Law No. 9 of 2012 Amending Certain
Provisions of Law No. 13 of 1997 Concerning
Civil Defence 9 / 2012

We, Hamad Bin Khalifa Al-Thani, Emir of the State of Qatar,
Constitution;
Law No. 13 of 1997 concerning Civil Defence, as amended by Decree-Law No. 35 of 2005;
Decree-Law No. 31 of 2006 promulgating the Law of Military Service, as amended by Law No. 9 of
2010;
Having perused the
The proposal of the Minister of the Interior;
The draft Law submitted by the Council of Ministers; and
After consulting the opinion of the Shura Council,
Hereby promulgate the following Law:
Articles
Article 1
The texts of Articles 7, 8 (Item 1), 14 and 20 of Law No.
13 of 1997 shall be replaced with the following texts:
Article 7
In the event of the occurrence of a public disaster or
conditionsexisting likely that a public disaster may
occur,the Minister of the Interior, following the approval
of the Council of Ministers, shall declare a state of
emergency and shall also declare the cessation of such
state of emergencywhen the situation no longer requires
State intervention.
Article 8 (Item 1)
1. Employees in the field of Civil Defence, except those
employed in the Police Force,shall be subject to the rules
regarding discipline and punishment applicable to Police
Forceemployees in accordance with the provisions of
Military Service legislation promulgatedby
Decree-Law No. 31 of 2006.
Article 14
Property owners; users of property; owners of
commercial, industrial and public similar shops and
others; as well as owners of consulting offices,
constructioncontractors and engineers, each within its own
competence, shall implement thesafety and security
measures andrequirements set forth in the table
annexed to this Law, at theirown expense and on the
dates set by the Civil Defence Department.
Neither a change of user, nor the modification of the
drawings or design ofthe properties referred to in the
preceding paragraph is permittedwithout the approval of
the Civil Defence Department.
The Minister of the Interior, by his decision, may amend
the safety and security measures and requirementsreferred
to in the first paragraph of this Article.
Article 20
Without prejudice to any more severepenalty stipulated in
any other legislation, whomsoeverviolates any of the
provisions of Articles 8 (Item 2), 14, 15, 16, 17
and 18 of this Law shall be punished with imprisonment
for a period not exceeding ThreeYears, and with a fine not
exceeding Two Hundred Thousand (200,000) Qatari
Riyals, oreither of these two punishments.
The punishment shall be imprisonment for a period not
exceeding Six Years, and afine not exceeding Four
Hundred Thousand (400,000) Qatari Riyals, if an offence
causes apermanent disability to a person.
The punishment shall be imprisonment for a periodnot
exceeding EightYears and a fine not exceeding Five
Hundred Thousand (500,000)Qatari Riyals if an offence
causes the death of a person.
Article 2
The following two texts shall be added to
Law No. 13 of
1997:
Article 2 (Item 19)
Layout requirements of safety and security in the
facilities,buildings,commercial, industrial and public
similar shopsand other facilities.
Article 6(2nd paragraph)
Without prejudice to the provisions of any other law, the
Minister of the Interior or thedelegate thereof may license
the establishment of centres or institutes for learning and
training in the basics and principles of civil defence, and
the Minister shall determine the fees, conditions and
control of licensing, its duration and renewal, as well as
the supervision and monitoring of these centres or
institutes, and the circumstances in which a licence will be
repealed.
Article 3
All competent authorities, each within its own jurisdiction, shall
enforce this Law which shall be published in the Official Gazette.
