Forms QFW033 and QGEN052 - These two forms are virtually
identical; why is this and do we have to use them both?
The QGEN052 is the official one – no you don’t have to use them both

QFW003 Family Wise Individual Action Plan – At the training
days Louise commented she would look to have this form
changed, yet the partner pages show no changes. Is it still the
intention to make the changes discussed (i.e. the extra
columns to show who owned the action, when the action was
agreed, and an expected completion date, with more of an
open writing space to summarise notes)
All of the changes discussed at the training days have now been

QFW006 Discussion Notes – What’s happened to this, has it
been abolished as now on the partner pages QFW006 is an
‘Action Plan Review’? If this has changed is it possible to have
a discussion notes box, or a space for free text to make notes
on put on the form? Or make a new QFW00 form for
Discussion Notes?

QFW011 Family Pledge – When exactly should this be
completed? We’re aware it stays in the clients file but wanted
to be clear as to what point it needs to be done?
The Family Pledge should be completed as part of the start paperwork
as it forms part of the welcome pack. Refer to the Partner Training
Powerpoint (slide number 22)

Individuals that are already on the Work Programme; are we
right in assuming that they can still act as the ‘passport’ for
other family members not on the Work Programme?
Yes this is correct

With regards to claimable jobs, do they ALL have to be 16
hours per week or more to claim? We ask as IB/IS used to be
an 8 hours per week job for an outcome.
Yes all jobs must be 16 hours with no exception for IB IS – confirmed
by DWP

The ‘Employability Signature’ tool, when and how can we gain
access to this to start using it?

The Aide Memoir that came in the booklet given to us at
training states “Once completed the form should be scanned
and emailed to Kevin…… Which form is this?

Can Family Wise customers access JCP Get Britain Working
measures (Work Clubs - Work Together - Work Experience New Enterprise Allowance - Enterprise Clubs - Sector- -based
work academies - Availability of Get Britain Working measures
- Jobseeker’s Allowance full-time training flexibility )?
This would be pertinent particularly where a young person in
the family may benefit from work experience. The Partner
could source this but it would help to have the option of JCP
provision, when the individual is a JSA claimant. Likewise New
Enterprise Allowance. Though it may be small numbers we
could have people interested in a start-up or self employment,

and there is something of a gap in this, certainly in
Northumberland.
The Wise Group have proposed a new Progress Measure
around ‘Enterprise’ to DWP and are awaiting a response. This
would also raise the question of someone we engage with who
may on a Get Britain Working measure. Should / could we still
attach them and, if so, could they continue with their GBW
provision?
There is a list of other provision at Annex 2, point 17 of Provider
Guidance Chapter 3 that gives details of when customers can and
can't attend both provisions etc
On the wider JCP issue, we will be including the JCP partnership
manager on our Family Wise Sub Group - Kevin has encouraged this.
We will need to make sure there is not conflict between Family Wise
activity and what the JCP expects from a claimant as part of their
jobseeker regime. This should not be a problem, and we can work
with our local jobcentres to make sure, it would be helpful if there was
a clear directive to JCP advisors on Family Wise and how they relate to
it. Linda Hocking, who is the Regional ESF Partnership Manager, role
involves liaising with all of the JCP offices in the contract package area
to relay a clear directive regarding FamilyWise. To re-iterate again JCP
Advisors will not be referring customers to FamilyWise, any interest
received by JCP Advisors customers will be advised to contact the
FamilyWise Delivery Partner in the Local Authority area.

When does a customer become a Leaver – at the end of the ‘on
programme ‘stage or at the end of the tracking period?
At the end of the programme, the tracking period does not extend
their time on the programme.

Can a job for an inactive customer be claimed at 8 hours?
No – all jobs must be for 16 hours at the relevant sustained period.

How long does a customer ‘not claiming benefit’ need to
sustain in work – 13 or 26 weeks?
(ESF Provider Guidance, Chapter 6) For all other individuals who are
not in receipt of a Working Age Benefit an eligible job is defined as a
minimum of 16 hours employment per week lasting 13 consecutive
weeks.

If the customer is ex IB and now JSA or ESA – which benefit is
acknowledged for the sustained period?
The sustained period for job outcomes is based on their original
benefit on starting provision.

Can a 16 year old still at school come onto programme?
No 16 year old should be school leavers.

What provision is there for MAPPA customers – there is
nothing to support these customers in Provider Guidance?
There is reference in the ESF Provider Guidance (Ch4) and the Generic
Provider Guidance (Ch2) to MAPPA.

Can a Delivery Partner ‘pay’ a Work Programme provider to
deliver Progress Measures if the customer moves onto WP?
The PM would need to be on their approved list and the WP provider
would need to have a contractual arrangement to deliver with the ESF
Prime.

If a customer leaves programme and are tracked for the 26
week period, can they ‘restart’ on programme after a period of
time? If yes could they use the same qualifying person or
would another need to be identified?
No, each person can only complete ESF Families provision once.

Can Job Outcomes for both FamilyWise and Work Programme
be claimed if during their tracking period, a FamilyWise
participant has been referred and attached to the Work
Programme and then obtains employment?
In this situation, subject to the Job Outcome criteria being met for
both programmes, an outcome payment would be payable
UNLESS the customer in question falls into PG8 (ex IB/IS) and is
therefore funded directly by ESF whilst on the WP. In this
circumstance where someone on ESF provision left to volunteer for the
ESF funded IB/IS payment group within the Work Programme only the
Work Programme provider would be entitled to claim a job outcome.

If a customer moves into work and doesn’t complete 3
Progress Measures, can the progress measures be claimed in
the tracking period in work?
All PMs need to be completed within the 12 month period after they
have started on ESF, whether they move into work or not.

What is the expected timescale for confirmation of ESF14 from
ESF team in Leeds?
48 hours

Where do the Delivery Partners get DWPF06 leaflets from?
The Wise group as prime contract holder will order and provide for all
delivery partners. – email familywise@thewisegroup.co.uk for
supplies.

What happens if a FamilyWise participant changes address
resulting in an individual/family moving to a different Contract
Package Area within England they will remain our
responsibility?
Once you have attached (Start) a customer to your provision they
remain with you for the full period regardless of what happens.
Therefore if they move out of your CPA you will remain responsible for
them and will have to continue to work with them in some form. (See
Provider Guidance - Chapter 7 Para 23).

Would an apprenticeship be a job outcome for FamilyWise?
If the apprenticeship meets the job outcome definition then yes it
would be a job outcome.
