Resolution on Long-Range Facilities Planning, Funding, and
Construction to Support Neighborhood Middle Schools for
Germantown, Gaithersburg, and Darnestown
Whereas, Kingsview Middle School, in south Germantown, is severely overcrowded, requiring
construction of additional facilities to meet the needs of the population, and
Whereas, MCPS has proposed to construct a ten-classroom addition to Kingsview MS, and
Whereas, the proposed addition will make Kingsview an extremely large middle school that will
still operate with enrollment higher than capacity, putting the educational program of its students
at risk, and
Whereas, more construction will still be needed in the Quince Orchard HS and Northwest HS
service areas to meet future middle school enrollment demands, and
Whereas, the residential growth rate in the subject area has significantly exceeded MCPS
projections, resulting in school capacities that are rapidly exceeded, and
Whereas, there is not evidence of an adequate long-term plan for middle school facilities in the
subject area; now therefore be it
Resolved that the Northwest Cluster strongly urges MCPS to prepare a comprehensive plan for
construction of middle school facilities that are sufficient in size to accommodate the growing
population of the area and located such that they can serve local communities, and be it further
Resolved that the Northwest Cluster recommends that the comprehensive plan include
construction of a new middle school to relieve overcrowding at Kingsview MS, and be it further
Resolved that the Northwest Cluster will advocate strenuously for MCPS and the Board of
Education to approve plans and funding for such facilities, and be it further
Resolved that the Northwest Cluster will lobby aggressively to the County Council for the
necessary funding to carry out the plan.
