, through 7-day availability of CT and ultrasound scanning.
On-Call Rota – There is no on call commitment in this post.

Programme
As required under Section 3 of the Terms and Conditions of Service, the
duties and responsibilities are supported by a job plan and work
programme detailed as follows:
Job Planning/Programmed Activities
A minimum of 1 SPA will be included in the job plan but please refer to the
guidance above under the general description of the post.
On taking up post a Job Plan will be agreed between the appointee and
the Clinical Director/Associate Medical Director. This job plan is subject to
review at least annually by the post holder and the Clinical
Director/Clinical Lead as noted in the terms and conditions. The
procedures set out in the ‘Terms & Conditions of Service’ must be
followed if it is not possible to agree a job plan, either initially or at an
annual review.
The timetable is indicative and subject to negotiation with the Clinical
Director / Associate Medical Director. The initial core 9 PA working week
will be based on 8 PA’s of Direct Clinical Care (DCC) duties and 1 PA of
SPA time.
The indicative weekly timetable included in the work programme shows
likely elective PA’s within the 9 PA post and indicated the location where
each activity will be undertaken and the type of work involved.

In addition, a further 3 hours of DCC will be worked flexibly. Activities
undertaken during these hours include MDT preparation, clinical
correspondence, case discussion with colleagues, electronic justification
of referrals and ad hoc reporting.

processes and there is an active clinical audit department available to
assist. NHS Lanarkshire is ambitious to build a portfolio of research
projects backed by enthusiastic and dynamic individuals. It has an active

b) This appointment is superannuable under the NHS Superannuation Scheme, which is
contracted out of the State Earnings Related Pension Scheme (SERPS). All new eligible
employees commencing employment from 1 March 2013 onwards will automatically
become a member of the pension scheme and your remuneration will be subject to
deduction of superannuation contributions, current personal contributions range from 5.2%
for the lowest earners to 14.7% for the highest. Levels of contributions and scheme
regulations are subject to change, any changes will be communicated to you or can be
found on the SPPA website. Contributions are taken from your pay before tax, so you get
tax relief on any amount you pay. This can reduce the actual amount that you pay
between approximately 3.5% and 5.1% depending on your contribution rate, earnings level
and personal rate of tax. In addition to personal contributions NHS Lanarkshire will
contribute 14.9%.
In accordance with recent legislative changes, new eligible employees commencing from 1
March 2013 onwards will automatically be enrolled in the pension scheme. After
considering the benefits and personal circumstances, you can if you wish opt out of the
scheme. To opt-out, you must complete an opt-out form which is available on the Scottish
Public Pensions Agency website and return this to the Payroll Department, Kirklands
Cottage, Kirklands Hospital. Should you choose to opt-out in accordance with these
changes you will be enrolled into the scheme again every 3 years (June 2016, 2019 etc).
Under the NHS Superannuation Scheme Regulations pension records for short term
appointments, such as Bank Staff and the equivalent kind of contracts for other staff
groups, may remain open for short breaks in pensionable employment up to but not more
than 3 months from the date on which they last paid contributions. During this period the
member will continue membership in qualifying but not pensionable terms. Where the
period of break exceeds 3 months, membership of the scheme will be closed and leaver
information will be submitted to the Scottish Public Pensions Agency.

From 1 April 2015 the NHS Pension Scheme is changing in line with other public pension
schemes. All those joining the scheme for the first time from 1 April 2015 will join the new
scheme. Existing members who are not protected will transfer to the new scheme, with
benefits in previous scheme(s) preserved. The new scheme will be based on a proportion
(1/54th) of the member’s pensionable earnings each year. The pension will be the sum of
each year’s value built up over the length of the member’s career and revalued each year
in line with the rate of inflation. This is called a Career Average Related Earnings scheme.
Normal pension age will be linked to the member’s individual state pension age. Some
existing members of the scheme will be protected, more information is available on the
SPPA website.

c) The employment is subject to 3 months’ notice on either side subject always to the appeal
and other provisions of paragraphs 10.4 & 10.5 of the Terms and Conditions of Service of
Hospital Medical and Dental Staff and Doctors in Public Health and the Community Health
Service Consultant Grade.
d) The successful candidate must be contactable throughout any on-call period.
Lanarkshire will provide the facility for this.

e) The successful candidate, if not already employed by the NHS Lanarkshire, will be
required to complete a medical questionnaire to obtain medical clearance from the
Occupational Health Physician.
f)
The successful candidate will be required to complete a disclosure Scotland PVG
(Protecting Vulnerable Groups Scheme) form. No approach will be made without written
permission of the successful applicant who will be asked to sign and complete a Disclosure
PVG application, giving authorization for the check to be undertaken.
g) NHS Lanarkshire does not negotiate salary placements. On commencement the salary will
be in line with paragraph 5.1 of the terms and conditions of the new consultant contract.
Appointees start on the scale minimum except in the circumstances of paragraphs 5.1.2 –
5.1.7 of the terms and conditions of service.
h) From 1st April 2015 the starting salary for the post is £76,761 per annum (based on 10
Programmed Activities per week). The successful candidate’s total salary will be
dependent on his/her previous service history. Remuneration for any extra programmed
activities will be dependent upon the job plan agreed at the time of appointment.

Dependent upon present place of residence, NHS Lanarkshire may require the successful
candidate to undertake to remove home to a distance acceptable to NHS Lanarkshire,
normally within 10 miles of the base Hospital, in which case removal expenses will be
payable in accordance with NHS Lanarkshire Policy. In some cases, however, a residence

For the purpose of immigration status, overseas doctors and dentists are
those who, regardless of where they obtain their primary medical/dental
qualification, are not nationals of the European Economic Area (EEA). A
list of EEA countries is attached.
On 7th March 2006 the Department of Health announced changes to the
immigration rules for postgraduate doctors and dentists. The changes
came into effect on 3rd April 2006 and mean that all doctors and dentists
who wish to work in the UK from outside the EEA will need to meet the
requirements of an employment category such as the work permit
provisions. New applications for permit-free training visas will no longer
be granted for doctors undertaking training posts
Non-EEA doctors and dentists will still be able to come and train in the
UK and are still eligible to apply, in open competition for training posts
provided all the other eligibility criteria is met. However, training posts
will now be considered employment for immigration purposes. Work
permits will only be issued where there is a specific post for the
overseas doctors that cannot be filled by someone from the EEA.
The changes in immigration requirements for trainee doctors and
dentists are a result of a Scottish Executive Health Department
announcement and immigration issues are the remit of the Home Office.
