IN
“VYAPAM”
EXAMINATION SCAM
OF MADHYA PRADESH ARRESTED.
A REWARD OF RS. 15,000/- HAD BEEN DECLARED ON HIS
ARREST BY MP POLICE.
HE IS A FINAL YEAR MBBS STUDENT OF VMMC, SAFDARJUNG
HOSPITAL, DELHI.
A team of officers of Crime Branch led by Inspr. Arvind Kumar
consisting of SIs Gurmeet, Data Ram, ASI Rakesh, HCs Hanuman, Ramesh,
Surender, Cts. Ajay, Virender, Dinesh, Surender and Parminder under the
supervision of ACP K.P.S. Malhotra and DCP Bhisham Singh and over all
guidance of Addl.CP Shri Ashok Chand has apprehended one of the kingpins
of the examination scam for entrance to the medical colleges in Madhya
Pradesh, conducted by Madhya Pradesh Vyavsayik Pariksha Mandal
(VYAPAM). A reward of Rs. 15,000/- had been declared by Madhya Pradesh
Police for his arrest.
On 20.8.2014, on specific information, Dr. Santosh Chaurasia (aged 31
years) S/o Shiv Charan Chaurasia R/o Jatav Mohalla, Lalit Pur Colony,
Lashkar, Gwalior, M.P. and hotly wanted by Madhya Pradesh Police in the
examination scam for entrance to the medical colleges in Madhya Pradesh
conducted by Madhya Pradesh Vyavsayik Pariksha Mandal (VYAPAM) was
apprehended from Connaught Place, Delhi. He was arrested under the
appropriate section of the law.
Dr. Santosh Chaurasia was subjected to intensive interrogation.
It was revealed that he is a final year student of MBBS in Vardhman
Mahavir Medical College, Safdarjung Hospital, Delhi. He revealed
that he is a close associate of Dr. Deepak Yadav, the kingpin of the
examination scam already arrested by Madhya Pradesh Police. He
came in contact with Dr. Deepak Yadav in the year 2003 and since
then he has been associated with him.
One of the modus operandi used by the scamsters was to
provide fake/imposer candidate to take the exams instead of the
actual candidate with whom the scamsters had struck a deal for
getting him admitted in the medical colleges of Madhya Pradesh.
The fake/imposer candidate in the terminology of the scamsters was called
“Scholar/Scorer” who used to appear for the weak candidates
The task of Dr. Santosh Chaurasia
was to provided
scholars/scorers. He procured scholars/scorers from an associate
based in Lucknow, U.P. Dr. Deepak Yadav used to charge Rs. 5-8 lacs
per candidate and Dr. Santosh Chaurasia was given a part of the
money. Dr. Santosh Chaurasia is wanted in four cases of cheating,
forgery and Examination Act of PS Jhansi Road, Gwalior, Madhya
Pradesh.
Santosh Chaurasia was earlier arrested in 2006 in an MBA admission
racket alongwith other associates at Police Station Chandan Nagar, Indore
and the case is pending trial.
Dr. Santosh Chaurasia was produced in Patiala House Court from
where he was handed over to Madhya Pradesh Police on Transit Remand.

 SENSATIONAL BLIND DOUBLE MURDER OF KARAWAL NAGAR
WORKED OUT.
 THE VICTIMS WERE SIBLINGS, BROTHER, AGED 9 YEARS AND
SISTER, AGED 18 YEARS.
 ONE PERPETRATOR WHO COMMITTED SEXUAL
ALONGWITH MURDER HAS BEEN ARRESTED.
ASSAULT
 MOBILE PHONE OF DECEASED GIRL HAS BEEN RECOVERED.
On 14/08/2014, a girl aged 18 years and a boy aged 9 years were found dead
in pool of blood in a room on the first floor of the house at Shahid Bhagat Singh
Colony, Karawal Nagar, Delhi. They were brother and sister. Both of them were
having injuries on neck and head. A case of murder was registered at PS Karawal
Nagar, Delhi. Subsequently, during the post mortem examination, the girl was also
found to have been sexually assaulted. This was one of the most gruesome and
reprehensible crime to have occurred.
Keeping in view the nature of the crime, besides the local police the Crime
Branch teams were also tasked to make all out efforts. Several teams of Crime
Branch immediately swung into action. However, success was achieved by the team
led by Inspr. Devender Kumar and consisting of SI Virendra Singh, ASI Jasvinder
Singh, ASI Harveer, HC Virender Singh, HC Vikram, and Ct. Vipin, Ct. Suryaprakash,
W/Ct. Reema and Ct. Santosh under the supervision of ACP Zile Singh and DCP M.A.
Rizvi and overall guidance of Addl.CP Shri Ashok Chand was constituted for
apprehending the perpetrator.
An exhaustive list of criminals which included sexual offenders, robbers,
burglars and other criminals was prepared. After painstaking, meticulous and
sincere efforts, it was learnt that a gang of burglars might be involved in this
dastardly crime. The king pin of the gang was identified as Mazhar @ Shekhar
resident of Mukund Vihar, Karawal Nagar, Delhi who had recently being released
from jail and was not available at his residence since the date of incident.
Specific intelligence was received that on 20/08/2014, Mazhar @ Shekhar
would come to meet one of his associates near the bus stand Wazirabad Bridge. A
trap was laid and Mazhar @ Shekhar (aged 23 years) s/o Ajmeri Khan r/o Mukund
Vihar, Karawal Nagar, Delhi was apprehended. Mobile phone of the deceased girl
that had been robbed was recovered from his possession.
Mazhar @ Shekhar was subjected to intensive interrogation. It was revealed
that Mazhar alongwith his associate Sunny, resident of Karawal Nagar, Delhi had
committed the murder of both the girl and the boy. Mazhar had also sexually
assaulted the girl. Mazhar @ Shekhar disclosed that on the intervening night of
13/14.8.2014 at about midnight he met his associate Sunny at Karawal Nagar,
Delhi. He alongwith Sunny planned to commit burglary in a house in Shahid Bhagat
Singh Colony, Karawal Nagar, Delhi. They scaled the wall of the house that they
had identified but found the house locked/bolted from inside. They then jumped
into the adjacent house and reached the first floor. On the first floor of the
adjacent house, there were two rooms. They locked one room from outside and
entered the other room. There they found a girl and boy sleeping. On hearing
sounds from the burglars, the girl woke up and she was assaulted on the neck and
head with the house breaking equipment carried by the burglars. Subsequently,
they also assaulted the boy. Mazhar then sexually assaulted the girl and took away
her mobile and Rs. 1200/- from the purse of the girl. They then fled by scaling the
wall.
Police Station Karawal Nagar has been informed about his arrest and efforts
are underway to trace and arrest the co-accused Sunny.
Profile
Mazhar @ Shekhar is a school drop out. He is earlier involved in nine cases of
Theft and Arms Act of PS Karawal Nagar, Delhi. He is also a drug addict and is
addicted to taking ganja and other intoxicants. He is from a poor economic back
ground.

