REPORT OF THE
MEETING OF THE BSEC WORKING GROUP
ON COOPERATION IN SCIENCE AND TECHNOLOGY
BSEC Headquarters, 18 May 2015
1.
The Meeting of the BSEC Working Group on Cooperation in Science and Technology
(WGCST) was held at the BSEC Headquarters, on 18 May 2015.
2.
The Meeting was chaired by Mr. Mihail BARBULAT, Head of the Department for
Foreign Affairs, Academy of Sciences of the Republic of Moldova.
3.
The Meeting was attended by the representatives of the following BSEC Member
States:
Republic of Armenia
Republic of Azerbaijan
Republic of Moldova
Romania
Russian Federation
Republic of Turkey
Ukraine
4.
The representative of the International Centre for Black Sea Studies (ICBSS)
participated as BSEC Related Body.
The list of participants of the Meeting is attached as Annex I.
5.
The draft agenda of the Meeting was discussed and adopted. The agenda, as adopted,
is attached as Annex II.
IMPLEMENTATION
OF
THE
RESOLUTIONS,
DECISIONS
AND
RECOMMENDATIONS OF THE BSEC COUNCIL, AND THE FOLLOW-UP OF
THE DECLARATIONS AND JOINT STATEMENTS ADOPTED BY THE
MINISTERS IN CHARGE OF SCIENCE AND TECHNOLOGY

The Working Group took note of the information provided by the BSEC PERMIS on
the implementation of the Resolutions, Decisions and Recommendations of the Council and
the follow up of the Declarations and the Statements of the Ministers in charge of Science and
Technology since the last Meeting of the Working Group on Cooperation in Science and
Technology (Baku, 1-2 December 2014).
IMPLEMENTATION OF THE THIRD BSEC ACTION PLAN ON COOPERATION
IN SCIENCE AND TECHNOLOGY (2014-2018)

The Working Group took note of the information on the Third BSEC Action Plan on
Cooperation in Science and Technology (2014-2018) provided by the BSEC PERMIS.
8.
The delegation of the Russian Federation informed on the following events to be
organized by Saint-Petersburg University of State Fire Service of EMERCOM of Russia:
- International Scientific Conference on “Service safety. Experience, problems, etc.”,
including the round table on Cooperation among the BSEC Member States in the sphere of
service safety (September 2015);
- International Congress on “Young Scientists”, including the round table on
cooperation of young scientists’ organizations of the BSEC Member States (May 2016).

The delegation of the Republic of Turkey informed that reflection group meeting
among the funding agencies of the BSEC Region will take place in Ankara on 28 May 2015
within the framework of the Horizon 2020 project titled “Black Sea Horizon”. The aim of the
meeting is to create the foundation of a future multilateral funding scheme for joint projects to
address the needs of the Region.

The representative of the ICBSS informed that the 8th International Black Sea
Symposium on Science and Technology will be organized in November 2015. The
preliminary programme and administrative arrangements of the event will be circulated
through BSEC PERMIS in due course.
THE “WAY FORWARD FOR AN ACTION PLAN ON THE IMPLEMENTATION OF
THE “ECONOMIC AGENDA TOWARDS AN ENHANCED BSEC PARTNERSHIP”
11.
The BSEC PERMIS informed on the following timeframe of implementation of the
“Way Forward for an Action Plan on the implementation of the Economic Agenda 2012” in 2015:
- June 2015: Launching a survey for the next medium-term (2016-2018);
- December 2015: Medium-Term (2013-2015) Achievements Report by the Working
Group and BSEC PERMIS/Related Bodies and approval of the Action Plan for the period
2016-2018.

The delegation of the Republic of Turkey informed that the paper on guidelines for the
Questionnaire on national innovation related structures is under the process of finalization.
The Member States are invited to make the best use of the paper, as soon as the paper is
circulated through the BSEC PERMIS.
13.
The delegation of the Russian Federation delivered the following presentations, which
are attached as Annex III and Annex IV:
- The main directions of the scientific research activities of the Saint-Petersburg
University of State Fire Service of EMERCOM of Russia within the framework of BSEC;
- The prospects of cooperation in the field of science of the participating countries of
the BSEC with the Southern Federal University (Rostov-on-Don).
YOUTH AND SCIENCE AND TECHNOLOGY

The Working Group took note of the information provided by the BSEC PERMIS on
the consideration of youth and sports issues within BSEC.
15.
The participants exchanged views on possible ways and means of practical
involvement of young scientists in enhancing cooperation in the field of Science and
Technology and invited the Member States to present their relevant comments and proposals
in advance of the next meeting of the Working Group.
16.
The representative of the Republic of Azerbaijan, Country-Coordinator of the
Working Group, called upon the Member States to spare no efforts to organize summer
schools on Science and Technology, as well as to consider the possibility of establishment of
a special foundation for young scientists.
17.
The representative of the Republic of Moldova informed on the contests for young
innovators, organized yearly in Moldova, and encouraged the Member States to consider the
possibility of organizing such events within the framework of BSEC.
PROJECT DEVELOPMENT FUND (PDF) AND PROJECT MANAGEMENT UNIT
(PMU) PROJECTS
18.
The Working Group took note of the information provided by the BSEC PERMIS
about the state of affairs with regard to the replenishment of the Project Development Fund (PDF).
19.
The Working Group also took note of the explanatory remarks by the BSEC PERMIS
on the Guidelines for the BSEC Project Management Unit (PMU).
20.
The Working Group invited the Member States to submit project proposals within
PDF and in compliance with the Guidelines for the PMU.

21.
The Working Group exchanged views on ways and means for implementation of the
Memorandum of Intent, taking also into account policy domains within the Third BSEC
Action Plan on Cooperation in Science and Technology (2014-2018) and the relevant
proposals by the Republic of Turkey, and agreed to propose to the United States to consider
the possibility of organizing joint workshop/training on Science and Technology.
22.
The Working Group reiterated its call to the Member States to present concrete
proposals within the Memorandum for consideration at its next meeting, based on the
priorities set out in Third BSEC Action Plan on Cooperation in Science and Technology
(2014-2018).
23.
The representative of the Republic of Moldova, with reference to the proposals made
in 2013, delivered the following presentations, which are attached as Annex V and Annex VI:
- Implementation of the state cluster policy from scratch in the Republic of Moldova;
- “Small Business Act” for Europe - a challenge for Moldova.
COOPERATION WITH INTERNATIONAL ORGANIZATIONS IN THE FIELD OF
SCIENCE AND TECHNOLOGY
24.
The representative of the Republic of Moldova informed about his country’s
cooperation with international organizations, including within the FP7, as well as on the
Association Agreement to European Commission program Horizon 2020, signed on 1 July 2014.
ANY OTHER BUSINESS
25.
No issues were raised under this agenda item.
ADOPTION OF THE REPORT
26.
The Working Group adopted the present Report for the submission to the next Meeting
of the Committee of Senior Officials of the BSEC Member States.
