Routes out of the crisis – new strategies for skills and employment
Capacity building seminar for local development practitioners
10-12 June, Trento, Italy
Day 1: The capacity building seminar will begin with a one-day
session open to a wide audience of policymakers and practitioners
involved in tackling the impact of the crisis on jobs and skills. This
session will present an assessment of the impact of the crisis on the
labour market and discuss, using concrete examples, the value of
various policy responses on the basis of three critical trade-offs:

Investing in “winners” vs. reducing redundancies.
Are “green” jobs really an answer?
Targeting the disadvantaged vs. supporting the easy to
support.
Day 2 and 3 (open to a selected group of 25 local development
practitioners) will build your knowledge on:
1.
Tools and methods to measure local labour market
trends, identify problems, prepare a diagnostic as a basis
for strategy design.
2. Ways to adapt labour market policy to local needs.
3. Ways to integrate different instruments into a coherent
local skills strategy.
The seminar will be structured around a mix of presentations by
invited experts and OECD staff followed by discussion and group
work around participants’ case studies.
Working language of the seminar is English, Italian interpretation will
be provided during the first day of the seminar. No participation fees are
required. A limited number of travel grants is available. Participants
selected to participate in days 2 and 3 of the seminar will be
requested to prepare a short case study on their locality following a
format to be provided by the OECD.