VIGILANCE BRANCH REGISTER CASE AGAINST SUB-INSPECTOR
AND HEAD CONSTABLE WHO RECEIVED BRIBE A YEAR AGO
The complainant forwarded an Audio recording on WhatsApp of Vigilance
Helpline No. 9910641064 which was recorded by him on 15.9.2013. The complainant
stated that a dispute arose with his neighbour (lady) over the issue of car parking in the
area of PS Malviya Nagar. She made a PCR Call. SI Gopi Ram of PS Malviya Nagar
who had gone to attend the call threatened the complainant to arrest him in a case of eveteasing. The complainant pleaded that he had just stopped the lady who was deflating the
tyre of his car parked near her house and he did not intend to tease his neighbour but SI
Gopi Ram was not convinced. The complainant contacted a policeman known to him viz.
HC Rajbir Singh to talk to SI Gopi Ram on his behalf. His phone was on recording mode
and the conversation between SI Gopi Ram and HC Rajbir Singh was recorded.
The audio recording allegedly contains conversation between complainant, SI
Gopi Ram of PS Malviya Nagar and HC Rajbir of AATS South District. In their
conversation, SI Gopi Ram of PS Malviya Nagar was heard demanding ₹ 15000/- from
the complainant to settle the matter of alleged eve-teasing with his neighbour. In the
audio recording, HC Rajbir spoke in favour of the complainant and agreed and directed
the complainant to pay ₹. 15,000/- to settle the matter. The complaint paid ₹ 15,000/- to
SI Gopi Ram in lieu of the settlement of the case of eve-teasing. On the statement of the
complainant, a case vide FIR No.16 dated 21.8.2014 u/s 7/12/13(1) (d) PoC Act has been
registered at P.S.Vigilance and investigation is on.

INFORMATION AND OPERATION
On 20.08.2014 HC Laxmi Narain No.1437/W, Ct. Indu No. 1827/W, Const. Ashok 2990/W and Ct.
Ramdev No. 3139/W were deployed on picket/Vehicle checking duty at LIG Flats, Hastsal Uttam Nagar. At about
5.15 PM one person was seen coming from Hastsal Village side on a M/Cycle No. DL-3S-AA-8500, Hero Honda
CBZ. He was stopped and asked to produce the documents of the motorcycle. He failed to give any satisfactory
reply in this regard. On interrogation he disclosed that he has stolen the motorcycle No. DL-3S-AA-8500, Hero
Honda CBZ from Janta Flats Hastsal Uttam Nagar. On making enquiry from ZIP Net, it has been found that the
M/Cycle was stolen in case FIR No. 614/14 u/s 379 IPC PS Uttam Nagar.
INTERROGATION
On sustained interrogation under the close supervision of Insp. Bhagwan Singh, SHO/Uttam Nagar
and overall supervision of Ms. Omwati Malik, ACP/Sub-division Vikas Puri the accused Hemant @ Jugnu
disclosed that he has stolen M-Cycles from the area of Uttam Nagar as well as Binda pur adjoining areas. He further
disclosed that four other stolen M-Cycles are in his possession as they are unable to dispose them. On his instance,
four stolen motor cycle were also recovered.
The staff involved in the good work is being rewarded suitably.
