(a) Resolution proclaiming a Special Election to be held on March 31, 2007, in the City
of Monroe, State of Louisiana, to approve and authorize the City Council of the City of
Monroe to enact an Ordinance ordering the sale of alcoholic beverages on Sunday in the
city limits of the City of Monroe, State of Louisiana, and further providing with respect
thereto.

VIII: INTRODUCTION OF RESOLUTIONS & ORDINANCES:
(a) Introduce Ordinance authorizing James E. Mayo, Mayor, to enter into a contract with
Craig Perry regarding Percheron Mares and Wagons at Louisiana Purchase Gardens and
Zoo and further providing with respect thereto. (Comm. Affairs)
(b) Introduce Ordinance authorizing the Director of Public Works and/or the Mayor of
the City of Monroe, Louisiana to enter into agreements with the Louisiana Department of
Transportation and Development to accept donated RAP (Recycled Asphalt Product) and
further providing with respect thereto. (Public Works)
(c) Introduce Ordinance authorizing James E. Mayo, Mayor to enter into a contract with
Wilbur Smith & Associates for Professional Engineering and Planning Services related to
the Downtown Monroe Railroad Crossing Study and further providing with respect
thereto. (Mayor’s Office)
(d) Introduce Ordinance allocating and approving the disbursement of $150,000.00 from
the Administrative Economic Development Fund for a portion of the design study for the
Kansas Lane Connector and further providing with respect thereto. (Engineering)
(e) Introduce Ordinance authorizing James E. Mayo, Mayor to enter into a Cooperative
Endeavor Agreement with the North Delta Regional Planning & Development District
allocating $40,000.00 for site profiles and the coordination of activities relating to the
development areas of the southside of Monroe and further providing with respect thereto.

(f) Introduce Ordinance accepting the bid of Brazo’s Industries LLC for a roofing project
for the Monroe Civic Center and further providing with respect thereto. (Comm. Affairs)
(g) Introduce Ordinance declaring certain movable property of the City of Monroe as
being no longer needed for public use and further providing with respect thereto. (Public
Works)

(h) Introduce Ordinance adopting and amending the Zoning Map for the City of Monroe,
Louisiana –applicant – Frank Wilcox/Monroe Housing Authority – Planning & Zoning)
IX: RESOLUTIONS AND ORDINANCES FOR SECOND READING AND
FINAL ADOPTION:
(a) Finally adopt Ordinance declaring certain immovable property in Monroe Air
Industrial Park as not being needed for public use and authorizing the same to be sold at
private sale of said property to Allied Building Stores, Inc. pursuant to Louisiana Revised
Statute 33:4712, and further providing with respect thereto.
(b) Finally adopt Ordinance repealing Article I Entitled “In General” of Chapter 34
Entitled “Trees and Shrubs” and creating Article I Entitled “In General” of Chapter 34
Entitled “Trees and Shrubs” of the City of Monroe Code, and further providing for
regulation of the planting, maintenance, protection, control and removal of trees in and
upon public areas within the city limits of Monroe, Louisiana, further repealing all
ordinances in conflict herewith, and further providing with respect thereto
(c) Finally adopt Ordinance Ordinance amending Article II Entitled “Arborists” of
Chapter 34 Entitled “Trees and Shrubs” of Monroe Code, and further providing with
respect thereto
(d) Finally adopt Ordinance Ordinance repealing Article III Entitled “Tree Board” of
Chapter 34 Entitled “Trees and Shrubs” and creating Article III Entitled “City of Monroe
Tree Board Commission” of Chapter 34 Entitled “Trees and Shrubs” of the City of
Monroe Code, and further providing for the creation, functions and powers of said board,
further repealing all ordinances in conflict herewith, and further providing with respect
thereto
