Implementation regulation of energy
efficiency label for household refrigerators
1. General Provisions
1.1 The Regulations are developed according to Rules on the administration of
Energy Efficiency Labeling ( hereinafter referred to as the Rules ) ,i.e. the No.17
Order issued by National Development and Reform Commission ( NDRC ) and
General Administration of Quality Supervision , Inspection and Quarantine of the
People ' s Republic of China ( AQSIQ ) .
1.2 The Regulations are applicable to application , registration and publication of
energy efficiency label ( hereinafter referred to as the Label ) for motor driven
compressed refrigerators with the capacity of 500L and below .
2 . Form and Specification
2.1 The label is a colorful one with blue -and –white background ,162mm long and
98mm wide .
2.2 The name of label is China Energy Label . The following information is
provided on the label;
·Name of manufacturer
·Product model
·Level of energy efficiency
·Power consumption ( kwh / 24 hrs ) . .
·Cuage of each compartment ( L ) , such as those for chilling , freezing , fresh food
storage , etc .
·Serial number of the relevant national standard for energy efficiency
2.3 Refer to Annex 3 for details.
3. Definition of Label Information
3.1 Manufacturer indicates the owner of product brand .
3.2 Model specification shall be developed according to the requirements of currently
valid edition of GB / T 8059 . 1-8059 . 4 . A manufacture serial number could be
provided at the same time , and shall be consistent with that on the nameplate of the
product .
3.3 Level of energy efficiency shall be defined according to the requirements of
currently valid edition of GB 12021 · 2 and the test report of energy efficiency of
household refrigerators ( hereinafter referred to as the test report ) . Please see Annex
4-2 for the template of the test report .
3.4 Power consumption shall be defined according to the requirements of currently
valid edition of GB / T 8059 . 1 -8059 . 4 and the test report and shall not exceed the
upper limit of energy efficiengy level .
3.5 Cubage of functional compartments shall be defined according to the
requirements of currently valid edition of GB / T 8059 . 1-8059 . 4 and the test report .
3.6 The basis for reference shall be currently valid edition of GB 12021.2.
4 . Printing and Sticking of the Label
4.1 The manufacturer or importer shall be responsible for printing the label and the
printing quality .
4.2 The label shall be printed in copperplate paper with weight of 100 grams or
above .
4.3 The label shall be pasted with non-dry glue . No stain shall be left on the surface
after its removal .
4.4 The label shall be presented for each refrigerator in leaving factory or imported .
4.5 The label shall be placed on top right corner of panel of refrigerator frontispiece .
4.6 The label shall be consistent with requirements of article 2 of the Regulations .
No change shall be made to the logo , literature , specification and color.
4.7 For uses in manual , package or promotion , the label can be magnified or
minified proportionally , and printed in black and white while readily legible .
5 . Registration of the Label
5.1 Manufacturers or importers shall have each set of their products registered based
on product model . Products with different models but same cooling system and same
power consumption are exempted from test report in registration .
5.2 Manufacturers and importers shall complete and submit the Registration Form
of Energy Efficiency Label for Household Refrigerators within in 30 days after
applying the label by letter , telegraph , telex , fax , e-mail or through relevant
website . ( Refer to Annex 4-1 ) Manufacturers or importers shall submit the other
registration documents at the same time according to the Rules . The Form and
documents shall be complete and authentic .
5.3 The authorized organization shall finish checking and registering within 10
workdays after receiving the registration materials . ( excluding the days for
anufactures or importers preparing additional materials required )
The authorized organization shall register , archive and number the registration
materials , and inform the relevant manufacturer or importer by email or in written
form if the application meets the requirements of article 5.2 of the Regulations .
The authorized organization shall inform the relevant manufacturer or importer to
submit additional materials or change label in use if the application fails to meet the
requirements of article 5. .
5. .4 Manufacturers or importers shall submit a report about the label application in
the past year to the authorized organization before 15th March every year . The report
shall include cases for all registered models , penalties and their label application .
5.5 Materials in foreign language shall be accompanied by a Chinese version , and
the latter takes precedence .
6. Label Publication
6.1 The authorized organization shall make publication for the labeled product on
the official website within 10 days after its registration is made and updated the
information quarterly in a relevant media .
6.2 Registration information shall be published according to registration serial
number .
6.3 The authorized organization shall establish a database of product energy
efficiency , provide information service on product energy efficiency to
manufacturers and consumers and make publication in a timely manner on label
checking and surveillance .
6.4 The authorized organization shall make its hotline and website available to the
public and respond to complaint from manufacturers and consumers .

1 . The seal for test report or the seal of testing organization is necessary for validity
of the report ;
2.The seal for test report or the seal of testing organization is necessary validity of a
duplication of the report; no duplication shall be made . Duplication of any part of the
test report shall no be made without a written permission from the client.
3 . The test report is invalid without stamp and signature of the tester , verifier and
approver ;
4 . The test report is invalid with altering ;
5 . Any testing disagreements shall be claimed within 15 days to the organization ;
6 . The testing organization is only responsible for testing results of samples .
