About this form
You need to complete this form if you are applying to change your registered training organisation’s
(RTO’s) scope of registration by adding or removing new or revised training package qualifications,
accredited courses, units of competency or skill sets.
There are four sections to this application form:

If you are applying to add training products to your scope of registration, please complete all sections
of this form (except Section 2—Table C).

Application fee
If you are submitting your application by post, you should include a cheque (personal, business or

No fee applies if application is solely for removing items from scope. Please note that the application
fee is non-refundable.

Your application must be accompanied by the required attachments. Incomplete applications or
applications completed incorrectly will be returned to you for completion. A Checklist for submitting

you ensure your application is complete.

Notes:
It will be assumed you are applying for registration to deliver and/or assess each listed
qualification/accredited course in every Australian state and territory, unless you indicate otherwise in the
‘Training and/or assessment delivery locations’ column.
 Please note that permission is required from the course owner if you are seeking registration for an
accredited course.
 There are additional requirements for some qualifications, accredited courses, units of competency,
modules and skill sets leading to licensed or regulated outcomes in some states and territories. In some
cases, letters of support or other documentation must be obtained through the relevant industry regulator
or licensing body and attached to this application. If this documentation is not attached, the application
will be considered incomplete. If Table A or B include training products that lead to a licensed or
regulatory outcome, applicants must review the external licensing and additional registration
requirements on the ASQA website.

If applying to add training products to your RTO’s scope of registration, the following
evidence must be attached for each qualification, accredited course, unit of competency,
module or skill set listed in Table A and/or Table B. The evidence will support the risk
assessment of the application.

Section 4: Section 4—Declaration by chief executive

where removal from scope has been requested in Section 2:

all students enrolled in those training package qualifications, accredited courses, units of
competency, modules and skill sets have completed their required training and have been issued with
the Australian Qualifications Framework (AQF) qualifications or statements of attainment to which
they are entitled.
○
where existing students have not been able to complete their studies, arrangements have been made
to transfer students to another RTO OR to another qualification within the same RTO prior to making
this application.
○
prior to the transfer to another RTO, affected students were formally notified of the arrangements and
their agreement to those arrangements—including any refund of fees required—was obtained.
(Please note that training products cannot be removed from an RTO’s scope of registration without
these requirements having been met).
I understand that the Australian Skills Quality Authority (AQSA), as the national VET regulator (NVR), may
share information about my RTO’s compliance—and this application—with other state and territory
registering bodies and with other relevant agencies in accordance with the provisions of the National
Vocational Education and Training Regulator Act 2011 (the Act) and the requirements of the Standards for
VET Regulators.
