HAZARD, IMPACT AND WARNING TEMPLATES
Instructions:
Please fill in the following templates using the examples as guidance prior to the Myanmar
Stakeholder Workshop, NayPyiTaw, 28-30, September, 2015. This information will be refined and
used during the workshop.
Hazard Template
Identify the types of severe weather that impact your sector or activities. List the primary,
secondary and tertiary effects of severe weather following the examples shown in the table.
Event
1
Example: Tropical
Cyclones
Hazard Template
Primary
Secondary
 Strong winds
 Riverine and
coastal flooding
 Lightning
 Heavy rainfall
 Surface water
flooding
 Tornados
 Flash flooding
 Storm surge
 Landslides

Tertiary
 Loss of
infrastructure
systems and
services (shelter,
transportation,
schools, hospitals,
energy supply,
communication)
 Infectious
diseases
 Water insecurity
 Widespread
economic losses

Impact Template
Identify the types of impacts, including social and economic issues, caused by the primary,
secondary and tertiary hazards that affect your sector or activities, which you listed in the Hazards
Template. The template includes an example of some hazards caused by a tropical cyclone.
Impact Template
Minimal Impacts
Minor Impacts
Significant
Impacts
Severe Impacts
Example 1. Event: Tropical Cyclone –
Selected Hazards: Rainfall, Wind, Loss of Infrastructure, Disease
 Generally no impact
expected
 Isolated and minor
flooding of low lying
land and roads
 Isolated instances of
spray/wave overtopping
of coastal defenses
 Little or no disruption to
travel although wet road
surfaces or
waterlogging could lead
to difficult conditions
 Isolated damage to
vegetation due to wind
2.
3.
4.
 Localized flooding of
land and roads
 Localized flooding could
affect individual
properties
 Individual properties in
coastal locations
affected by spray
and/or wave
overtopping
 Localized disruption to
key infrastructure
identified in flood plans
(e.g. rail and utilities)
 Local disruption to
travel
 Localized damage to
properties due to wind
 Flooding affecting
properties and parts of
communities
 Damage to
buildings/infrastructure
is possible
 Possible danger to life
due to fast flowing/deep
water/wave and storm
surge overtopping/wave
inundation, landslides
and wind
 Disruption to key
infrastructure identified
in flood plans (e.g. rail,
utilities and hospitals)
 Disruption to travel is
expected. A number of
roads are likely to be
impassable
 Outbreaks of
waterborne diseases
possible
 Isolated food shortages
 Localized water
contamination
 Widespread flooding
affecting significant
numbers of properties
and whole communities
 Collapse of
buildings/infrastructure
is likely
 Loss of electrical supply
 Water contamination
 Shortage of food
 Noninfectious diseases
resulting from poor
nutrition
 Danger to life due to
fast flowing water/ deep
water/ wave, storm
surge overtopping and
wave inundation,
landslides and wind
 Widespread disruption
or loss of infrastructure
identified in flood plans
 Large scale evacuation
of people may be
required
 Severe disruption to
travel.
 Outbreaks of
waterborne diseases
expected

Advisory Template
Identify the main elements that make a good warning and actions to be taken to mitigate risk. The
template includes a generic public sector example. Please consider how this type of message can
be adapted to the specific circumstances of your specific sector or activities.
Advice Template

1. Example of flood risk for general public associated with Tropical Cyclone
WARNING: Unlikely
the Tropical Cyclone
(Event) will affect the
designated region
ACTION: Keep an eye
on the weather and
flood forecasts
WARNING: Likely the
tropical cyclone will
cause some limited
flooding and wind
damage in the
designated region
WARNING: Likely the
tropical cyclone will
cause widespread
flooding and wind
damage in the
designated region
WARNING: Certain
tropical cyclone will
cause widespread
flood and wind damage
in the designated
region
ACTION: Remain alert
and ensure you access
the latest weather
forecast for up to date
information. Prepare to
take action to protect
life, livelihood and
property in the
designated region.
ACTION: Secure
property and livelihood
assets. Be prepared to
evacuate.
ACTION: Evacuate if
ordered to do so by
civil protection
Be aware of the
potential risk of
landslides and flash
floods in your area.
Follow civil protection
orders.
Maintain radio/media
watch for latest
updates.
